Cecil College is centrally located in Maryland’s most northeastern county, just one half mile from Interstate 95. It is easily accessible from Philadelphia and Baltimore, as well as from Wilmington, Delaware.

With a diverse student population, Cecil College enrolls approximately 2,500 credit students and 3,400 non-credit students. Cecil offers associate degrees, certificate programs and non-credit classes. Cecil offers a variety of associate degree and certificate programs.

GENERAL RESPONSIBILITIES:  Reporting to the Director of Institutional Research, the Reporting and Data Management Specialist supports the research and data analytic agenda of the Office of Institutional Research. The specialist will design and implement studies to precisely research, collect, interpret, analyze, report and/or publish data and information required for compliance with federal and state reports, institutional effectiveness, institutional advancement, enrollment management and retention and all other research and survey initiatives as required. A focus of this position is to coordinate and prepare institutional data required for reporting (both internal and external), and to provide programming and management expertise to build systems and processes that effectively collect, integrate, and analyze data from multiple sources in a consistent and timely manner.

 

SPECIFIC DUTIES 
Respond to internal and external data requests of varying complexity, including coordinating and preparing institutional data for compliance reporting and grant development.
Analyze data and report findings through developing narrative reports, tables, dashboards, infographics, and other data visualizations.
Provide guidance and training to faculty and staff in using OIR deliverables.
Develop and maintain comprehensive documentation to detail office reporting standards, protocols, and processes, including the maintenance of an institutional research calendar to ensure that cyclical project timelines are met.
Work collaboratively across units in auditing existing processes to identify opportunities for process improvement and to increase the efficiency, accuracy, and consistency of regular and ad hoc reporting.
Support the College’s data governance efforts by proactively identifying data issues and working collaboratively in the implementation of effective data management practices and procedures supporting student success, continuous improvement, and institutional effectiveness.
Maintain a current knowledge of policies, procedures, and technologies in areas of expertise.

REQUIREMENTS 
Education: Bachelor’s degree from an accredited institution required. Master’s degree preferred. 
Experience: A minimum of 3 years of experience performing reporting and analytic functions in higher education. Research experience a plus. Knowledge of research design, social science research methods and statistical software packages such as SPSS or SAS; SPSS preferred.  Expertise leveraging SQL, Excel, and data visualization tools such as Tableau to manipulate, analyze and present data required.  Proficiency in SSMS, SSRS, and Tableau preferred.  Strong project management skills with the ability to manage complex projects and multiple deadlines. Commitment to data quality, accuracy, and integrity while professionally handling confidential data. Strong written, oral, and interpersonal communication skills, including the ability to present and communicate complex analysis in a variety of formats to a non-technical audience. Familiarity with higher education reporting and data definitions (IPEDS, CDS, etc.). Demonstrated experience integrating large datasets from multiple sources, including developing and maintaining both simple and complex queries that translate data needs from stakeholders into complete and valid datasets.  Excellent analytical/data interpretation skills.  Proven ability to build relationships and work collaboratively across units while also functioning independently.  Proficient in training end-users in the use of reporting tools and reporting methodology. 
Scheduling Requirements: Monday - Friday, 8:00 am – 4:30 pm. Given the need of interaction with students, employees, and college community this position requires in person presence. During critical periods, some evening hours may be required depending on the needs of the office. The position may be eligible for limited telework options as determined by supervisor and/or designee. 
Physical Demands: Most of the position is sedentary. Requires frequent use of computer and repetitive hand motions for computer use.
