Assistant Director for Budget, Finance and Compliance

Position Summary:
Reporting to the Chief Business Officer of the College of Agricultural and Life Sciences, this position provides an integral role in financial administration and budgetary development of non-appropriated and appropriated funds, including overseeing state and federal compliance policy and regulations. Provide professional assistance and advice concerning solutions to complex and sensitive financial matters to college leadership. Work closely with on campus and off-campus units for fiscal and budget matters. This position is expected to function independently in performing a wide variety of college-wide budget and finance tasks, including allocation, monitoring, reconciliation, and approval of all financial transactions for the assigned funds. Process restricted budget transfers and adjustments as needed. Lead on behalf of CALS Administrative Services the budgeting and planning process and the fiscal year-end closing process for the assigned funds.

Act as the primary contact for internal and external financial audits for the assigned funds. Perform college level financial reports and statements, including federal financial reporting of Smith-Lever funds through the USDA system. Develop, implement, and monitor policies and internal control procedures to keep the College updated and in compliance with new regulations and requirements for the Agricultural State and Federal funds.

Minimum Qualifications:
  • Bachelor’s Degree in Business Management, Finance, Accounting or related field; or four (4) additional years of related work experience in a complex financial/budget environment totaling eight (8) years.
Four (4) years of related work experience in a complex financial/budget environment including:
  • Experience with complex financial analysis, identifying and correcting errors, and defining alternatives and recommendations for senior management.
  • Good knowledge of general accounting principles and practices, budget preparation and management and financial planning.
  • Experience with a high-volume, fast-paced and computer based-accounting systems.
  • Experience in using spreadsheet software to compile and analyze budgetary and financial information, and to create reports and graphs clearly and concisely for senior management.
  • Experience in interpreting and applying laws, regulations, and policies to develop operational procedures and monitor compliance.
  • Experience in using independent judgement and initiative to make decisions in difficult situations.
    Experience in working with little supervision, organizing, and prioritizing deadlines independently, and managing confidential information.


Preferred Qualifications:
  • Experience with: the University of Idaho Development’s Ellucian Advance CRM module or similar system at another institution; working at a higher education institution.
  • Knowledge of the University of Idaho; the role and function of the land-grant mission and state agriculture systems; and the Idaho agriculture industry.
  • Good understanding of USDA federal guidelines for capacity grants.
  • Ability to work effectively with a variety of faculty, staff, students and external stakeholders.
  • Experience auditing financial systems, and establishing internal financial or auditing controls.
  • Master’s degree in accounting or related field.
  • Professional certification, i.e., CPA, CMA
  • 1 year of supervisory experience
