Payroll Specialist
Virginia Commonwealth University School of the Arts in Qatar

VCUarts Qatar is seeking a Payroll Specialist to facilitate a variety of payroll administration, leave administration, and reporting responsibilities. This position is based on home campus in Richmond, VA and reports to the Payroll Manager for VCUarts Qatar.

VCUarts Qatar is the international branch campus of Virginia Commonwealth University’s School of the Arts (VCUarts). Located in Richmond, Virginia, VCUarts (www.arts.vcu.edu) is the top-ranked public art school in the U.S. VCUarts Qatar was established in 1998 through a partnership with the Qatar Foundation and offers students the opportunity to earn a Bachelor of Fine Arts degree in fashion design, graphic design, interior design and painting & printmaking; a Bachelor of Arts degree in art history; and a Master of Fine Arts degree in design. Located in Doha, the capital city of Qatar, VCUarts Qatar is fully accredited by the National Association of Schools of Art & Design, the Southern Association of Colleges and Schools, and the Council for Interior Design Accreditation. The current student body represents a diverse range of nationalities with students coming from 35 countries.

VCUarts Qatar is dedicated to global outreach and education and provides students with an environment for cross-cultural exchange that fosters inquiry, discovery and innovation. Examples of this mission are the two significant international conferences hosted by VCUarts Qatar—the biennial design conference, Tasmeem and the biennial Hamad bin Khalifa Symposium on Islamic Art. VCUarts Qatar attracts globally recognized designers, artists and scholars while fostering partnerships within the region, and beyond, that enhance the educational, economic and cultural vitality of Qatar. Having established itself as a center of excellence for education and research, VCUarts Qatar has substantial involvement with the influential art and design world of the Middle East, and is a catalyst for the growth and development of these fields in the region.
VCUarts Qatar has 154 full-time faculty and staff and a student body of 324. VCUarts Qatar was the first campus established in Education City, a unique 2500-acre multiversity campus. VCUarts Qatar was joined by Georgetown University, Carnegie-Mellon University, Texas A&M University, Weill Cornell Medical College, Northwestern University, HEC Paris, and Hamad bin Khalifa University.

Qatar, with English as the standard second language, is a progressive country in the Arabian Gulf and remains one of the healthiest economies in the Gulf region. Major Responsibilities:

Payroll Administration for Qatar Local Hire Employees
· Analyze, prepare, and process all local hire, salaried and hourly, employee contracts for payment
· Create Personnel Action Forms as necessary and route for proper signatures and keying
· Compute complex calculations for system keying; salary and allowance gross-to-net adjustments, retro payments, allowance changes, and deduction overrides
· Research, resolve and reconcile data to ensure accurate and timely VCUarts Qatar payroll transactions
· Collaborate with Payroll Manager to process pay adjustments and review manual checks to meet special compensation requirements
· Collaborates with Payroll Manager and/or Personnel Administrator on issues preventing payment to employee, make logical recommendations for solutions by applying advanced knowledge of payroll and financial policies and procedures
· Identify and amend payroll errors utilizing applicable policies and procedures
· Assist with releasing payroll for finalization through Banner, S@hl, and QNB system
· Assist with preparing payroll distribution reports for VCUarts Qatar Finance

Leave Administration for Qatar employees
· Timekeeper for all eligible VCUarts Qatar employees
· Review all leave requests for accuracy and appropriate approval
· Key leave transactions into Banner and/or RealTime
· Monitor and audit leave spreadsheets for all eligible employees
· Analyze and audit leave reports, completing and submitting necessary adjustments
· Provide support to VCUarts Qatar Timekeepers regarding applicable leave policies and procedures
· Develop and assist in trainings regarding leave

Reporting, Reconciliation, and Auditing
· Maintain database of all VCUarts Qatar employees, employee class and benefit status
· Monitor employee allowances and deductions for accurate processing
· Analyze all contracts and contract renewals for verification: allowances, benefits and salary information is calculated correctly
· Researches/gathers payroll and leave data for inclusion in financial statements, and creates/prepares analyses and reports
· Maintains payroll guidelines by reviewing and updating policies and procedures, in collaboration with the Payroll Manager
· Collaborate with internal and external auditors to ensure compliance with applicable laws, polices, and procedures.
· Plan and conduct quarterly audits of salary and allowance audits in collaboration with Payroll Manager and VCUarts Qatar HR
· Reconciliation of expense indexes for programs as assigned

Support, Coverage, and Inquiries
· Communicate confidential and sensitive payroll and financial issues to the appropriate parties in a verbal and/or written form
· Serve as back-up to the Payroll Manager: independently resolving routine issues and making logical decisions and recommendations to VCUarts Qatar employees
· Maintains a professional and excellent rapport with Timekeepers, Fiscal and Personnel Administrators, employees at all levels within the University and VCUarts Qatar, and external customers
· All other duties and projects as assigned

Typical Education and Experience:
· Exceptional verbal/written communication skills
· Proven ability to communicate effectively with employees at all levels within the University, on the phone and electronically;
· General bookkeeping, mathematical skills, ability operate a 10-key calculator efficiently;
· Ability to provide quality customer service in a professional manner;
· Ability to work independently and as a team player and proven ability to solve problems independently and use available resources;
· Ability to prioritize work and handle multiple responsibilities simultaneously;
· Proven ability to attend to details and meet specified deadlines;
· Ability to create, analyze and interpret payroll and financial reports and data;
· Ability to modify work schedule to meet the needs of the VCUQatar campus due to the different time zones
· Understanding of federal, state tax laws/guidelines
· Experience with Banner and SAS or similar systems
· Demonstrated experience working in and fostering a diverse faculty, staff, and student environment or commitment to do so as a staff member at VCU

Preferred Hiring Standards:
· Bachelor's degree and 1-3 years of relevant experience or equivalent combination of education, training, and experience
