The Bill & Melinda Gates Institute within the Johns Hopkins Bloomberg School of Public Health (JHSPH) has launched a second phase of an innovative survey research program in partnership with Jhpiego, Performance Monitoring for Action (PMA), formerly PMA2020. The project is designed to deliver high-quality, rapid-turnaround data to public health policymakers, program managers, and other stakeholders at frequent intervals to promote data-driven decision-making to improve the health and welfare of populations. To achieve this goal, PMA recruits women from a set of nationally or sub-nationally representative sentinel communities and trains them to collect data on a routine basis using smartphone technology. Data will be collected at both households and facilities.


PMA operates in eight geographies. The core survey covers family planning (including contraceptive dynamics) and reproductive health indicators, while maintaining flexibility to add new modules in related health areas according to local data needs. It also includes a panel design that follows a cohort of reproductive age women on an annual basis and a representative set of service delivery points over a 3-year period. The panel is combined with periodic cross-sections drawn from the same sampled, sentinel communities.


The PMA Global team, based in Baltimore, is composed of faculty, staff, and masters and doctoral students. This team works closely with universities and research institutes across the constituent geographies to implement the surveys and to build capacity of those organizations to undertake this work independently. The PMA Global partner Jhpiego oversees sub-award management with country partners, and promotes platform sustainability, communications and data utilization efforts.


The Senior Program Officer will provide technical and management assistance for PMA data products development for public use, including microdata standardization across countries and grants, development of user tools, management of products timelines and workplan, and development of global standard operating procedures. S/he will be responsible for the management and the expansion of the PMA data visualization and data request platform. S/he will provide technical assistance and capacity building for an international data management team. S/he will contribute to strategic partnership development with collaborating projects, including IPUMS PMA.


Specific tasks for which the Senior Program Officer will be responsible include:

• Assist with grant-reporting to project funders

• Document country-level changes to protocols at the PMA Global-level

• Facilitate the JHSPH IRB submission and amendment processes as needed

• Manage workplans, data products development tools, and data documentation at the global level

• Manage data public release activities, defining processes and overseeing execution of tasks related to micro data release across countries and grants

• Define and produce standard indicators for data visualization platform

• Ensure that survey results are populated into PMA related tools and dashboard, across countries and grants.

• Oversee dataLab platform and data request platform design, development, translation, and maintenance, and manage external vendor contract

• Lead Digital Object Identifier system implementation and maintenance

• Train and supervise data management staff and research assistants

• Assist with coordination and training of country partner technical staff to conduct the survey independently and prepare for additional grants

• Represent the project at external meetings and workshops, preparing presentations/reports

• External stakeholder engagement

• Support other programmatic work as needed.

• Supervise a full-time staff and part-time student Research Assistants


The Senior Program Officer will be expected to work with a high degree of independence and will report to the PMA Associate Director of Data.





Minimum Qualifications
  • Master's degree in a related field
  • Five years related experience


  • Preferred Qualifications

• Advanced Microsoft Excel skills.

• Experience working in academic or research environments.

• Previous experience with management of personnel preferred.

• Experience with data collection programs (ODK, ArcGIS, GitHub/GitKraken, or others).

• Experience working with organizations or governments in low and middle-income countries is preferable.

• Knowledge and work experience in family planning programs is a plus.

• French language proficiency preferred.

• Strong and extensive experience in data storage, quality-assurance, analysis, and feedback to key data consumers (policy and program mangers).

• Proficiency in database development and data management software, with experience with Stata required.

• Applicant should have excellent interpersonal and teamwork skills as well as strong written and oral communication skills.

• Must be a fast learner with independent problem-solving ability and strong communication skills.

• Must be able to travel internationally up to 10-20% of the time.

• Professional working proficiency in English is required.
