Description of Duties:

Reporting directly to the Vice President for Research, the Assistant Vice President for the Office of Regulatory and Research Compliance serves as a member of Research Division Executive team.  The AVP provides competent and comprehensive research compliance and regulatory administration for the University at Albany to facilitate its mission to improve the human condition and serve the common good through research. The AVP demonstrates comprehensive knowledge of federal, state, and local regulations governing research activities related to human subject research, animal research, export controls, research integrity, special data requirements and security oversight for projects.  The AVP develops and implements institutional policies related to the federal, state, and local regulations related to each of the topical areas and then communicates the information to the UA research administration, faculty, staff, and students as applicable. The AVP assists other departments and staff with regulatory compliance concerns to evaluate and assess issues as needed. Many activities require confidentiality.

 

Responsibilities include:

  • Ensuring compliance with federal, state, and local regulations governing research activities related to human subject research, animal research, export controls, research integrity, special data requirements and security oversight for projects.
  • Developing and implementing institutional policies related to the federal, state, and local regulations related to each of the topical areas and then communicates the information to the UA research administration, faculty, staff, and students as applicable. Provides support and analysis on regulatory compliance requirements, issues, and/or best practices, including the provision of guidance in the design, development and/or enhancement of processes and controls to effectively manage and mitigate compliance risks.   
  • Development and execution of the compliance training programs, including reviewing proposed training materials, drafting training materials, and conducting training as needed.
  • Representing the Division and University on matters of regulatory research compliance including preparation of reports, and communications with regulatory agencies.   
  • Responsible for developing a comprehensive and clear oversight program for activities involving export-controlled technology and information. Perform review of export controls for immigration visas and for employees working outside of the country.
  • Management and supervision of Office of Regulatory and Research Compliance administrative staff, Institutional Review Board (IRB), as well as oversight of the Institutional Animal Care and Use Committee (IACUC) to ensure the rights and welfare of human subjects and welfare of animals used in research and education are protected throughout their participation in research and education projects.
  • Assisting the VPR/Institutional Official in responding to allegations of non-compliance and research misconduct and works with UAlbany staff as necessary to investigate issues and come to resolutions.
  • Conflict of Interest Administration: Coordinate research-related conflict-of-interest process (COI), ensuring that certifications and related Citi program training are up to date. Reviews submissions while maintaining the confidentiality of the information provided. Works with SPA and Enterprise Risk Management representatives on initial reviews of disclosure and facilitates the process for further committee for review and development of management plans where appropriate.

 

Requirements:

Minimum Qualifications:

  • Graduate degree, plus 5-7 years of strong experience in statutory and regulatory interpretation and application in an established institutional compliance and administration program.
  • Experience in dealing with federal/state regulations
  • Experience in the design of compliance monitoring.
  • Experience with export control compliance.
  • Superior leadership skills with emphasis in staff supervision and development, particularly during a time of organizational transition; strategic thinker
  • Must be analytical and have strong problem-solving skills.
  • Must be self-motivated with a high degree of initiative and able to multitask with minimal supervision
  • Excellent verbal, written and interpersonal communication skills with demonstrated ability to articulate complex regulatory, contract, and compliance issues.
  • Ability to use discretion and maintain confidentiality when addressing sensitive issues and/or noncompliance investigations.
  • Ability to develop and implement strategies to meet goals and priorities.
  • Able to be engaged in the profession and participate in professional organizations through active membership and external presentation
  • Ability to communicate and interface professionally and sensitively to all stakeholders.
  • Applicants must be able to work with a culturally diverse population.

 

Preferred Qualifications:

  • Juris Doctor
  • Prior experience in Higher Education
  • Experience serving on or overseeing an IRB Committee
  • Experience serving on or overseeing an IACUC Committee

 

Additional Information:

Salary Range:  $140,000-$165,000
