Delaware County Community College (DCCC) located outside of the Philadelphia Metro area, is looking for a dynamic Vice President for Human Resources & Organizational Development to join our leadership team of higher education professionals who are committed to student success. The Vice President for Human Resources & Organizational Development (VPHR&OD) is responsible for the overall administration, coordination, and evaluation of the human resources functions and leads the organization in the areas of organizational development, policies and programs covering employment, compensation, benefits, performance management, employee relations, talent acquisition and management, labor relations, and compliance.

The VPHR&OD is an active member of the President's Cabinet, as well as a key executive partner and coach who is tasked with assisting in facilitating the College’s strategic planning and initiatives, change management, and organizational design. The successful candidate must have a demonstrated proven track record of advancing diversity, equity, and inclusion, including creating development and advancement opportunities for all members of the College Community.

The VPHR&OD will be responsible for formulating effective human resource strategies, policies, procedures, programs, and services through collaboration with the President and Cabinet, as well as internal and external stakeholders.

Essential Functions (Including, but not limited to):

Articulates the mission of the College, as well as the objectives and programs of the Human Resources Division and collaborates closely with the President and Senior Leadership team on strategic planning, policy matters, and while leading critical employee relation matters.

Serves as a confidential advisor to the President and College leadership regarding human resource issues within the College, with the ability to provide a deep understanding of long-range human resources trends and their impact on the College's future growth.

Responsible for planning, developing, organizing, implementing, directing, and evaluating the College's human resource functions, including but not limited to employee relations, performance management, employee recognition, professional development, succession planning, employee health and safety, wellness, labor relations, classification, compensation, benefits, talent acquisition and human resources information system administration.

Participate in the development of the College's plans and programs as a strategic partner, keeping in focus impacts on employees and ensuring compliance with all applicable state and federal laws. Demonstrate success navigating in a complex setting and developing cooperative working relationships with other individuals, groups, and organizations.

Identify and develop key performance indicators (KPls) for the College's human resources functions as they relate to the strategic plan and the overall development of the organization.

Develop appropriate policies and procedures for effective management of the human resource information systems database and necessary reports for critical analyses of the College's human resources, workers' compensation, unemployment programs.

Work with the College’s senior leaders to oversee organizational development and structure, employee relations and culture building, and communication.

Serve as the College’s Title IX Coordinator

Perform other duties as assigned.

Education and Experience:

Master’s Degree required in Human Resources or Business-related discipline is required. A minimum of 7 years of progressive human resources experience. Experience working within a college/university or public sector is preferred. PHR/SPHR or SHRM-CP/SHRM-SCP certification is required. Thorough understanding of all local, state, and federal employment laws. Strong demonstrated experience working in a union environment.
