Employment Opportunity

Cabrillo College is seeking a Director, Adult and Workforce Education to plan, organize, direct and coordinate the adult education and workforce training in the Santa Cruz region through the Greater Opportunities for Adult Learning (GOAL) consortia funded by the California Adult Education Program (CAEP); facilitate instructional activities and services and provide county-wide coordination of adult education programs and resources in Santa Cruz County; assist the District with developing and implementing non-credit pathways for adult learners’ for-credit degree/certificate programs.

COMPENSATION AND BENEFITS:

Salary:
Full-time administrative/management assignment (225-day work year), 12 months per year, Monday through Friday 8:00 a.m. - 5:00 p.m., with evenings and/or weekends as needed.

Current eight-step schedule ranges from $100,331 to $141,176 per year. Salary placement is determined by documented education and experience. A doctoral stipend of $4,179 per year is provided to eligible employees. Position scheduled to begin as soon as possible, pending funding and Governing Board ratification.

Cabrillo College currently provides a generous benefit stipend for employees plus dependents that employees apply towards benefit selections for medical, dental, vision (optional) life, and short-term/long-term disability insurance provided at a share of cost on a pretax basis, PERS Retirement and an employee assistance program (EAP). Depending on health plan selections, in many cases full-time employee net out-of-pocket for benefit premiums may be as low as $0.

Classified administrators are required to join the Public Employee's Retirement System (PERS) and as such must contribute up to 7% of their monthly salary to PERS on a pre-tax basis. Please see the Benefits link on the HR webpage for more information.

Work-Life Balance:
This opportunity is a full-time assignment, 12 months per year. Cabrillo administrators enjoy a 225 day work schedule, which equates to an average of 20 self-selected non-work days, 15 set holidays, 3 individual responsibility days off annually. 12 days of sick leave accrue annually.

Examples of Duties

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
  • Plans, organizes, directs, controls, integrates and evaluates the work of the consortia; with staff, develops, implements and monitors annual and three-year plans to achieve grant goals and objec­tives; contributes to the development of and monitors performance against the annual consortia and individual project budgets; manages and directs the development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.
  • Directs and manages staff performance; directs and oversees the selection of managers and staff; establishes performance requirements and professional development targets for direct reports; regularly monitors performance and provides coaching for performance improvement and develop­ment including performance evaluations; accurately reports absence time; hears and acts on grievances; subject to concurrence by senior management and Human Resources, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accor­dance with Board Policies, Administrative Procedures, Human Resources procedures and collective bargaining agreements.
  • Provides day-to-day leadership and works with staff to ensure a high-performance, service-oriented work environment that supports achievement of the consortia’s and GOAL Board’s mission, objectives, and values; promotes workplace diversity, inclusion, cultural competency and a positive work environ­ment.
  • Provides support to reporting managers and/or administrators regarding disciplinary actions and grievances; approves related decisions.
  • Staffs and/or serves on the GOAL consortia board, steering committee and workgroups; prepares and completes infrastructure recommendations to improve consortium efficiencies including by-laws and other governance regulations and operational processes and procedures.
  • With the GOAL consortia board, plans, directs and facilitates the development, update and imple­men­tation of the GOAL consortia adult education and workforce development plan; develops program goals, strategy and collaboration opportunities; reviews program data and monitors member institu­tion’s adult education outcomes and metrics; ensures the GOAL consortia program and fiscal operations comply with the Chancellor’s Office and funding sources.
  • With program leadership and District deans and faculty, promotes non-credit courses and curriculum as a bridge for adult learners; ensures alignment of curriculum and articulation and the inclusion of integrated and contextualized learning models for adult learners; ensures pathways include career paths for industries and sectors with high employment opportunities.
  • Identifies gaps or overlapping services for adult learners and develops strategies to efficiently provide resources and services; coordinates with other District departments regarding processes and proce­dures to provide admissions, financial aid and other student services activities specifically for adult learners.
  • Develops and monitors GOAL consortia and individual program tracking and data input and ensures District, state and federal guidelines are met; oversees and participates in the aggregation, analysis and reporting of data extracted from internal relational and external databases; analyzes, evaluates and designs reporting criteria, recommendations and plans; ensures accuracy and timely submission of mandated federal, state and county reporting.
  • Acts as a liaison with the District as the fiscal agent for CAEP funds; ensures accuracy of invoices and program allocations.
  • Makes presentations to the GOAL consortia board, member agency leadership and District leader­ship and other groups.
  • Represents the consortia at local, regional, state and national conferences, meetings, workshops and training seminars.
  • Represents the GOAL consortia in the community; leads and participates in statewide data commit­tees to improve grant-allocation processes, procedures and technology.
  • Participates in participatory governance committees, processes and initiatives as appropriate to consortia interests.
  • Demonstrates sensitivity to and understanding of diverse academic, socioeconomic, cultural, disabil­ity, gender identity, sexual orientation and ethnic backgrounds of community college students, faculty and staff.
  • Performs related duties as assigned.
Minimum Qualifications

EDUCATION AND EXPERIENCE
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
  • Understanding of, and sensitivity to, the diverse academic, socio-economic, ethnic, religious, and cultural backgrounds, disability, and sexual orientation, of community college students, faculty and staff AND
  • Graduation from an accredited college or university with a bachelor’s degree in public administration, counseling, education or a related field, AND at LEAST seven (7) years of progressively responsible experience providing program support of adult education, workforce development or related categorically-funded program, of which two (2) years were in a management or supervisory role in a college; OR
  • An equivalent combination of training and experience.
