Reporting to the associate vice president of human resources, this full-time management confidential position serves an HR generalist supporting several areas of HR including employee relations, performance management, training and development, and will serve as the secondary benefits specialist. This position provides proactive leadership, guidance, and partnership to SUNY Cortland administration, faculty, and staff.

The HR associate will contribute to a high functioning, strategic and collaborative human resources team that provides leadership and guidance to the campus community to attract, retain, motivate, and develop a high-performance workforce that contributes to a positive student experience. Employee Relations
  • As assigned by the AVP HR, serve as a president’s designee for employee relations activities for all bargaining agreements
  • Assist and/or lead disciplinary case investigations and actions consistent with the applicable Agreement
  • Hold fact-finding first step grievance meetings with union officials and employees and make determinations of facts and contractual obligations
  • Facilitate grievance resolution by making appropriate recommendations to President or designee
  • Participate in Labor Management meetings with the various bargaining units
  • Meet with supervisors to resolve employee problems and supervise the filing of disciplinary charges
  • Participate as management representative in all Step 2, Step 3 and arbitration hearings
  • Communicate with System Administration regarding interpretation, clarification, and deficiencies in contract language

Performance Management and Telecommuting Program – UUP /MC Professional Employees
  • Provide counsel and advice to managers and supervisors of the university to ensure best practices in performance management and adherence to related policies and procedures is maintained.
  • Manage the professional employee performance management and reappointment dates and timelines consistent with the SUNY Policies of the Board of Trustees
  • Maintain evaluation dbase for professional employees determining appropriate dates for evaluations, renewals, non-renewals, and permanency
  • Send prior service credit letters to professionals and make determinations regarding credit
  • Issue evaluation/performance program notices according to time lines
  • Track and monitor professional performance programs/evaluations
  • Follow-up with supervisors on overdue programs/evaluations
  • Provide counsel to supervisors on performance management and employee specific related matters
  • Generate status reports as needed
  • Track and monitor professional employee permanency dates
  • Fully administer performance management process for M/C employees
  • Coordinate the MC Discretionary process as announced by SUNY and the President

Training Coordinator
  • Conduct periodic needs assessments for training through focus groups, employee surveys and interviews with campus leaders.
  • Prioritize training needs. Coordinate, facilitate and/or deliver training programs as needed.
  • Publish annual training schedule.
  • Analyze and summarize evaluation programs for annual reporting.
  • Broadly publicize specific training programs such as those offered through PEF, CSEA ( CSEAP, Applied Skills training, etc.) and other employee groups.
  • Contact training vendors to inquire about their services and fees.

HR Liaison to Student Employment
  • Provide direction, guidance, and consult to the Student Employment Services Office for policy, procedure and legal changes impacting student employees.
  • Provide consult and advice as needed regarding any employee relations/disciplinary issues that may arise for student employees.

Benefits Administration – Secondary
  • Serves as the back-up benefits administrator to the HR benefits and leaves manager to ensure continuity of service and support in the absence of the primary benefits manager.

Functional and Supervisory Relationships
  • Reports to the Associate Vice President for Human Resources
  • Works with various union representatives
Required Qualifications
  • Bachelor’s degree
  • Two years’ post-baccalaureate work experience
Preferred Qualifications
  • Bachelor’s degree in Human Resource Management
  • Two or more years’ experience working in human resources is highly preferred.
  • Demonstrated knowledge of employment laws and regulations
  • Direct experience with employee relations, training and development, and/or performance management
  • Experience in higher education
  • Experience working in a unionized environment
