Job Description:

The Student Accounts Office at the State University of New York College at Oneonta welcomes applications for the full-time Disbursements Manager (Senior Staff Assistant) position. In this critical role, the Disbursement Manager is responsible for the timely and accurate disbursement of Federal Pell Grants, Federal Direct Student Loans, Private education loans, and managing refunds of financial aid credit balances. This role must ensure compliance with Federal Title IV Cash Management rules are strictly maintained. The Disbursements Manager also supports the exceptional customer service culture of SUNY Oneonta by assisting students with their billing, disbursement, and refund questions via email, phone, and in-person. This position reports to the Director of Student Accounts.

The Student Accounts Office serves students and families by providing clear, timely, and accurate billing and account information, assisting with payment options, and processing financial aid and scholarship disbursements and refunds. Duties include but not limited to:
  • Managing and oversight of financial aid disbursement processes and job streams using Ellucian Banner and SUNY SICAS products.
  • Primary oversight of student Financial Aid refunds on a daily basis.
  • Ongoing, timely reconciliation of disbursements, working with the Financial Aid and Scholarships Office to troubleshoot disbursement errors.
  • Ongoing reconciliation of cash to disbursement, working with the Student Loans Service Center, Financial Aid Office, and the Accounting Office as necessary.
  • Continuous monitoring of Banner and SICAS processes to ensure accuracy, timeliness, and compliance with Federal Title IV Cash Management regulations, working with Information Technology Services as needed.
  • Complex analysis of individual student account activity, especially pertaining to financial aid disbursements, return of financial and funds, and student billing adjustments.
  • Providing excellent customer service in assisting students and families with tracking, analysis, and understanding of aid disbursements, credit balances, refunds, and general billing questions.
  • Assisting with daily Student Accounts operational functions.
  • Fostering a team environment in the Student Accounts Office and collaboration with other campus student service offices.

Requirements:

Required Qualifications:
  • Bachelor's degree
  • Three years' experience in a high-volume customer service environment
  • Strong analytical and problem-solving skills applied in a professional setting
  • Demonstrated organizational skills
  • One year experience using a comprehensive student or financial information system
  • Professional experience with MS Excel
Preferred:
  • Experience using Ellucian Banner or other comprehensive student software
  • Knowledge and experience using Argos or other data compilation/reporting software
  • Experience in reconciling accounts, data sets, or financial reports
  • Experience in interpreting and applying policies and procedures to meet federal, state, or local compliance requirements
  • Demonstrated ability to successfully communicate and assist customers in understanding complex billing or financial accounts
  • Three years' experience using comprehensive student or financial information system
  • Experience working with and serving diverse populations
