Job Summary

Reporting to the District Director of Curriculum and Educational Planning, the Director of Career and Technical Education is the primary administrator for the Perkins Grant project. The Director is responsible for leading all activities of the Texas Higher Education Coordinating Board ( THECB ) Perkins V Grant project and oversees the strategic planning and day-to-day management of the Perkins grant to meet project performance measures and deliverable outcomes in accordance with federal regulations, program requirements, and Tarrant County College District policies and procedures

Primary Duties and Responsibilities

Performance Requirements*
· Directs the implementation of the Carl D. Perkins Basic Grant and State Leadership Grant (if applicable).
· Establishes, maintains, and communicates mission and objectives of project-to-project staff and college personnel and external stakeholders by serving as the primary spokesperson for the Perkins V project
· Administers project budget according to THECB regulations and College policies and procedures. Budget responsibilities include, but are not limited to predictive budget analysis, allocation of grant resources, and ensuring budget expenditures align with project scope of activities
· Guides and monitors progress toward achieving project goals and objectives and meet all required deadlines set forth in grant documentation
· Establishes and maintains effective communication to ensure project remains congruent with overall institutional development goals with the Project Director, Curriculum and Educational Planning team members, and internal stakeholders such as the Office of Grants Development and other employees involved with the Perkins Grant
· Coordinates activities to ensure appropriate use and effectiveness of project resources including but not limited to conducting, organizing, and facilitating the College’s Comprehensive Local Needs Assessment which is required by the grant, conducting internal and external stakeholder meetings, coordinating the College’s Advisory Committee process, reporting of Program Advisory Committee minutes, facilitating Perkins outreach, and recruiting meetings and activities
· Ensures compliance with Perkins and THECB policies and grant terms/conditions by collaborating with Office of Grants Development & Compliance and Workforce Education Workforces to ensure all reporting deadlines are met
· Plans and leads meetings to support planning and operations of project by leading and hosting the Perkins V Leadership team, Comprehensive Local Needs Assessment Team, and Perkins V Outreach Work Team, and stakeholder meetings specific to the grant
· Plans and implements professional development activities for Career and Technical Education faculty and staff that are directly involved with the Perkins Grant and/or project
· Works with the Office of Grants Development and Compliance and grants accountant to ensure financial compliance, budget monitoring, and proper distribution for all Perkins V records and products
· Oversees preparation and monitoring of project reports for TCC and THECB including but not limited to data collection, analysis, and reporting activities related to project
· Interfaces with Institutional Research to gather and synthesize data needed for grant reporting
· Coordinates and facilitates continued grant activity planning, management, and evaluation
· Evaluates project activities, performance measures, and deliverables on a monthly, quarterly, and annual basis to benchmark progress toward project goals
· Other duties relevant to Perkins V project as assigned

Service Excellence
· Participates on behalf of the College in external community organizations and associations.
· Completes all required training and professional development sessions sponsored through Tarrant County College ( TCC ).
· Supports the values of the College: diversity, teaching excellence, student success, innovation and creativity and service to the College.
· Supports the mission, values and 3 goals and 8 principles of the College
· Attends the workplace regularly and follows a work schedule to keep up with the demands of the worksite.

SUPERVISION – Works under the general supervision of District Director of Curriculum and Educational Planning

*Performs other related tasks as required.

Required Minimum Qualifications

· Master’s degree in Higher Education Administration, Educational Leadership, Educational Administration, or similar field
· Five (5) years of progressive leadership experience an educational setting
· Three (3) years designing, managing, or implementing career and technical education programs and/or projects
· Three (3) years of experience working with educational programs supporting students from low-income/under-served populations
· Three (3) years of supervisor experience with programs and or projects

Preferred Qualifications

· Doctorate from an accredited college or university in Higher Education Administration, Educational Leadership, Educational Administration, or similar field
· Two (2) years of experience working in multi-campus community college systems
· Two (2) years of experience working with students from Perkins V target populations
· Two (2) years of experience working with administration of grants
· Two (2) years of experience working to forward values of equity and inclusion in educational settings
· Bilingual

Knowledge, Skills and Abilities

· Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources
· Ability to communicate information and ideas in speaking and writing so others will understand
· Ability to monitor and control resources and oversee the spending of money
· Experience working with and reporting on large data sets
· Ability to work effectively in a collaborative environment and a setting that is diverse and urban
· Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume
· Ability to provide sound recommendations based on policy, procedure, practice and existing regulations
· Ability to use computer applications and enterprise systems, including proficiency with word processing, spreadsheet, and presentation software
· Skilled in excellent customer service and interpersonal skills with diverse populations
