The State University of New York College of Optometry, located on 42nd Street directly across from Bryant Park in mid-town Manhattan, seeks to fill the position of Assistant Vice President for Business Affairs (AVPBA).  The College of Optometry is a specialized campus within the SUNY system that grants the Doctor of Optometry degree as well as Masters and PhD degrees in vison science.  The College has a three-part mission that includes education, research and patient care.  The College’s patient care operation, the University Eye Center, is one of New York City’s largest providers of eye care services and provides a top-notch clinical experience for its optometry students.

This position is designated Management/Confidential. Management Confidential appointments serve at the pleasure of the appointing authority and are not represented by a union. 

Reporting directly to the Vice President for Administration and Finance (VPAF)*, the AVPBA’s primary responsibilities include:

  1. Provide leadership and strategic oversight for the College’s financial operations, including developing and analyzing operating budgets, maintaining and enhancing internal financial controls, and developing sophisticated annual and multi- year financial reporting that supports the College’s strategic plan.
  2. Work with the College President and VPAF in the development, implementation, execution, and monitoring of campus and departmental budgets.
  3. Participate in planning and strategic decision-making processes, providing regular financial projections for both revenue and expense and presenting the results both numerically and graphically.
  4. Lead the College’s business affairs department which includes accounting, bursar, purchasing, payment services, and property control. Providing policy and procedure guidance to staff as needed.
  5. Lead, engage, motivate, and evaluate a staff of 5 professionals. Actively support a positive team culture.
  6. Create short- and long-term financial plans for the College's senior leadership that support the development and assessment of department and institutional goals.
  7. Actively communicate and engage with campus stakeholders regarding the operating budget, budget processes, related technology improvement, and financial forecasting
  8. Oversee the reconciliation of the University Eye Center financial account and serve as a liaison to other SUNY business offices.
  9. Provide reports to senior leadership to meet regulatory compliance
  10. Manage and monitor metrics and KPI tracking and provide monthly report for analysis.
  11. Ensure all financial and accounting transactions are in compliance with the College, SUNY, and the Research Foundation policies and procedures. Notify the campus and departmental personnel of policy and procedure updates and changes as necessary.
  12. Monitor and process grant salary offset transactions from SUNY Research Foundation
  13. Serve as the campus security administrator in the granting or removal of access for various SUNY and State systems. 
  14.  Preparation of independent audits of campus entities such as the Faculty Student Association.
  15. Oversee the development and submission of financial reports for the University Eye Center to meet NYS Department of Health requirements for annual cost reports to establish Medicaid reimbursement rates.
  16. Utilize data bases such as the SUNY (Oracle) Business Intelligence System, the SUNY Financial Management System, the State Financial System and the SUNY Research Foundation (Oracle).

Minimum Qualifications:

  • A minimum of a Bachelor’s degree in Business Administration, Business, Finance or related fields
  • Five (5) or more years of full-time progressive experience in business or financial environment, preferably in education, governmental, or not-for-profit institutions
  • Highly analytical and fluent in both modern accounting and business practices
  • Experience in investigative or auditing financial and operational areas
  • Advance Microsoft office skills (Word, Excel, and Power Point). Ability to present data analysis using Excel spreadsheets and graphical presentations
  • Excellent verbal, written and interpersonal skills to effectively deal with difficult and complex problems requiring tact, diplomacy, and maintenance of confidentiality
  • Proven ability to supervisor and develop personnel

Preferred Qualifications:

  • A Master’s degree in business, accounting or another related field
  • Ten (10) or more years of full-time progressive experience in business or financial
  • Certified Public Accountant
  • SUNY or NYS Finance Experience in the areas of Accounting, Budgeting, Procurement and/or Student Financial Services

Compensation based on experience plus a generous benefit package. We are a qualifying employer in the federal Public Service Loan Forgiveness (PSLF) Program.
