Department Summary

In support of California State University, San Bernardino's (CSUSB) research, creative, and scholarly activities, the Sponsored Programs Administration office provides post-award financial and compliance oversight of funded grants and contracts from award issuance to close out.

Job Summary

Under the general direction of the Director of Sponsored Programs Administration (SPA), the Senior Research Analyst (RA) will act as a post-award liaison and will require close coordination with funding agencies, principal investigator/project director (Pl/PD), and Auxiliary Financial Services (AFS) and campus departments.

The Senior Research Analyst will work independently and apply extensive independent judgment and expertise to perform timely, compliant, high-quality post-award administration from award to final closeout for an assigned portfolio of multiple high volume, complex contracts and sponsored projects and those with unique requirements; and will have direct responsibility and accountability for work results.

The Senior Research Analyst will use extensive knowledge to monitor the regulatory environment, perform work in a situation where numerous diverse demands are involved, and independently determine approaches to project management, and effectively prioritize and manage an assigned workload of sponsored projects

Typical duties may include but may not be limited to:

  • Serve as the central resource and contact on a regular basis for the Pl/PD for all post-award issues, policy, and procedural matters, and will provide initial and ongoing educational and regulatory guidance and counsel on research administration matters.
  • Utilize investigative/research and analytical skills while performing complex financial analysis and customized reporting, policy research, analysis, and evaluation, related to grants and contracts fund management to include, fiscal and budget analysis, financial management, accounting, compliance, and problem-solving.
  • Analyze and interpret various institutional accounting processes, funding agency terms, and conditions, Uniform Guidance regulations, institutional policies to conduct orientation and training of Pl/PD and project staff.
  • Utilize advanced working knowledge of research administration to apply standard theories, principles, practices, and techniques to review and analyze award documents to develop award notification and set up documents, determine budgetary guidance and restrictions, extract reporting requirements and due dates, determine invoicing requirements, and obtain other required documents.
  • Provide financial administration and compliance oversight of complex projects in accordance with institutional policy and agency requirements from notice of award and set up to final closeout.
  • Analyze and review expenditures to determine funds availability, adherence to budget allowability, allocability, and compliance with agency and institutional regulations and policies to ascertain accurate and complete submission of supporting documentation.
  • Effectively interpret, organize, and compile all required supporting documentation, certifications, and approvals to develop high volume, multi-tiered, and complex project-related external sub-awards and contracts.
  • Provide direction and act as an expert source of advice and guidance to Pl/PD and project staff for training and review of acceptable documents needed to monitor/certify the cost-sharing and effort reports.
  • Oversee and direct the project closeout in accordance with funding agency/institutional policies to ensure contractual obligations and compliance requirements are met.
  • Participate in and contribute to process improvement through presentations and may lead staff in special projects to support the team and operational initiatives.
  • Other related duties as assigned.


Employment Status: Full-time, probationary, "exempt" position (which the possibility of converting to permanent).

Work Schedule

Monday through Friday from 8:00 am to 5:00 pm, weekends and evenings may be required.

Key Qualifications
  • Comprehensive knowledge and experience in the area of post-award Research Administration project management.
  • Ability to manage high volume and complex projects and transactions.
  • Ability to comprehend, interpret, and advise on federal, state, and sponsoring agency's rules, regulations, policies regarding sponsored projects.
  • Strong analytical, technical, interpersonal, and organizational skills to independently determine workload priorities, manage multiple tasks, work within strict time constraints, and set timetables to meet deadlines, goals, and objectives.
  • Must have experience in developing and monitoring budgets, contracts, accounting, fiscal reporting, and government compliance.
  • Ability to think and work independently as well as part of a team.
  • Ability to provide excellent customer-focused service and deal tactfully and professionally with a diverse customer base both internally and externally.
  • Must have the ability to work and take direction from a diverse group of people, have problem-solving skills and effective interpersonal and communication skills including with those at a higher level and those sensitive in nature.
  • Proficiency in using computer programs such as Word, Excel, and PowerPoint. Outlook and database-related programs.
  • Must be dependable, self-motivated, and detail-oriented.


Education and Experience
  • Bachelor's degree and/or equivalent preferably in Business Administration, Public Administration, Accounting, Finance or closely related field, PLUS three (3) years of related experience.


Preferred Qualifications
  • Five (5) years of experience and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
  • Directly related experience in managing various types of award mechanisms including grants, contracts, subcontracts, and cooperative agreements.
  • Extensive knowledge of Uniform Guidance/Office of Management and Budget (OMB) circulars applied to Federal grants.
  • Experience with PeopleSoft Common Finance System.
  • Experience working in an academic research administration setting.
  • Certified Research Administrator (CRA) or Certified Financial Research Administrator (CFRA).


Salary:

Anticipated Hiring Range: $4,693 - $6,666 monthly

Classification Salary Range: $4,693 - $8,489 monthly
