Portland Community College (PCC) is seeking a Director for the PCC OMIC Training Center in Scappoose, Oregon. The Oregon Manufacturing Innovation Center (OMIC) is a collaborative initiative that brings together industry, education, and government in partnership to develop new tools, techniques, and technologies to address manufacturing challenges through applied research and advanced technical training.

PCC is leading the OMIC Training Center, which is expanding access to quality workforce training and academic programs to address the manufacturing skills gap-- and underlying opportunity and equity gaps--through industry-aligned training and student support.

The OMIC Training Director position provides an exciting opportunity for a collaborative and visionary leader to work closely with the college, OMIC R&D, and other community partners to advance the larger OMIC initiative. Specifically, the position will lead a team and help guide the college and OMIC partners in the successful implementation of industry and community-aligned programming that prepares students, jobseekers, and incumbent workers for manufacturing careers and career advancement.

The Director must bring a strong record of organizational leadership, project and program management, and a commitment to championing the value of dedicated skill-based training that leads to living-wage jobs. It will be critical for the Director to lead collaborative work with cross-functional partners to operate the Center as well as promote and grow training programs that align with the needs of the community and regional employers.

The Training Center is a highly visible initiative, which will require on-going community engagement with private and public partners from federal, state, and local elected officials to educators, industry, and community partners. The ability to effectively represent the Training Center, engage with high level leaders, and align the unique needs of industry and community partners with the college will be essential to supporting the success of the Training Center's mission.

Candidate Profile

  • Strong communication, interpersonal, and intercultural skills with the demonstrated ability to work collaboratively with individuals, departments, and organizations at all levels--both inside and outside the college--to cultivate and maintain working relationships and partnerships.
  • Experience leading cross-functional teams in building community and managing competing interests, priorities, and expectations in complex organizations.
  • Demonstrated experience in project and organizational management, including strategic planning, relationship and service mapping, program administration, marketing, and program evaluation.
  • Demonstrated success developing and/or implementing innovative approaches to pedagogy for training pathways, including short-term certificates and work-based learning opportunities, that prepare students and with relevant skills that lead to living wage jobs and career advancement.
  • Demonstrated success leading initiatives or programs serving students, or clients, from diverse racial, cultural, socio-economic, gender, age, and education backgrounds.
  • Demonstrated experience generating, leveraging, and managing funding or revenue (grants, sponsorships, philanthropy, etc.) for complex initiatives that achieve specific performance outcomes.
  • Demonstrated experience working in or supporting programs in the manufacturing industry or a related sector; knowledge or familiarity with the manufacturing industry or related sector; knowledge or familiarity with higher education, career technical education and/or K-12 education.
  • Demonstrated experience representing an organization or initiative on committees, task forces, and before external audiences,--including community, industry, and elected leaders--to educate, promote, and/or advance an organization’s strategic objectives.
Minimum Qualifications

To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).

Bachelor’s degree in Public Administration, Business Administration, Education, Counseling, Psychology, Marketing, Communication or related field.

Five years of progressively responsible management experience in an academic department, business, industry or post-secondary institution.

Position Grade M Starting Salary Expectations Minimum $90,523 to range midpoint of $110,892. Placement will generally not exceed the mid-point, based on qualifications, experience, and internal equity. Position Grade Salary Range $90523 to $131258 Annual Salary FTE 1 PCC Benefits

PCC currently fully funds the Oregon Public Employees Retirement System (PERS/OPSRP) pension and contributes an additional 6% into the employee's Individual Account Program under PERS/OPSRP. After one year of management or confidential service, PCC also provides a 2% contribution to a 403(b) account for eligible management and confidential personnel. PCC offers a tax deferred annuity program and a deferred compensation program where employees may save additional pre-tax dollars for retirement.

Additionally, PCC provides a tuition waiver for you, your spouse/domestic partner, and dependent children under 24 years of age, as well as partial tuition reimbursement for full-time employees at other accredited institutions.

Working Conditions and Physical Requirements

Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.
