BASIC FUNCTION:
Under the direction of the area administrator, is responsible for the quality, administration, and maintenance of the assigned area's business and accounting services operations.

PROVIDES WORK OR LEAD DIRECTION TO: Assigned District personnel.

Education:
EDUCATION AND EXPERIENCE:

Graduation from an accredited college or university with a bachelor's degree in business administration, accounting, or a related field and three years of progressively responsible experience in the area of accounting or budget administration, including two years of experience in a lead, administrative, or supervisory position is required; or an equivalent combination of education, training, or experience.

Experience within a community college or school district environment is preferred.

Experience:
KNOWLEDGE OF:
1. Methods, principles, practices, and procedures of governmental accounting and generally accepted accounting standards.
2. Financial and budget reporting, including presenting analytical information.
3. Methods for analyzing financial information.
4. Applicable practices and codes for governmental accounting at a community college.
5. Computer software applications for writing reports, analyzing data, and preparing financial and budget information.

ABILITY TO:
1. Organize, coordinate, and lead accounting and budget development.
2. Communicate clearly and effectively, orally and in writing, work accurately, meet deadlines and provide effective management reporting.
3. Ensure adherence to accounting procedures and reporting, budget forecasting and development processes, and procurement standards and timelines.
4. Effectively plan, organize, and coordinate a diverse program of accounting, budgeting, and purchasing functions.
5. Conduct financial research and analysis, identify trends and forecast needs.
6. Ensure confidentiality and sensitivity in handling of financial information.
7. Maintain a current understanding of trends, ideas, practices, laws, and regulations pertaining to areas of responsibility for assigned area, including applicable codes, regulations, and policies.
8. Ability to select, train, supervise, evaluate, motivate and lead staff members.

PHYSICAL DEMANDS:
Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. Will require occasional travel.

ENVIRONMENTAL ELEMENTS:
Employee works in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.

EXEMPT POSITION:
This is an exempt position and is not subject to overtime.

Duties and Responsibilities:
REPRESENTATIVE DUTIES:
The duties listed below are only intended as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
1. Plans, organizes and supervises the business operations of the assigned area, including accounting, budget, purchasing, grants, and fixed assets.
2. Serves as liaison with District administrators and staff to perform financial projections and budget recommendations.
3. Generates monthly financial statements and other financial reports to be presented to the college and District stakeholders.
4. Provides comprehensive and timely financial data to stakeholders in order to assist in the budget development process, including position control funding.
5. Attends Board of Trustees and other District meetings, as needed, in order to provide or answer financial questions in the area of assignment.
6. Supervises the reconciliation process for accounts payable and receivable over the area of assignment, and ensures timely reporting of the District's business and financial information.
7. Supervises and coordinates all accounting and budget aspects of the year-end closing process for assigned area; coordinates with external audit firms and governmental agencies during audits.
8. Supervises and evaluates assigned staff; establishes goals and objectives for assigned areas of responsibility in concert with the strategic plan and program review.
9. Performs other related responsibilities as may be assigned.

CONDITIONS OF EMPLOYMENT:

This is a Classified Management. Paid vacation, 22 days annually; and paid accruable sick leave, 12 days annually. A pro-rata reduction will be made for employees working less than full-time and less than 12 months. The District provides a health and welfare benefit package for employees and legal qualifying dependents.

The work location and assignment within a job classification is determined by the District and may be subject to change.
