Montgomery College, Rockville Campus, has an immediate need for a FT Manager, Public Safety and Emergency Management in the office of Public Safety, Health and Emergency Management. The work schedule is 5 days/40 hours per week. This is a Non-Bargaining, Exempt, grade 31 position. It is designated as Essential Personnel. Duties include but are not limited to:

Manage the Office of Safety & Security: This position is responsible for the management of all aspects of security operations at assigned campuses, Security operations include responding to emergency incidents to include criminal incidents, emergency medical incidents; hazardous incidents, potentially violent incidents, auto accidents, and others. Position works with the Campus Deans, Campus Administrative Directors, Campus Vice President to ensure that situations are appropriately addressed and expectations for security and personal safety are achieved. Duties include planning, supervising, and coordinating security operations on a 24-hour basis; investigating and reporting on all security issues to the Director of Public Safety & Emergency Management; leading and participating in the provision of security services such as supervising, monitoring, training and assessing the performance of contract security staff.
  • Analyzes, make decisions, and assumes responsibility for the security plan for assigned campuses on a 24 hour per day seven day a week basis. Security plan includes determining deployment and shift activities of security personnel at the assigned campus, determining appropriate security responses to incidents, designing and leading campus watch activities, monitoring and protecting facilities and assets, reporting on incidents, investigating incidents and following through with law enforcement authorities, managing the campus during emergency situations, and monitoring the campus during inclement weather and other periods when the college is closed.
  • Manages and directs campus Safety and Security personnel to ensure that a sense of safety and a secure educational environment is achieved 24/7 through security visibility and effective customer service
  • Maintain visibility and interact with the College community on a daily basis. Conducts periodic inspections of campus to ensure effectiveness of the security program.
  • Prepare/update schedule for all staff to include holidays and special events. Ensures that all Safety and Security operations are properly functioning and maintained after hours, during absences, weekends, holidays and unscheduled closings.
  • Ensure AED and emergency equipment is checked daily and functioning; coordinate and oversee emergency phone functionality on campus, and coordinate fire extinguisher repair/replacement
  • Participates in the development, revision, and implementation of Safety and Security training manuals. Updates and develops procedures as necessary to meet intercampus needs. Establish, revise, and implement campus emergency plans. Work closely with the Director of Public Safety & Emergency Management to ensure the protocols and best practices are updated on a regular basis.
  • Assure all security personnel are updated on certifications and training.
  • Manage, oversee, and correct payroll for both full-time and part-time members of the security staff. Advises Safety and Security Supervisors and/or personally monitors staff leave usage.
  • Oversee ordering and replacement of necessary equipment, and/or upkeep of essential equipment for security staff to perform their jobs; to include uniforms, radios, medical supplies and vehicles
  • Review incident and medical reports in Perspective and forward to appropriate individuals and senior administrators.
  • Oversee hiring of security personnel; preparing job announcements; creation of the hiring committee; reviewing applications; submitting justification for position, completing all paperwork and obtaining references
  • Ensures that Infor/EAM safety work tickets (e.g., lightening on campus, emergency phone status, etc.) are submitted in a timely manner.
  • Completes (Supervisory Staff) and reviews performance evaluations of Security Staff. Participates in team meetings and training as necessary.
  • Interfaces with local, State, and Federal law enforcement officials and government agencies as necessary. Coordinates with Security personnel to testify in legal proceedings to represent the college in criminal and civil matters.
  • Participate in and direct Campus Response Team/Campus Support Team meetings and training. Assumes Incident Command of any critical incidents occurring on campus until relieved by higher authority.
  • Ensures that safety work tickets (e.g., lightening on campus, emergency phone status, etc.) are submitted in a timely manner. Assists Locksmiths with Key and Card control access on campus. Reviews audit locks when suspicious situations occur.
  • Assists with preparation of annual Safety and Security budget. Reviews accounts for funding. Obtains bids for items when needed. Ensures that purchase requisitions submitted are accurate and justifiable.
  • Keeps the Director of Public Safety & Emergency Management informed of all incidents, reports, or situations that occur on Campus as they unfold.
Required Qualifications:
  • Eligible applicants must currently be authorized to work in the United States and not require employer visa sponsorship
  • Bachelor’s degree in criminal justice, law enforcement, or a related field, or any combination of education, training and experience providing understanding of the field and the ability to perform the duties of the job.
  • Five years of progressively responsible experience in law enforcement or security, including two years leading, guiding or supervising staff.
  • Valid driver's license and evidence of a good driving record is required.
  • The following certifications are required: first aid, HAZMAT, CPR, and automated external defibrillator (AED) or able to obtain within 60 days of hire.
  • Valid and current Maryland Special Police Officer Commission certification (or able to obtain within 120 days of hire).
Salary Range: Salary Range $74,445 to $96,768. Initial salary placement is based on candidate experience and internal equity.
