We are seeking a Spanish-English Bilingual Sr. Community Outreach Specialist to be part of the Project BHEAM: Behavioral Health Equity Across Maryland. This is a Maryland Department of Health (MDH)-funded initiative aimed at expanding access to mental health services for limited English proficiency Spanish speaking clients. This project is coordinated through the MDH Office of HIV and STI Prevention. The incumbent will screen clients for mental health disorders at community sites and provide a brief intervention and referral to services. The incumbent will help navigate clients who are referred to the BHEAM program to behavioral health services and other available social services.


Specific duties & responsibilities:

  • Responsible for outreach education and referral to services
  • Screens clients for mental health and alcohol/substance use disorder using validated scales
  • Provides a brief Community Health Worker (CHW)-led intervention for patients with mild behavioral health disorders
  • Facilitates healthcare navigation; assists clients with completing applications for services
  • Refers clients to appropriate services following a triage algorithm
  • Assists in providing and/or coordinating the clinical activities of Johns Hopkins BHEAM program clients
  • Provides client education in some aspects of mental health; offers unbiased and confidential assistance
  • Documents all patient encounters in HIPAA secure platforms as required for reporting to the funding sources.
  • Maintains and updates a resource network of referrals for clients
  • Participates in relevant training conferences and multidisciplinary client care.
  • Attends the required meetings for the BHEAM grant recipients
  • Maintains professional/personal boundaries with patients keeping the supervisor apprised of all situations of possible conflict and maintain strict confidentiality of all patient information.
  • Assists with coordination of Latino outreach activities and is a key contact person for leaders of community-based organizations
  • Effectively collaborates will all community-based partners and provides excellent customer service

Minimum Qualifications
  • Bachelor's degree
  • Some related work experience
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula ; JHU Equivalency Formula: 18 graduate degree credits (semester hours) may substitute for one year of experience. For jobs where equivalency is permitted up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
  • Spanish language fluency is required (must pass qualified bilingual staff test administered by JH Language Access Services)

  • Experience working with chronic mental illness alcohol/substance use disorder migrant population experience preferred.
