The Johns Hopkins University (JHU) and the Johns Hopkins Health System (JHHS) are seeking applications to fill the position of Assistant or Associate General Counsel (depending upon experience level) that will handle all aspects of legal advice related to public safety matters, including compliance with applicable federal, state, and local regulations related to public safety, and facilities and emergency management, and development of relevant JHU and JHHS policies. This exciting opportunity will be based primarily at the Homewood campus in Baltimore, but will involve advising and support across all of JHU’s campuses and locations, and, in collaboration with the JHHS Legal Department’s Clinical Affairs Practice Group, advising constituents in all JHHS clinical locations. The JHU Office of General Counsel provides legal counsel and representation to JHU and all its schools, divisions, affiliates, and related entities. The Office serves the legal needs of University trustees, officers, deans, directors, faculty, and staff in their official capacities. It also is responsible for hiring and managing all outside counsel to represent the University.

The JHHS Legal Department provides legal advice and representation to JHHS, The Johns Hopkins Hospital, and subsidiary and affiliated healthcare providers in Maryland, Washington D.C., Florida and elsewhere.

The Assistant or Associate General Counsel will be an employee of the Johns Hopkins University, with a direct reporting line to the JHU General Counsel and a dotted line reporting relationship with the Chief Legal Counsel/Practice Group Leader for Clinical Affairs in the JHHS Legal Department.

Specific Duties & Responsibilities:

The Assistant/Associate General Counsel will provide advice and counsel on a wide range of legal matters, with a primary focus on public safety matters, including compliance with applicable federal, state, and local regulations related to public safety, and facilities and emergency management, and development of relevant JHU and JHHS policies. The Assistant/Associate General Counsel will also assist with other matters as needed that fall within the purview of the Compliance Practice Group and the Student Affairs and Employment Practice Group within the JHU Office of General Counsel (see http://web.jhu.edu/administration/general_counsel/specific_practice/), and the Clinical Affairs Practice Group within the JHHS Legal Department.

Special Knowledge, Skills & Abilities:

  • The successful candidate must have strong organizational, planning, analytical, and problem resolution abilities.
  • The successful candidate must have excellent written and verbal communication skills; they must also have outstanding interpersonal skills.
  • The successful candidate must understand the needs of the University and the Health System and demonstrate the ability to work collaboratively with faculty, staff, students, physicians, nurses, and other providers, administrators without significant oversight from another attorney.

Minimum Qualifications

  • Juris Doctor from an accredited law school
  • Five years legal experience


Preferred Qualifications

  • Minimum of 8 years’ experience practicing law in relevant legal areas with a preference for prior experience representing institutions of higher education, healthcare (ideally academic medical centers), and/or in federal, state, or local government.
  • The successful candidate will be hired either at the Assistant or Associate General Counsel level based upon their background and experience.

Minimum Qualifications

  • Law degree from an accredited institution.
  • At least 3 years of experience as a practicing attorney (judicial clerkships count as practice years) for Assistant General Counsel and at least 5 years of experience as a practicing attorney (judicial clerkships count as practice years) for Associate General Counsel. The selected attorney will be appointed as either Assistant General Counsel or Associate General Counsel based on their level of experience.
  • Admission in good standing to the Maryland Bar, or ability to obtain admission within one year.
  • Excellent analytical, interpersonal, and oral and written communication skills.
  • Superb professional judgment.
  • High ethical standards.
  • Manage a high volume of work and multiple priorities in a fast-paced law office environment.
