Minimum Qualifications
  • Bachelor degree business administration, public administration, or related business area from an accredited institution of higher learning
  • 2-4 years experience with budgeting and accounting
  • Strong communication skills, both oral and written, are essential

None Essential Duties and Responsibilities
Lab schools are the result of legislation in 2016 in which the General Assembly passed a law requiring the UNC Board of Governors to establish lab schools focusing on low performing NC public schools and improving student success. Appalachian has operated the Academy at Middle Fork for the past four years, where students have thrived and learned. Appalachian will soon open the Academy at Elkin for classes to begin August 2022.

Essential duties for the position include:
  • Oversee all financial-related matters for Lab Schools (currently two), including but not limited to:
    • Maintaining budgets within Banner for each Lab School, including monthly reconciliations of all Lab School funds within Banner
    • Coding and approval of operating expenditures and application to correct fund using the State chart of accounts as well as DPI's chart of accounts
    • Assisting with and coding of all personnel hires within correct funds
    • Assisting principals and staff with grant applications and entering of budgets into the Federal grant system used by DPI
    • Tracking of all receipts and expenditures within the Lab School funds, particularly Federal grant funds, to ensure compliance with grant application and Federal rules and ensuring funds are not overspent
    • Preparation of monthly and quarterly financial reports for prensentation to Lab School Financial Team and Lab School Advisory Boards
    • Preparation or assistance with preparation of monthly data file to be uploaded into DPI's financial system
    • Review of all DPI monthly reports to ensure all transactions were received by DPI and recorded in correct funds and purpose and object codes as dictated by DPI's chart of accounts
    • Any other financial-related matters as needed
  • Understand and apply rules and regulations surrounding public school finances
  • Follow University policies and procedures and apply those to financial matters for Lab Schools
  • Understand and follow DPI and Federal Monitoring rules and regulations related to reporting to DPI and tracking activity in Federal grants
  • Ensure compliance with Federal and State public school grants
  • Assist Controller's Office with drawing down cash for each Lab School
  • Travel as needed to the lab schools
  • Maintain proficiency with Microsoft Office products, specifically, Excel, with some experience with Word. Knowledge of Adobe Acrobat is also useful.
  • Effective written and oral communication with personnel of Appalachian State University, Reich College of Education, Academy at Middle Fork, Academy at Elkin, DPI, UNC System Office, and other stakeholders in Lab School operations
Suggested Salary Range $51,900 - $62,000 Physical Demands of Position
