Job Description

• Acts as the Facility Security Officer (FSO) for UMKC and must be able to work onsite
• Lead and manage the insider threat program, Defense and Counter Intelligence and Security Agency (DCSA) and yearly inspections
• Develops, implements and monitors UMKC's industrial security program, Operations Security and Insider Threat
• Establishes and maintains partnerships and relationships with internal and external customers, stakeholders, and peers
• Ensures accountability for controlled documents and media, personnel security clearances and visitor control procedures/requests
• Enforces UMKC rules and policies regarding ethical behavior, safety, security, use of university property, time charging, etc.

• Create, implement, and manage procedures and controls to ensure compliance with government and university regulations/requirements on large and/or complex programs.
• Oversees implementation of a security awareness training and education program to educate, refresh, and motivate personnel to protect people, property, and information
• Oversight of Internal Security Controls through performance of compliance assessment reviews and self-inspections to ensure compliance with government and university regulations/requirements
• Mentors and provides developmental opportunities and job assignments to enhance employee performance and expand the capabilities of employees
• Proactively communicates with employees, peers, and customers
• Keeps others informed by communicating program or project status, conducting and participating in team meetings, providing presentations, and listening to employee concerns and suggestions
• Communicate policies and directives to enhance employee awareness and clarify expectations
• Improves processes to achieve goals
• Creates a culture of continuous improvement
• Supports new business proposals and opportunities
• Other duties as assigned

Minimum Qualifications

• Bachelor's Degree and at least four (4) years of relevant work experience such as Industrial Security, Operations Security, Insider Threat or related
• Able to obtain and maintain a Top Secret/SCI Security Clearance
• Able to complete all Facility Security Officer (FSO) course requirements from the Defense Counterintelligence Security Agency (DCSA) within 6 months of appointment.
• Excellent computer skills and experience with security systems such as DISS, NISS, e_QIP, etc.
• A basic understanding of ISSM & ISSO duties and responsibilities.

Preferred Qualifications

• Current Top Secret/SCI Clearance
• Knowledge and Experience with ICD 705, NISPOM Rule 32 CFR 117, and SAPs
• Knowledge and experience managing all levels of classified programs
• Experience with managing SCIF and other Secure Areas
• Working knowledge of RMF and DFARS.
• Professional certification (e.g., SFPC, ISP, CPP, etc.)
• Completed all Facility Security Officer (FSO) course requirements from the Defense Counter Intelligence Security Agency (DCSA)
• Knowledge of export control regulations and foreign influence concerns and how they relate to universities

$48,900.28 - $68,815.27; Commensurate with experience, education, and internal equity.
