Summary
Directs the administrative and financial functions for a complex research center or institute, or a group of related centers or institutes.
Job Duties
1. Manages the center's administrative and financial operations, including supervision of staff.
2. Develops and implements business-related policies and procedures to ensure compliance with UH, state, federal and consortium regulations; participates in strategic planning as a member the center's senior administration.
3. Recommends and implements solutions to operational issues and challenges; identifies opportunities for operational improvements.
4. Directs and oversees the center's budget and financial system, ensuring compliance with all internal audit requirements, grants and contracts policies and procedures, and state and federal rules and regulations.
5. Prepares reports, analyses and projections, and oversees and approves financial reporting to all constituents, both internal and external to UH.
6. Directs and oversees human resource, payroll, procurement and travel service functions for the center.
7. Oversees the administration of information technology systems and procurement of capital equipment.
8. Oversees the renovation, maintenance and repair of facilities for the center.
9. Assists principal investigators with proposal preparation and submission.
10. Manages administration of sub-recipient agreements, subcontracts, service contracts and consultant contracts with other universities, federal agencies, research institutions and private sector organizations and companies; assists with intellectual property and technology transfer activities.
11. Serves as liaison for the center with other university departments and component campuses to coordinate center administrative activities and resolve issues.
12. Represents the center at conferences, expositions, meetings and other public activities; provides financial and logistical supervision for conferences hosted by the centers.
13. Performs other job-related duties as required.

Qualifications :

Job Requirements
Education
Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed.
Experience
Requires a minimum of seven (7) years of directly job-related experience.
Certification/Licensing
None.
Work Complexity
Requires a broad knowledge of principles and practices within a professional field. Work is very nonstandardized and widely varied, involving many complex and significant variables.
Change in Knowledge
The knowledge and/or technology used in the job changes periodically; occasional study and training is required.
Problem Solving
Requires in-depth analysis to interpret and evaluate obscure/vague information in the development of new solutions for complex technical and/or managerial problems. Exercises discretion and independent judgment in comparing and recommending numerous solutions. Problems may be atypical within the unit. Analytical ability and inductive thinking are required in extensively adapting policies, procedures and methods to fit unusual or complex situation.

Judgment
Activities and decisions are varied in nature, requiring the solving of both common and unusual problems. The job's manager is consulted for clarification of policies only where needed.
Supervision
Involves scheduling, supervision and evaluation of work as a manager or equivalent. Acts as focal point for recommending hiring/termination decisions, performance management, salary increases and disciplinary actions and/or budget management. Responsibility of this job can include a large functional department or a smaller diverse area.
