Job Summary:

The Administrative Services Unit (ASU) is an expanding shared service model within the Office of Human Resources. ASU provides human resources and payroll support to assigned departments and divisions across campus. The units supported by the ASU consist of more than 2,000 employees across all appointment types, (i.e., faculty, limited appointees, academic and university staff, employee in trainings, graduate assistants, and students) from a variety of different funding sources.

Reporting to the Director for Human Resources in ASU, the Associate Director for Human Resources will manage and coordinate all functional areas of Human Resources, including workforce relations, recruitment, compensation, classification, and performance management. The Associate Director for HR will directly supervise at least three human resources staff.

This position functions as a Human Resource Associate Director and advises divisions on a variety of complex personnel issues relating to recruitment, compensation, layoff/nonrenewal, workforce relations, and other general human resource areas. This position requires independent decision-making and is responsible for all phases of various HR issues consistent with the University, State and Federal policies, codes and statutes.

Responsibilities:

Assists with the planning, implementation, and management of strategic initiatives for one or more human resources functions such as recruitment, employment relations, performance management, compensation and classification, and payroll and benefits. Implements, operationalizes, and monitors the use of approved policies and procedures and ensures strategy alignment. Typically audits the program budget, approves unit expenditures and supervises human resources (HR) staff.
  • 10% Assists with planning, implementation, and management of strategic initiatives for one or more human resources function
  • 15% Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees
  • 15% Implements, operationalizes and monitors the use of policies and procedures to comply with laws, regulations, institutional policies, and unit objectives
  • 15% Identifies needs and recommends improvements to leadership regarding HR matters such as workforce performance and competency gaps, organizational structures, compensation discrepancies and assists with the development of training plans and mitigation strategies as needed
  • 25% Coordinates HR activities, such as recruitment, pay administration programs, new hire orientation, employee benefits, and health and safety plans, through managerial HR staff
  • 20% Serves as an advisor and liaison to unit managers and staff providing organization information and interpretation of human resources policies and procedures

Education:

Required
Bachelor's Degree in HR or Business Administration or related degree.

Qualifications:

Required:
- Minimum of five (5) years of experience in human resources and 3 years of experience in management.
- Knowledge of and experience with applicable human resources laws and regulations such as Title VII, EEO, FMLA, ADA.
- Demonstrated commitment to considering diversity, equity, inclusion, and accessibility when developing or applying human resources practices.

Technical competence and experience in two or more of the following areas is required:
- Implementing, operationalizing, and monitoring HR policies and procedures.
- Navigating employment relations issues, such as managing workplace investigations, providing guidance on conflict resolution, counseling employees on extended leave options, and providing consultation to managers on reorganization and layoff decisions.
- Determining appropriate title, classification, and compensation.
- Experience developing talent acquisition strategies and providing guidance on equitable and inclusive recruitment and selection processes.

- Coaching and developing staff and supervisors.
- Excellent verbal and written communication skills and ability to maintain effective relationships with managers, staff, and campus offices.
- Sound judgment and discretion in applying and interpreting policies and procedures.
- Effective problem-solving skills and the ability to engage and communicate with diverse stakeholders (e.g., leadership, supervisor, employees, and prospective employees) on multiple topics and with a customer service-orientated approach.
- Demonstrated success as a supervisor able to motivate a team and create a positive work environment focused on customer service and excellence.
- Extensive knowledge of contemporary HR approaches and practices.
- Demonstrated success of developing and implementing creative solutions to HR challenges, issues, and problems.
- Proficiency in a variety of HR information systems.

Preferred:
- Experience in a higher education setting is strongly preferred.
- Ability to independently plan, establish priorities, and organize varied and complex tasks.
