DESCRIPTION

Under the general direction of the Vice President of Student Services/Assistant Superintendent, the Dean of Student Services will be assigned three or more principal administrative responsibilities and oversight for the operation and management of the following: The Children Development Center, Special Programs, the Empowerment Center, Counseling Department, Welcome Center, Outreach and Onboarding, Articulation, the Career/ Transfer Center, Associated Students of Delta College (ASDC), Student Activities, and the Student Equity and Achievement Program plan, Learning Communities at various District locations. The Dean also provides supervision and direction regarding the District's outreach and recruitment programs, probation, student grievances, and related student success initiatives and activities addressing student success mandates in the areas of Counseling, Orientation, Assessment, Education Planning and Follow-Up services.

The Dean of Student Services has broad influence in the development, interpretation and implementation of major policies and procedures pertaining to the Student Services areas assigned by the District, including: the selection and evaluation of faculty, management, and classified staff; preparation of faculty assignments; curriculum development; scheduling of classes; and program budget development and monitoring. In addition, the Dean is expected to lead counseling faculty, staff, and colleagues toward innovative student success practices and effective student learning outcomes and program review.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from Assistant Superintendent/Vice President of Student Services or designee. Incumbents work within a broad framework of standard procedures and objectives.

Incumbents in this classification assign, coordinate, supervise, and evaluate the work of assigned classified, faculty, and management staff.

RESPONSIBILITIES AND DUTIES
  1. Provide administrative leadership for three or more of the following: Financial Aid, Admissions and Records, Special Programs, Counseling, Career and Transfer Center, Student Activities, Community Outreach and Re- Entry Services, and the Student Peer Assistance Programs.
  1. May be assigned to work closely with the Counseling Area in administering a comprehensive program of counseling and other student support services.
  1. Provide leadership in the development and implementation of Student Services programs and services.
  1. Oversee budgets and staff scheduling in assigned areas of responsibility.
  1. May be assigned as the Chair for the Action Crisis Team (ACT) for Students or may be assigned as a member of student conduct, or may be assigned as the ADA/504 Coordinator.
  1. Participates as member of the ACT that provides behavioral intervention support to students in crisis on campus, administer the Maxient student conduct system, and point of contact for mental health supports.
  1. Facilitate the coordination of services among student services programs including standing in as the hearing officer ensuring standards within the Student Code of Conduct policies and procedures. Provides training for Hearing Panel members on student discipline, grievances, due process, and related policies and procedures.
  1. Participate in the planning, coordination, and implementation of the Student Equity and Achievement Program plan, the Guided Pathways Programs and Success Teams, and Basic Needs.
  1. Assist in the administration of operations and programmatic implementation of three or more of the following assigned categorical initiatives that may include but are not limited to assisting in the oversight of EOPS/CARE, DSPS, CalWORKs, Empowerment Resources Program, Veterans Resources Center, Learning Communities and Transfer Programs and other relevant support services. Additionally, develops and promotes a campus climate based on trust, inclusion collaboration and respect; and encourages and facilitates avenues to achieve equitable outcomes and success for historically marginalized and disproportionately impacted student populations.
  1. Interpret, implement, and review College/District Board policies in Student Services.
  1. Participate in educational planning and policy development in conjunction with the other academic and/or student services deans and administrators.
  1. Initiate goals and objectives consistent with the mission and goals of the District.
  1. Participate in the planning and program development for the programs assigned to the Counseling and Student Services area.
  1. Participate in the hiring, supervision and evaluation of faculty, management and classified staff in the area of Counseling and Support Services.
  1. Develop, prepare, and monitor the planning and implementation and evaluation efforts of the programs assigned to the Counseling and Support Services area.
  1. Maintain appropriate evaluative methodology, statistical reports, and other records to assess accomplishments and define departmental needs.
  1. Serve on District standing and ad hoc committees as required.
  1. Encourage a climate of innovation and continuous program improvement and collaboration.
  1. Develop and monitor program reviews for departments/programs including student learning and service area outcomes, assessments, and evaluation of data for the purpose of program improvement.
  1. Work closely with the Office of Institutional Research in order to assess and evaluate the counseling department and other student programs and services.
  1. Recommend to the Vice President of Student Services/Assistant Superintendent the development of policies and procedures needed to successfully implement goals and objectives.
  1. Serve as the Chief Student Services Officer in the absence of the Vice President of Student Services/Assistant Superintendent as assigned. Dean's of Student Services may cover for each other.
  1. Assign, coordinate, supervise, and evaluate the work of assigned classified, faculty, and management staff.
  1. Other related duties as assigned.

Knowledge of:

  • Effective delivery of student support programs and services

  • Federal/state regulations pertaining to veteran's educational benefits, student equity, basic skills and student support programs and services

  • Principles and practices of budget development and administration

  • Basic research methodologies including needs assessments and methods for determining disproportionate impact

  • Title 5 of the California Code of Regulations pertaining to student developmental, curriculum, and institutional services

  • Pertinent sections of the California Education Code

  • California State Chancellor's Office legal opinions and advisories

  • Higher education in community colleges, including the mission of the California Community Colleges

  • Implementation of collective bargaining agreements

  • Successful interpersonal skills, organizational leadership, team building, staff development and communication techniques

  • District organization, operations, policies, and objectives

  • Computer based systems for administrative, business, and educational functions

  • Principles and practices of administration, supervision, and training

  • Methods and techniques of program development and administration

  • Principles and procedures of report preparation

  • Basic computer software use (e.g. Microsoft Outlook, Excel, Word, PowerPoint)

  • Plan, organize and implement multiple projects and programs and provide updates to the Vice President of Student Services/Assistant Superintendent regarding progress towards completion

  • Compile and present narrative and statistical reports in a concise and comprehensive manner

  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals

  • Demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, linguistic, ethnic backgrounds and disabilities of community college students and staff.

  • Support the District in achieving its mission, vision, and strategic goals as appropriate in carrying out the duties of this position;

  • Focus on student success, service excellence, and willingness to assist colleagues District-wide, as needed

Education and Experience Requirements:

Education:

Master's degree from an accredited college or university in counseling, career development, social work, organizational development, higher education administration, or a related field, doctorate preferred.

Experience:

Six (6) years of faculty or academic administrative experience at the secondary or college level with at least three (3) years of leadership experience. Experience with the diverse needs of students; individualizing instructional programs; Establishing and maintaining effective working relationships and partnerships with private and public employers, community-based organizations and professional organizations.
