Summary/Objective

Under the direct supervision of the Assistant Vice President University Police & Emergency Management, the Police Investigator conducts criminal, administrative and internal investigations for the American University Police Department (AUPD). The incumbent thoroughly assesses threats against the University community and collaborates with other AUPD units, AU organizations and liaises with outside law enforcement agencies. The Investigator recommends appropriate response measures and action items for threat assessments, crime trends and administrative investigations to senior leadership in AUPD.

In addition, the Police Investigator will manage daily and annual Clery Compliance regulations and conduct crime analysis. The Police Investigator works collaboratively with various offices at the university to ensure the institution’s compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act and associated regulations. The Police Investigator reviews incident reports, collects and analyzes crime statistics, writes and publishes incident notifications, daily crime logs, student conduct violation filings, crime alerts and the Annual Security Report. The Police Investigator researches and writes policy in compliance with local and national standards, such as the DCMR and IACLEA.

The incumbent controls all aspects of an assigned investigation, including associated crime scenes and assisting personnel.

Essential Functions
  1. Criminal Investigations: Investigates reports of criminal activity occurring on the campus and controlled properties of American University to determine if reported crimes have occurred and identify involved persons.
  2. Clery Act, HEOA and Other Regulatory Compliance: Coordinates American University’s Clery Act Compliance program. Develops the university’s Clery Compliance Policy. Prepares, publishes and distributes the Annual Security Report.
  3. Administrative Investigations & Crime Statistics & Analysis: Investigates administrative incidents pertaining to American University student and employee misconduct, in cooperation with Campus Life, Employee Relations and other university Departments. Gathers and analyzes crime and disciplinary referral data from various internal and external sources, such as the AU Police records management system, the Office of Student Conduct and the DC Metropolitan Police Department.
  4. Threat Assessments: Investigates and assesses any internal or external threats to American University students, staff, faculty and property in a thorough and timely manner. Recommends appropriate action to the AVP, University Police & Emergency Management and implements those actions upon his/her approval.
  5. Proactive Crime Trend Response: Assesses campus crime trends with the assistance of Police Operations. Determine proactive response measures to those trends, and implement those measures upon approval of the AVP.
  6. Investigative Liaison: Serves as a liaison with other law enforcement agencies, sharing information, collaborating on joint investigations and responding to potential threats against the American University community.
  7. External Communication and Reporting: Writes and coordinates the distribution of daily notification of criminal and other safety-related incidents to campus officials.
  8. Records System Management and Police Incident Report Review: Reviews and approves all incident reports. Manages the electronic records system, including data integrity, user maintenance, and related policies and procedures.
  9. Policy Research, Writing and Training: Research and write policy, standard operating procedures and memoranda relating to safety, police and Clery Compliance functions.

  • This position is considered essential and must be able to work various hours, including nights and weekends, and to respond to incidents on-call.
  • The Investigator will be placed on an on-call rotation, subject to on-scene response for certain incidents and emergency situations.
Required Education and Experience
  • Bachelor's degree or equivalent required.
  • 2-4 years of relevant experience.
  • At least 3 years in a law enforcement setting with experience conducting investigations.
  • Relevant experience includes: assessing and analyzing evidence, statements and threats; collaborating with other law enforcement agencies and elements of the criminal justice system; utilizing databases, digital video surveillance and other software tools for investigative purposes; and obtaining arrest warrants, court orders and search warrants.
Preferred Education and Experience
  • Comprehensive knowledge of the D.C. Code and criminal justice system is preferred.
Additional Eligibility Qualifications
  • Must possess or be able to obtain a University Special Police Commission for the District of Columbia;
  • Must possess and maintain a current driver’s license;
  • Ability to obtain and maintain the University’s approval to drive University vehicles.
  • Must possess certification from a recognized law enforcement training academy or equivalent.
  • Successful completion of medical and psychological examination and drug screening.
  • Excellent verbal and written communication skills as well as public speaking skills are required.
  • Report editing skills and proficiency with computers and software packages are required.
  • Ability to interact with a diverse population, and ability to work with minimum supervision and to handle multiple tasks simultaneously in a fast-paced setting is important.
