Director of Compliance


The American Museum of Natural History is seeking a Director of Compliance to drive institution-wide compliance and implement strategic initiatives with the goals of meeting ongoing and evolving regulatory compliance obligations and supporting operating efficiency and effectiveness. This role will report to the Senior Vice President and General Counsel.

This position will provide leadership, direction, and oversight to all aspects of compliance, collaborating closely with the functional and business leaders of the Museum. As such, the Director of Compliance will be expected to develop an overall compliance program, work closely with internal stakeholders, assess areas of compliance risk, and achieve and maintain compliance with a variety of federal, state, and local laws and regulations.

A successful candidate will have an understanding of relevant compliance best practices and regulations, particularly with regard to scientific research, international activities, state reporting obligations and federal grant compliance, and be able to identify, implement, and/or improve on required policies and procedures.

Responsibilities include, but are not limited to:

General
  • Develop, define, implement, and lead the Museum's compliance program to continue to foster a culture in which compliance is understood and attained in partnership with various stakeholders.
  • Work closely with the Office of General Counsel, the Director of Internal Audit, and other key partners to develop and carry out compliance and risk mitigation strategies.
  • Lead a small team and effectively partner with accountable owners to deliver on high-priority compliance initiatives.



Primary Responsibilities
  • Identify potential areas of compliance vulnerability and risk; develop/implement corrective action plans in consultation with senior leadership and provide general guidance and education on how to avoid such vulnerabilities in the future.
  • Organize and lead a Museum-wide Compliance Committee, consisting of a cross-functional team of senior leaders and practitioners in the Office of General Counsel, Finance, Grants Administration, Purchasing, Health and Safety, Human Resources, the Richard Gilder Graduate School, and Institutional Advancement, among others.
  • Evaluate existing internal policies and procedures, identify policies and procedures needed to enhance compliance and assist in creating, reviewing, or revising as needed.
  • Design and implement the framework for institutional policy development and management; develop and maintain an inventory of compliance requirements, policies, and procedures for each area of the Museum and identify all key responsible individuals.
  • Oversee and contribute to the review and/or preparation of various filing and reporting obligations, such as state registration forms, filings relating to lobbying compliance, governmental pre-qualifications, etc.
  • Oversee and advise on risk management practice, liability mitigation, and insurance coverage matters.
  • Partner with other subject matter experts to develop the most appropriate methods for maintaining employee awareness of the compliance program and pertinent laws, regulations, policies, and other mandates applicable to the Museum.
  • Provide support and awareness for compliance through training, resources, oversight, and monitoring. Develop, source, and monitor adequate training resources and document employee adherence to compliance training requirements.
  • Develop standards to ensure compliance with applicable federal, state, and local regulations; keep abreast of research compliance obligations, including federal grant and contract compliance and research compliance.
  • Provide updates regarding the compliance program to the SVP & General Counsel, Senior Leadership, the Audit Committee of the Board of Trustees, and others as directed.
  • Support the development of the Museum's enterprise risk management program.



Required Qualifications:
  • J.D. degree.
  • 7+ years of total work experience, including 3+ years of experience developing and/or overseeing a compliance program.
  • Demonstrated experience understanding and interpreting legal or regulatory materials.
  • Significant experience in addressing regulatory issues related to relevant areas of focus, such as nonprofit governance, fundraising, risk management, advocacy, international activities and government contracting.
  • Excellent verbal and written communication skills to varied audiences.
  • Demonstrated experience working with and leading large teams.
  • Demonstrated ability to work collaboratively with a range of individuals from a variety of backgrounds and disciplines, and across a decentralized environment.
  • Ability to provide sound advice, exercise good judgment, and make sound decisions.


Preferred Qualifications:
  • A mix of corporate, nonprofit, and/or government experience.
  • Familiarity with laws and regulations affecting research institutions and institutions of higher education.
  • Knowledge of federal contract compliance obligations, particularly at a college or university.
  • Familiarity with U.S. import/export control regulations and programs, including Export Administration Regulations (EAR), Foreign Corrupt Practices Act compliance (FCPA), International Traffic in Arms Regulations (ITAR), and foreign national visa programs.
  • Experience in and understanding how the foregoing regulations and obligations impact research, academic, and operational functions.
