Position Summary

Temporary, full time, “non-exempt”, benefited position.

Salary: $3,750-$4,750 per month

Location: San Bernardino, CA

Department Description:

University Enterprises Corporation at CSUSB ("UEC") supports the university's educational mission by providing quality services that complement the instructional program. The University depends upon UEC to provide services that cannot be supported with state funds. We're responsible for business enterprises on campus including, but not limited to, dining, bookstore, convenience store, and vending services. We also serve as the grantee for federal, state, and local funding for research and sponsored projects. The Human Resources Department is responsible for all employment related activity for an average of 150 benefited employees and 650 additional part-time and intermittent employees. We process payroll for approximately 500 employees per semi-monthly pay period.

Work Schedule

40 hours per week. Typically, Monday-Friday from 8:00 am - 5:00 pm though some nights, weekend work may be required. Incumbent must be able to participate in remote or on campus work depending on the directives from the CSUSB campus.

Typical Activities

Under direction and guidance of Human Resources Manager, typical benefit responsibilities include but are not limited to:
  • Responsible for the overall employee benefits administration, including but not limited to medical, dental and vision plans, life and long-term disability insurance, CalPERS retirement, 457, COBRA, and other supplemental benefit programs. Processes employee enrollments, changes, and terminations. Maintains and updates plan documents as needed.
  • Process enrollment documents and ensure accurate file feeds to benefit carriers
  • Review and reconcile monthly billings from insurance providers for accuracy, resolve discrepancies with carriers, payroll, and the employees. Coordinate with insurance companies to resolve employee insurance issues
  • Prepares complex monthly labor allocation of benefits through journals and uploads. Makes necessary adjustments by updating appropriate carrier, payroll, and accounting systems. Creates required requisition for invoicing as needed.
  • With HR Manager, obtains and analyzes information on current benefit practices and new developments in benefit programs. Assists with recommendations on new policies and plans. Oversees medical contract renewals by working closely with broker.
  • Processes life and supplemental life insurance claims by working with the insurance company and employee to submit appropriate documentation.
  • Responds to benefit related inquiries from employees, candidates, and hiring managers
  • Plans, organizes, and conducts annual open enrollments. Processes all open enrollment requests and update changes in carrier and payroll systems, namely Paylocity/BSWIFT. Oversees employee self-service systems and processes.
  • Works with other HR Staff to complete employment separations, EDD disability and unemployment claims. Provides administration of COBRA. Works with HR staff to coordinate benefit coverage/deductions while on leaves of absence. Ensures strict compliance with all Federal and State requirements.
  • Routinely and enthusiastically conducts new employee orientation of health and welfare benefits.
  • Main point of contact for all retirees. Handles all benefit related processes for retirees.
  • Updates and maintains electronic and hard copy employee benefit files. Oversees accuracy and maintenance of electronic storage systems and databases. Audits these systems.
  • Audit PPACA compliance and 1095C forms
  • Prepare employee data for actuarial assessments.
  • Prepare fringe budgetary recommendations to Project Managers/ Directors, Research Administrators, and other qualified personnel.
  • Process and monitor Educational Assistance program. (Direct payment to CSUSB and disbursements)
  • Perform all duties and tasks in compliance with legal & regulatory requirements. Update/maintain benefit communications and processes as federal and state regulations change. Includes employment or personnel law, FMLA, ADA, HIPAA Privacy, Section 125, and COBRA regulations.

Under general direction and guidance of Payroll Supervisor, typical payroll responsibilities include but are not limited to:
  • Process faculty employee's additional pay reports semi-monthly, including guiding faculty employees in the use of Faculty Additional Payment (FAP) system and issuing regular reminders to complete in timely fashion.
  • Provide training for HRIS (Paylocity) users access and assist employees with account and time clock set up.
  • Assist non-resident employees in determining their tax status (processing documents through Glacier)
  • Obtaining proper time clock approvals during payroll processing
  • Entering and ensuring accuracy and timeliness of benefit/payroll deductions in HRIS. Responsible for processing and approving benefit elections including calculation of retro benefit deductions
  • Prepare and distribute quarterly vacation accrual reports and other reports as needed

Other Human Resources responsibilities include but are not limited to:
  • Administer Leaves of Absence programs (PDL, FMLA, CFRA, Jury Duty, Bereavement, military, personal leave, and all other mandated leave programs). Work with employees, supervisors, payroll, and governmental agencies to obtain and maintain required documentation, track leave progress and authorizations
  • Serve as the primary point of contact on all matters related to the Workers' Compensation program. Administer the Workers' Compensation claim lifecycle, by creating files, reporting injuries timely and accurately to the carrier, monitoring and following up on changes in employee status, maintaining case documentation, and keeping in contact with employees as needed. Assist employees with the filing of claims, interface with medical providers and third-party administrator of workers' compensation program. Collaborate with third-party counsel to strategize on case management as appropriate. Represent UEC at depositions and hearings on occasion. Analyze medical work restrictions, make recommendations to return the injured employee back to employment. Provide recommendations and implement strategies to reduce Workers' Compensation costs. Complete OSHA regulatory reporting.
  • With guidance from HR Manager, review, and initiate requests for Reasonable Accommodations. Engage with employee in the interactive process for medical accommodations. Coordinate requests with employee, supervisor, medical providers, and HR Manager
  • Assist HR Manager with regulatory reporting (AAP, EEO1, Vets 4200, CA Pay Data) and other reports as needed.
  • Coordinates the summer schedule voting process
  • Collaborate with other HR Staff on process improvement projects, employee recognition programs, and Employee Handbook updates.
  • All other duties as assigned

Minimum Qualifications

Education: Bachelor's degree in human resources or business administration. Work experience may substitute for education on a year-to-year basis

Experience: 3-5 years' experience in human resources, two (2) years progressive experience in benefit administration and leave management and one (1) year of payroll experience.

  • Has knowledge, skills and abilities needed to analyze and determine how the benefit plans are developed and administered in the most efficient manner.
  • Has knowledge on HRIS/Payroll systems and technology that support benefit plans.
  • Advanced skills with Microsoft Office Suite, with extensive use of Excel.
  • Demonstrates in-depth knowledge of federal and state legislation as related to benefits, workers' compensation, leave management, reasonable accommodations, and payroll.

Understands how changes to these will affect outcomes, operations, and business objectives.
  • Knowledge of Internal Revenue Service codes and legal guidelines pertaining to benefit programs; knowledge of benefit plans, insurance carriers, and other aspects of health and welfare coverage; knowledge of life and supplemental life insurance policies and their administration; ability to interpret policies and plan documents
  • Experience with basic accounting and payroll principals and complex billing reconciliation.
  • Ability to establish and maintain effective working relationships with others
  • Ability to perform arithmetic and statistical operations to calculate ratios, fractions, percentages, and averages
  • Ability to establish and maintain priorities and carry out assignments with minimal supervision. Ability to complete work despite constant interruptions in workflow and changing priorities.

  • Ability to maintain flexibility and quickly address changing priorities.

Preferred Qualifications
  • Three (3) years of experience with advanced benefit administration in a large complex organization.
  • Experience working for a large, public university within an auxiliary or self-support operation
  • Experience with Paylocity and BSWIFT.
