Clark College is currently accepting applications for a full-time, 12-month, exempt Risk Manager position in the Human Resources department.  The Risk Manager is an integral part of the college’s overall risk reduction and mitigation plan and will be a collaborative member of the Labor and Compliance team which also includes Employee Development, Environmental Health and Safety, and Labor Relations.  

Under the direction of the Director of Labor and Compliance, the Risk Manager will plan, develop, organize, administer, coordinate, manage, and evaluate a comprehensive risk management program designed to protect the College from exposure to risk that could have adverse consequences to the College’s operations, financial position, or community relations. Span of responsibility covers all College-wide non-benefit risk management and loss prevention and control programs and other related loss prevention and control functions. Other functions include, but are not limited to, related administrative policies and procedures, insurance liability, contracts, clinical affiliation agreements, and workers compensation.

The Risk Manager is responsible for assessing and determining the types of risks that could affect the college’s liability, financial health, legal compliance, or reputation. Major duties include communicating with college leadership and legal counsel, reviewing operational procedures, employee data or market trends, and presenting findings to administration. The Risk Manager will review and give an assessment of suspicious account activity; conduct research into possible fraud and report on any findings; investigate potential risks and assess those risks; and report on any risks to the administration; and oversee the Workers Compensation program and coordinate with the third-party administrator to process claims, analyze trend data, and claims costs, and recommend improvements to reduce risk and time loss. 

The highly qualified candidate will have prior professional experience with:

  • Assessing programs, plans, contracts, insurance, scenarios, etc., for risk and making recommendations to the administration. Working in a risk management, human resources, business, or administrative office. Managing or coordinating workers' compensation claims. Diverse populations in higher education.

JOB DUTIES AND RESPONSIBILITIES:

  • Plans, organizes, administers, and coordinates the College-wide loss prevention and control program to identify and analyze potential exposure to loss; develops related goals and other program performance expectations.
  • Develops, implements, and monitors related work plans to achieve goals and performance measures.
  • Examines, designs, and implements alternative risk management and mitigation techniques, strategies, and measures.
  • Monitors the effectiveness of techniques and makes changes as required.
  • Directs and participates in the development of new programs, initiatives, and incentives to reduce and mitigate risk.
  • Participates in contract review processes for the College to ensure minimization of risk. 
  • Directs the development of the program budget and monitors performance against funding and expense requirements. 
  • Serves as a liaison with applicable internal departments regarding risk factors and workers’ compensation.
  • Assists with the investigation, administration, and adjudication of tort claims filed against the College; contributes to the formulation of findings and makes recommendations for action and adjudication of claims for approval by the department and College. 
  • Coordinates with the College’s liability insurance carrier to obtain certificates of coverage and to assess risk and liability exposures. 
  • Implements laws, policies, and procedures to ensure the College’s risk management programs are in compliance. 
  • Builds College-wide support and visibility for risk management and general loss control programs and initiatives.
  • Obtains stakeholder buy-in on program goals and objectives.  
  • Develops, negotiates, and reviews contracts and agreements using the College’s contract approval protocol.
  • Provides ongoing training and communication to College employees to ensure compliance and reduce risk.
  • Accumulates and analyzes data and develops comprehensive reports related to the risk management program. 
  • Serves on a variety of related internal committees and/or task forces. 
  • Conducts periodic risk prevention audits of the College assets, workers compensation program, and other liabilities within the scope of position responsibilities. 
  • Assists Director of Labor and Compliance and the Vice President of Human Resources in updating and revising the College’s Administrative Policy and Procedure Manual
  • Makes recommendations to administration on reducing risk at the College.
  • Plans, analyzes and advises on the College’s comprehensive insurance coverage.
  • Oversees renewal and premium payment process.
  • Conducts investigations into claims.
  • Provide insurance coverage information as requested by College departments and programs and by parties to College contracts and agreements.
  • Manages driver’s authorization program; ensures requirements are communicated to College faculty, staff, and volunteers.
  • Researches the possibility of implementing a comprehensive Enterprise Risk Management program.
  • Creates and maintains complete, accessible, and auditable files and records of work.
  • Participates in disaster recovery and emergency planning for the College in conjunction with administration and the College’s Environmental Health and Safety Manager and Emergency Planning Specialist. 
  • Works primarily in-person and on campus.
  • This is not a remote work position.
  • Performs other related duties as assigned. 

 

KNOWLEDGE AND SKILLS 

 Knowledge of: 

  • Risk management and loss control principles and practices. 
  • Legal processes and procedures.  Insurance underwriting principles and practices.  Loss control methods.  Budgetary principles. Applicable Federal, State, and local laws, rules, and regulations. 
  • Public administration principles.  Financial control practices and procedures. 

 Demonstrated Skill in: 

Risk Management, Policy, and Workers Compensation

  • Developing and managing risk management programs and policies.  Generating and implementing risk management and loss control techniques.  Investigating and adjudicating claims, including workers compensation.  Preparing and maintaining records.  Applying applicable laws, rules, and regulations. 

General Office, Communication and Technology Skills

  • Preparing and communicating complex and detailed reports and information.  Handling multiple priorities simultaneously.  Utilizing computer technology for communication, data gathering, research, analysis, and reporting.

  • Communicating effectively through oral and written mediums.  Working with diverse academic, cultural, and ethnic backgrounds of community college students and staff.  Partnering with a diverse group of stakeholders and performing work in culturally relevant ways that prevents implicit bias.

MINIMUM QUALIFICATIONS:

  1. EXPERIENCE/EDUCATION - ONE OF THE FOLLOWING ROWS:
  • High school diploma or GED AND six (6) years of comparable and increasingly complex professional experience; OR Associate’s degree in Risk Management AND three (3) years of comparable and increasingly complex professional experience; OR Bachelor’s degree in Risk Management AND one (1) year of comparable professional experience.

Note: Applicants with an Associate’s or Bachelor’s degree in other related fields (e.g., human resources, public or business administration, paralegal, etc.) who have comparable professional experience with risk management are also encouraged to apply.

  • Verifiable ability to work well with people of all ages from academically, culturally, and socioeconomically diverse backgrounds.
  • A strong background in research, writing, and analyzing and understanding complex data, policies, and laws.
  • Experience working with risk management, public records, liability insurance, contracts, policies and procedures, and workers compensation claims. Must have strong skills in using computer software and systems, including spreadsheets and databases. STARTING SALARY: $67,856 /annually
