Job Description:

The Engineering Services Manager has overall responsibility for the main campus utility systems (natural gas, domestic water system, electrical distribution system, and steam system) and building-level systems (including heating, cooling, air handling, domestic water, building management systems, fire alarm systems, water tank level monitoring, energy metering, and any building control subsystems). Oversees and manages the heating, ventilation, and air conditioning/refrigeration department, steam heating plant operations and staff, central chiller systems, and underground heating and cooling distribution systems. Works in concert with the Energy Manager to manage utility usage, energy conservation, sustainability, and to meet any SUNY, New York State, and Federal guidelines and regulations. A significant aspect of this position will be to lead the training of staff to acquire the technical proficiencies needed now, as we progress toward a zero-carbon paradigm.

The Engineering Services Manager will:

  • Provide leadership and management of Engineering Services staff and to ensure the proper operations, maintenance, and installation of heating, ventilation, air conditioning, and utility systems on the SUNY Cobleskill campus;
  • Manage the campus energy management systems, monitoring temperatures, equipment, scheduling use, and shutdowns. Develops, and executes plans for improvement to control systems;
  • Uphold the campus' values, mission, and strategic goals;
  • Be a team-oriented member of the campus community and support a healthy workplace culture;
  • Engage in and promote positive organizational behaviors;
  • Assist Facilities Management in promoting sustainable design, renovation, and operation of campus facilities, including: green building design, renewable energy, green purchasing, energy and water efficiency, reducing pollutant emissions and discharges;
  • Perform inspections of equipment and utility systems to determine repair, replacement, or energy efficient needs. Prioritizing needs in accordance to emergency, standard repair, or preventative maintenance;
  • Ensure equipment and systems meet applicable current energy standards;
  • Assist with initiating capital projects to improve energy conservation and sustainability from inception through completion;
  • Review capital projects to ensure that proposed plans and specifications provide energy saving features while meeting the project goals;
  • Utilize the AiM work order system for utilities related work, including small projects, coordinating multiple campus departmental work, ensuring continual operations, and minimize impact on the campus community;
  • Provide guidance in efficient energy utilization, and cost controls;
  • Assist in identifying and pursuing funding opportunity for energy conservation, and sustainability, working with the grant coordinator, NYSERDA, NYPA, and other agencies to identify matching fund opportunities;
  • Maintain documentation, preparing, and submitting required reporting;
  • Help to reduce the likelihood of significant disruption of utilities provided to campus, with round the clock responsiveness, providing assistance during mechanical failures; power outages, and other emergency conditions to restore the campus to normalcy.
  • Work with faculty and academic programs to connect facilities energy, and sustainability initiatives with curricula.

Requirements:

Minimum Qualifications

  • At lease an Associate degree in a mechanical or relevant science-related field.
  • Minimum of 5 years relevant professional experience in HVAC-R, Electrical, and Plumbing Operations.
  • Minimum of 3 years direct supervisory experience managing trades including HVAC-R, Heating Plant, Electrical or Plumbing.
  • Experience in implementing technical training programs.
  • Working knowledge of EPA Section 608 Technician Certification and EPA regulations (40 CFR Part 82, Subpart F) under Section 608 of the Clean Air Act.
  • Comprehensive knowledge of HVAC-R, Steam, Electrical, and Plumbing preventative maintenance, routine maintenance, operation management, best practices, sustainability, and BAS controls.
  • Understanding of utility systems, operations, utility billing, energy use, and analysis.
  • Experience and understanding with environmental regulatory requirements, reporting, and processes including, NYSERDA, NYPA, EPA, DEC, DEP, SEQR, OSHA/PESH.
  • Experience in developing and adhering to budgets, schedules, and operational parameters. Establishing, implementing, and monitoring Standard Operational Procedures. Scheduling staff assignments to meet institutional demand.
  • Experience and knowledge of environmental management policies, environmental sustainability, and energy conservation programs, including energy, water, and waste.
  • Valid NY State Driver's License.

Preferred Qualifications

In addition to the aforementioned minimum qualifications, it is preferred the candidate also have: 

  • Bachelor's degree in relevant engineering or energy technology field
  • EPA Universal CFC/HCFC Certification
  • Experience in a higher education environment, or equivalent large institution

  • The salary range for the position is commensurate with experience (SL-4).
