WHO WE ARE: The Finance and Administration Shared Services Department (FASS) is located within the Finance and Administration portfolio. Finance and Administration is a vibrant and varied portfolio serving all aspects of campus life. Finance and Administration employees perform a wide range of functions including offering essential support to the Universities many departments, providing key resources to employees, and keeping campus safe. FASS provides department level administrative services to groups across the University in three areas: Business Operations, Human Resources and Information Technology.

The mission of the Finance and Administration Shared Service team is to provide professional and timely service, offering our expertise in a wide variety of functions. FASS is committed to providing superior customer service and creating partnerships with clients to ensure their needs are fulfilled to the highest standard.

The FASS unit provides administrative services for 20+ departments across several portfolios including:
  • Campus Planning and Facilities Management
  • Safety and Risk Services
  • Campus Services
  • University Human Resources
  • Information Services
  • Purchasing and Contracting Services
  • The Office of General Counsel
  • The Office of the President

    The mission of the Shared Services Human Resources group is to provide centralized service, offering our expertise in a wide variety of functions including: acting as liaison to Central HR, staff and student recruitments, employee relations, workforce planning, training, and payroll administration. We are committed to provide superior customer service and create partnerships with our customers to ensure their needs are fulfilled to the highest standard.

    The units supported by FASS constitute multiple large business enterprises consisting of more than 900 employees and a total operating budget in excess of $80 million.

    FASS offers professional development funds for career development and growth. For HR staff, this often means travel to conferences or obtaining SHRM/PHR certification, but we work with individuals on what makes sense given their professional goals.
    Position Summary
    WHO YOU ARE: The Assistant Director supervises 4 staff members and oversees the day-to-day recruitment and classification/compensation functions for the department. They are someone who enjoys a varied workday and consulting with staff members at all levels of the organization. As a member of FASS management, they are expected to promote and enhance the values of equity, diversity, and inclusion throughout their work.

    The Assistant Director oversees all aspects of recruitment and search processes for FASS Client positions. They promote best practices in interactions that reflect the values of our clients and are aligned with the institutional commitment to maintaining an environment of inclusive excellence for all members of our community. They support these efforts by providing comprehensive tools and resources as well as consultation, guidance, and support to their direct reports, department heads, search chairs and committees. They are responsible for developing, maintaining, and evaluating portfolio search plans and actively promoting equity and inclusion throughout the search process.

    The incumbent works closely with department supervisors and staff to research, analyze, formulate recommendations, and perform position analysis in response to client needs. They advise leadership of issues related to compensation, particularly related to internal salary equity. They collaborate closely with University HR to help guide clients' needs toward solutions that are both in line with best practices and University of Oregon Policies and Procedures.

    The Assistant Director will help supported units with issues related to employee & labor relations as necessary. This may include gathering information, conducting interviews, and drafting documents for review by supervisors. Training and support will be offered in this area, as full responsibility for employee & labor relations is currently handled by the Director of FASS-HR.

    This position has broad latitude and to accomplish assigned goals and objectives and must have high functioning organizational skills, excellent attention to detail, adherence to confidentiality, and discretion. They are responsible for providing leadership with assessments of emerging operational problems or concerns and works closely with all levels of administration to resolve issues.

    Minimum Requirements

  • A Bachelor's Degree and three years of experience in Human Resources Management -OR-
    Five years of experience in Human Resources Management
  • Two years of experience leading or supervising the work of professional staff. This experience must include the regular evaluation of performance, hiring, training, coaching, and termination of permanent staff.
  • Experience administering full-cycle recruitment in a large, complex organization
  • Experience working with supervisors and staff to create effective and accurate position descriptions, as well as ability to analyze and recommend appropriate classifications for positions.

  • Ability to synthesize issues from a variety of viewpoints and provide clear guidance to managers and leadership
  • Demonstrated ability to advance diversity and inclusion efforts through their own actions and influencing actions of others.
  • Understanding of effective supervisory practices, employee and employer relationships, and management principles.
  • Knowledge of the concepts, principles and practices related to identifying, attracting, selecting and retaining staff
  • Knowledge of compensation concepts and principles, related laws, rules and regulations
  • Demonstrated professionalism when handling sensitive and or confidential materials.
  • Familiarity with a wide array of technologies, such as an applicant tracking systems, web based reference platforms, and productivity and communication tools.
  • Ability to build and foster productive working relationships with internal and external stakeholders
    Preferred Qualifications
  • Current HR Certification such as PHR, SPHR, SHRM-CP or SCP
  • Experience using HRIS or recruitment management systems
  • Experience working with a unionized work force and applying collective bargaining agreement language to personnel actions
