Position Summary:
The Director of Campus Safety and Emergency Management provides leadership, oversight, and management of the University's Campus Safety officers and security systems, ID card services, parking, transportation, emergency preparedness and University emergency management. This is done in accordance with all applicable University policies and procedures, as well as federal, state, and local laws and regulations.

Work involves a wide variety of complex duties and responsibilities in the area of the University's Campus Safety activities on both the Salem and Portland (PNCA) campuses. Requires a high degree of interpersonal and communication skills to exchange information. The position actively collaborates with a broad array of internal and external stakeholders, including administrators, students, faculty and staff, law enforcement and public safety agencies, to develop and implement comprehensive services and programs for the safety of students, faculty, staff, visitors, and the property of Willamette. All work of the Director and the department is performed with the highest ethical standards, as well as inclusivity, transparency, and accountability.

The Director of Campus Safety and Emergency Management undertakes their job responsibilities primarily as an educator supporting the institutional mission of student success and community enrichment. This is not a law enforcement position.

Incumbent directly supervises seven to ten persons and indirectly supervises all personnel involved in the purchasing and campus safety operations of the University. Incumbent is required to drive and travel both on and off campus in Salem and Portland.

JOB DUTIES

Public Safety and Emergency Management Leadership
  • Leads and oversees the annual and day-to-day campus safety and security processes and programs to support a comprehensive strategy for protecting the security of members of the Willamette community, guests, facilities, and infrastructure.
  • Refers suspected criminal activity and investigations to the appropriate law enforcement agencies consistent with University and higher education standards.
  • Reviews incident reports each morning, daily logs, and other information to evaluate the effectiveness of Campus Safety operations and to identify crime trends or other safety issues. Takes corrective actions to minimize such incidents in the future.
  • Prepares written recommendations and plans concerning measures to be taken with regard to actual or potential dangers in connection with University buildings, roads, campus facilities and shrubbery, and in connection with needed improvements in lighting, parking facilities, traffic control, and concerning places and occasions in which people gather in large groups.
  • Serves as Incident Commander in the University's Emergency Response Plan. Leads campus emergency preparedness initiatives, coordinating the incident command structure and training, and emergency and disaster response on behalf of the institution.
  • Serves as a representative to the Mid-Valley Threat Assessment Team and Emergency Managers' meetings.
  • Establishes strong collaborative external working relationships with Salem and Portland community and local stakeholders in social services, crisis intervention and communications, police, fire, and county district attorneys' offices as needed.
  • Establishes and maintains strong and collaborative internal working relationships with offices within the Division of Student Affairs (e.g., Bishop Wellness Center, Office of Residence Life and Housing, Office of Student Engagement and Leadership, Multicultural Affairs, Gender Resources and Advocacy Center, Athletics) and other campus offices (i.e., Facilities, Human Resources, President's Office) to identify potential services or processes that may enhance and support safety on campus.
  • Collaborates with Salem and Portland Fire and Police departments, the Oregon State Police, regional Emergency Managers, and other public safety agencies as necessary to ensure timely sharing of information, opportunities for training, and professional development. The Director is expected to also cooperate with other local, state, and federal agencies, including Oregon Liquor Control Commission, County Behavioral Health, and other social services agencies and organizations as required. Responsible for all campus safety related communications with city and state entities and is expected to establish positive, mutually beneficial working relationships.
  • Collaborates with University staff to ensure compliance with requirements of the city and state Fire Marshal's Offices.
  • In collaboration with those designated with University communications (e.g., Marketing and Communications, President's Office, VP of Student Affairs), develops and distributes emergency notifications and timely warnings related to campus safety issues that may impact students, faculty, and staff. Coordinates an annual review of the University Crisis Communications Plan.
  • In collaboration with campus stakeholders, develops and maintains Willamette University's emergency response plan that includes the Salem and Portland Campuses. Coordinates with the police, fire and rescue, 911 dispatch centers, and emergency managers in the jurisdictions in which Willamette has campuses to ensure the plan is current and ready to implement in the event of an emergency. Reviews emergency response plan to ensure consistent compliance with any University or other state and local changes, as appropriate.
  • Takes an active role in planning for major campus events. Hires and monitors contract security for special events.
  • Oversees Service Center Manager who is responsible for parking management, permit distribution and billing of changes to student accounts, payroll and credit cards, enforcement of parking regulations and continuous review of parking infrastructure.


Campus Safety Operations
  • Within existing University structures, develops policies and practices as necessary for the operational needs of the campus related to the Office of Campus Safety and Emergency Management. Maintains a working knowledge of federal, state, and local laws pertinent to campus safety and security, and complies with intergovernmental agreements and memorandums of understanding.
  • Manages internal dispatch, officer communications, and campus safety incident reports.
  • Participates with and monitors the installation of the new Siemens integrated security system software that will include the implementation of ID card production, building access, intrusion alarm system, video surveillance, fire alarm monitoring and an emergency notification system.
  • Supervises the Associate Director of Campus Safety who serves as the primary manager of the Campus Safety officers' schedules and coverage plans, and the day-to-day operation of Campus Safety—daily priorities, patrol plans, equipment planning and purchasing, and supervision of Campus Safety officers in Portland and Salem, and the Service Center staff and operations.
  • Participates in proactive Campus Safety patrol, campus incident management, after hours on-call duty, and any other Campus Safety tasks as needed. These include, but are not limited to campus enforcement activities; the safe movement of pedestrians, bicycles, skateboards, campus vehicles and other forms of transportation, or college property; and the development and execution of safety plans for key campus and community events (e.g. Commencement, Opening Days).
  • Recommends and administers the department operating budget, including but not limited to staffing and equipment, professional development, grant opportunities, and systems.
  • Coordinates the preparation of operational reports and analyses, identifying trends and making recommendations or conclusions, including staffing, equipment or other safety improvements. Participates in the collaborative development of the campus safety and security strategy. Contributes to campus safety best practices. Participates in bench-marking and analysis with similar institutions and departments, and in listening sessions with key stakeholder groups.
  • Collaborates with the Dean of Students for Community Care and Inclusion to ensure policies and procedures are followed for on-call and emergency response and safety systems.
  • Oversees Campus Safety systems which include door locks, security cameras, emergency phones, emergency notification systems, fire and burglary alarms, and other tools.
  • Responsible for accurate and timely collecting and reporting of statistics under the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act and the Fire Safety Act. The Director establishes Campus Security Authorities. Maintains an up-to-date Annual Security and Fire Safety Report.
  • Chairs a student facing Safety Committee and the Campus Safety and Emergency Management Advisory Group.
  • Serves as the advisor of WEMS (Willamette Emergency Medical Services), including monitoring the student volunteers and the contract with a licensed physician who is the required medical director for the group.


Emergency Management Training
  • Ensures Campus Safety officers and department personnel receive and maintain appropriate training and certifications as necessary for the safe and effective performance of their duties, including such training and certifications required by the Oregon Department of Public Safety Standards and Training (DPSST). Proactively researches, recommends and subsequently implements supplemental trainings to enhance preparedness of those serving in Campus Safety positions within the bounds of University policies and procedures. Emphasizes diversity, equity, and inclusion, as well as health and wellness, in training programs for Campus Safety positions.
  • Coordinates and leads all mandatory trainings for members of Incident Management Teams, Campus Security Authorities, and key University personnel regarding emergency and disaster response, and related trainings or drills. Ensures Incident Command Center is operational at all times.
  • Builds training and educational outreach programs with and for administration, faculty, staff, students, community groups, and community leaders.
  • Plans and administers campus-wide safety and well-being training programs to provide current and relevant information and techniques.


University Service Center Operations
  • Ensures the efficient and professional operation of the Service Center function through the supervision of the Service Center Manager.
  • Records, maintains, and distributes safety and security-related incident reports and information.
  • Ensures production of student, employee, guest and contractor identification cards and building access systems on Salem and Portland campuses.


MINIMUM QUALIFICATIONS
  • Bachelor's Degree from an accredited college or university in a Health and Human Services area, such as Counseling, Social Work, Psychology, Sociology, or Criminal Justice, or in Business Administration, Public Administration, or a related field.
  • Seven years of progressively responsible managerial or supervisory experience in public safety and/or emergency management, including program management, training, and staff development.
  • Adult CPR, First Aid, and AED certification (or ability to obtain within 30 days of hire).
  • Valid Oregon driver's license (or ability to obtain within 30 days of hire).
  • DPSST Executive Manager License (or ability to obtain within 60 days of hire).
  • Ability to maintain departmental records and prepare necessary reports.
  • Ability to manage and lead in a complex, rapidly changing environment.
  • Knowledge of and support for the University's mission.
  • Ability to take a customer service-oriented and educational approach when dealing with students and the public.
  • Knowledge of best practices in safety and security in higher education.
  • Skill in developing and delivering training programs and effective presentations.
  • Ability to remain calm in crisis situations, to act decisively, and to apply sound judgment in determining appropriate actions.
  • Knowledge of and ability to interpret federal, state, and local laws, codes, and regulations including Kaylee's law, the Clery Act, and Title IX.
  • Demonstrated experience with disaster preparedness and emergency management procedures.
  • Familiarity with principles and practices of budget preparation and administration.
  • Ability to work cooperatively with the diverse academic, socioeconomic, cultural, and ethnic backgrounds of University personnel and students, and to create a respectful and inclusive workplace.
  • Ability to meet and deal tactfully and effectively with the public, as well as de-escalate situations and people.
  • Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Incident command training, including ICS 100, 200, 300, 400 and 700 training ( or ability to obtain within one year of hire).
  • Ability to reside in Oregon by the first day of employment or otherwise complete work primarily in Oregon.


Preferred Qualifications
  • Master's Degree in a Health and Human Services areas, such as Counseling, Social Work, Psychology, Sociology, or Criminal Justice, or in Business Administration, Public Administration, or a related field.
  • Experience working in higher education crisis intervention, public safety and/or emergency management, a working knowledge of student care and threat assessment best practices, and of Clery, FERPA, Title IX, VAWA and other specific laws.
  • Membership in the International Association of Campus Law Enforcement Administrators (IACLEA) and the American Society for Industrial Security.


Physical Demands & Working Conditions

May require exposure to adverse environmental conditions as experienced in the performance of essential functions in an outdoor setting including such conditions as extreme temperatures, inclement weather, noise, dust, dim-lighting, and other unfavorable conditions as required. May

also be exposed to a variety of hazards due to the nature of his or her functions as Director of Campus Safety. Regular office hours are established between 8 a.m. - 5 p.m. during weekdays. A flexible work schedule, including nights and weekends, may be necessary due to the nature of the responsibilities. The Director and Associate Director rotate after hours, on-call coverage to support emergency situations.

Salary: $90,000 - $105,000
