Brief Description of Duties

The Human Resources Specialist (Employee Benefits) reports to the Vice President, Human Resources or his/her designee, and administers the University of the District of Columbia employee benefits programs to employees, former employees, annuitants, survivors and eligible family members. The incumbent provides guidance and consultation regarding retirement, health, dental, vision and life and other insurance programs and injury compensation. The Human Resources Specialist (Employee Benefits) supports employee and retiree utilization of automated self-service systems, insurance websites and other customer service-related systems. The incumbent coordinates, implements, and maintains the University’s wellness programs, web- based benefits information sources and develops and distributes appropriate informational materials. The Human Resources Specialist (Employee Benefits) delivers exceptional customer service to internal and external customers and supports payroll and staffing related functions as well as serve as a Payroll and Benefits Office Notary Public.

Essential Duties and Responsibilities
  • Provides substantive consultation and guidance to employees regarding health benefits, retirement benefits, tax shelter programs and work-related injuries.
  • Publicizes benefits programs and conducts group and individual orientation sessions and benefit reviews.
  • Provides information and answers questions regarding personnel rules, retirement options and benefits, remitted tuition policies and procedures to retirees and employees of the University.
  • Advises employees on the advantages and types of retirement under Civil Service, Teachers Insurance Annuity Association/College Retirement Equities Fund (TIAA/CREF) or District Retirement for which the employee may be eligible (i.e., disability optional, etc.);
  • Analyzes the various health plans to develop and administer a health benefit program for retirees against loss of benefits.
  • Plans, administers, and directs benefits program designed to protect retirees against loss of benefits.
  • Prepares and distributes informational literature and conducts verbal presentations to notify and advise employees of eligibility for benefits programs, such as insurance plans.
  • Helps in completing appropriate forms, conducts seminars at the University to disseminate information regarding various retirement, health, and life benefit programs.
  • Develops material and provides pre-retirement and disability counseling to employees; provides counseling to families of deceased employees regarding benefits.
  • Processes personnel actions for retirements, disabilities, and deaths in the PeopleSoft Personnel System.
  • Performs technical and procedural processing associated with applications for benefits and retirement.
  • Maintains, monitors, and tracks benefits records and prepares necessary documents for implementing coverage ensuring high levels of accuracy.
  • Provides information for filing workers’ compensation or occupational diseases claims.
  • Collaborates with the Human Resources team members and serves as a liaison to District of Columbia Human Resources Benefits Office, the Office of Pay and Retirement Services, District of Columbia Office of Worker’s Compensation, as well as TIAA/CREF central office on a wide variety of benefits and retirement matters.
  • Collects, complies, and analyzes records of current and former employees, identifies premiums submitted to TIAA/CREF, computes premiums from employment records and conducts retirement contribution audits.
  • Processes monthly premium payments for disabled employees, sponsored program employees hired less than one year and retirees under the Retirement District’s Program; and
  • Performs other duties as assigned.
Minimum Job Requirements
  • BA/BS in Human Resources, Business or a related field or an equivalent combination of education and experience in Benefits and/or Payroll Management; proficiency with HRIS functions required.
  • Five years of progressive experience in customer service and human resources, working with benefits administration, budget, payroll, or other human resource operational functions.
  • Functional and technical expertise with human resources information systems (i.e., PeopleSoft, Oracle or comparable systems);
  • Proven capability to efficiently implement programs, develop unique service models, innovative practices and a sound understanding of customer service.
  • Demonstrated experience managing and successfully completing large and complex projects; and
  • Hold a valid Notary Public commission issued by the District of Columbia Office of Notary Commissions and Authentications (applicants will have six months post hire to acquire).

Visa Sponsorship: At this time, the University of the District of Columbia does not provide sponsorship for visas (e.g. H-1B). This position is also ineligible for Optional Practical Training (OPT).

Residency Preference: A person applying for a position who is a bona fide District resident at the time of application for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency on or before the effective date of the appointment and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation. The determination of a 'satisfactory background investigation' is made at the sole discretion of the University of the District of Columbia. The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
