CONTEXT OF THE JOB:

The College of Arts and Sciences (CAS) at the University of Delaware is nationally recognized for its exceptional educational experiences and for integrating instruction, research, and public engagement. With 24 academic departments in the arts, humanities, social sciences, and natural sciences, more than 25 centers, programs, and institutes, and featuring outstanding research and teaching facilities, CAS serves over 7,500 students, is supported by approximately 400 staff, and maintains annual operating expenditures of over $121M. Under the limited direction of the CAS Director, Financial Operations, the Sr Financial Analyst (SFA), Financial Operations oversees the College of Arts & Sciences Operations Team of analysts and processors. The SFA will oversee the revenue and expenditures, cost analysis, and establish procedures for expense payments and is the primary contact for operations related affairs for the College of Arts and Sciences. The Senior Financial Analyst assumes responsibility for various specialized, complex, or large financial analysis assignments. Develops and interprets detailed cost accounting information and makes recommendations regarding the efficient utilization of resources and the proper accounting for transactions. This position takes the lead role in coordinating policies and procedures for compliance with Department, University, and standard accounting practices and procedures. This position ensures proper fiscal processing of financial documents and supervises the Operations Team. In addition to working with faculty, staff, and students of the departments, the SFA interacts with the general University community, representatives of government, industry, and other institutions to accomplish College goals and objectives and ensures the proper management and use of department and external resources.

MAJOR RESPONSIBILITIES:
  • Manages the adherence of the college financial operations to federal, state, and local regulations and guidelines, and conformity with university fiscal policies and procedures for College and Departmental accounts; analyzes and implements internal financial reporting systems and procedures as needed for financial transactional processing.
  • Ensures data consistency, accuracy, and completeness in the processing of all College operations transactions.
  • Ensures proper fiscal processing of financial and spending requests via various university electronic systems including PeopleSoft and Webforms (Journal Vouchers, Request for Payment to Individuals, etc.); develops and implements systems to improve fiscal controls and processing.
  • Works closely with the Director, Financial Operations to effect complex financial coordination and accounting and to develop and implement College and Department reporting. Participates in the day-to-day financial and administrative management of the College of Arts and Sciences budget.
  • Directs the College wide procurement, accounts payable, and accounts receivable functions and ensures adherence to University policies and procedures are followed.
  • Ensures data consistency, accuracy, and completeness in the processing of all College operations transactions.
  • Acts as Lead for all contract negotiations for the College of Arts and Sciences. Serves as Liaison to and works in collaboration with, Procurement, General Counsel, and Human Resources, ensuring all contract agreements follow UD policies and procedures. Manages existing contract renewals and/or updates as needed in collaboration with Procurement, General Counsel, and Human Resources.
  • Develop and evaluate operating procedures that foster cost-effective administrative operations for the office.
  • Works with department chairs and program directors in areas of operations management, resource planning, and serves as resource person for the interpretation of university policies and procedures.
  • Develops and Implements training for College in all aspects of Operations to include: Financials, Procurement, and HR Operations.
  • Oversight of all aspects of Procard program including the transition and rollout of e-procurement within Arts & Sciences. Performs audit of Procard and procurement activity in the College to ensure compliance with all University policy.
  • Resolves complex administrative procedural problems in all operations management categories.
  • Provides long-range financial estimates to aid the Director, Financial Operations in running forecasting models. Supervises the work of Operations Analysts, Operations Processing Coordinator II's, and Operations Processing Coordinator I's within the College.
  • Provides special research and analysis on items of interest to officials within the College.
  • Undertakes special projects to include analysis and information reports, recommendations for change and/or improvements, controls and adherence to operations policy and procedures.
  • Communicates with central administrative departments to ensure central policies and procedures concerning enrollment, human resources, and financial data are implemented efficiently and effectively.
  • Performs job-related duties as assigned.

QUALIFICATIONS:
  • Bachelor's degree in business administration, financial management, accounting, or other job-related discipline preferred, and six years' related experience, or equivalent combination of educations and experience.
  • Financial and budget planning and report preparation experience.
  • Experience in supervising and managing staff; ability to supervise and train assigned staff, foster a cooperative work environment, as well as organize, prioritize, and schedule work assignments.
  • Familiarity with University policies and procedures desired.
  • Knowledge of finance, accounting, budgeting, and cost control procedures, as well as accounts payable procedures and practices.
  • Ability to analyze financial data and prepare financial reports, gather, and analyze statistical data and generate reports, statements and/or projections.
  • Knowledge of computerized information systems used in financial and/or accounting applications, and computerized student information systems.
  • Skill in performing complex numerical calculations and reconciliations.
  • Financial modeling a plus.
  • Effective analytical and technical skills, including the use of financial management systems, relational databases, spreadsheets, and word-processing software programs.
  • Ability to interpret, adapt and apply guideline and procedures.
  • Ability to gather and analyze statistical data and generate ad-hoc reports that are meaningful and understandable to those not familiar with the data being reported.
  • Knowledge of software to quantify and illustrate complex financial reports, comparisons, impacts and projections.
  • Ability to handle multiple tasks simultaneously.
  • Ability to effectively communicate technical concepts, both verbally and written.
  • Ability to make independent decisions, judgments and interact well with people of all ages and diverse backgrounds.
