Job Summary

The University of Colorado Boulder Police Department (CUPD) encourages applications for a Lateral Detective ! Duties include conducting investigations, responding to emergencies, filing criminal cases with prosecuting attorneys' offices, staffing special assignments, and providing a wide range of community assistance. The Detective will routinely solve issues that require heightened decision-making abilities and use analysis and individual discretion to make choices affecting others and the community at large. This position will be hired directly into the Investigations Unit as a core position (non-rotational).

As this is a commissioned police officer position, the Detective is required to take part in event scheduling, annual in-service training requirements and proficiencies, and complete the department’s Police Training Officer field training program.

The CUPD is a full-service police agency with 46 sworn and 36 non-sworn employees providing community-based public safety services to a diverse community of 36,000 affiliates 24 hours a day, seven days a week, all year long. Every year the department responds to approximately 20,000 calls for service and ensures the safety and security for all of their PAC-12 Conference athletic events with attendance at football games exceeding 50,000 fans. Patrolling the campus by foot, bicycle, motorcycle, and vehicle, the CUPD Police work diligently with the University community and surrounding agencies to ensure a timely and coordinated law enforcement response.

What Your Key Responsibilities Will Be

Investigations
  • Conduct initial and assigned investigations of more sophisticated crimes, gather evidence, and take statements in compliance with relevant legal requirements.
  • Investigate, analyze and synthesize information obtained and take action on information received from members of the public.
  • Independently lead and interview suspects, victims, and witnesses in accordance with relevant criminal procedures, laws and constitutional provisions.
  • Prepare and complete affidavits for arrest/search warrants.
  • Act as an expert to other investigators or officers to assist in the drafting of affidavits for arrest warrants, court orders for the production of records, and search warrants to ensure that documentation follows University policy and procedures as well as State and Federal laws.
  • Conduct hiring backgrounds and submit final portfolios for command staff review in coordination with the Professional Standards & Training Division (PSD).
  • Provide annual training to department members on investigations-related topics and standard methodologies.
  • Assist with training new detectives on the Investigations Team.
  • Serve as an on-call detective, when assigned by supervisor, to provide after-hours consultation to patrol, command staff duty officer (CDO), and possible response to after-hours incidents, including the Boulder County Critical Incident Team.
Internal and External Partnerships
  • Attends and serves on committees, forums, trainings, and seminars to develop relationships with internal/external collaborators.
  • Collaborate with:
    • CUPD work units (i.e., Patrol, Records, Dispatch, Events, RSO, CSO, etc.) to address critical (e.g., sexual assault) or recurring (e.g., burglary/theft) crimes that impact the community.
    • University Offices (i.e. The Office of Institutional Equity and Compliance, Victim’s Advocates, CU Legal Counsel, Student Conduct, Student Affairs, and other internal University affiliates).
    • City and County Offices (i.e. The municipal prosecutor’s office, coroner's office, etc).
    • Law enforcement entities at the local, County, State, and Federal levels.
  • Serve as:
    • A member of the Boulder County Threat Assessment Group (BCTAG).
    • A representative on countywide and city detectives' working groups.
    • An on-call investigator on the Boulder County Investigations Team.


Public Safety Policy and Procedure
  • Assist with policy development and project design for internal and external programs.
  • Collaborate with the Police Commanders to advise campus administrators on policies and procedures.
  • Research changes in the law that are applicable to Public Safety and make suggestions to the Commanders regarding appropriate training or policy improvements.

  • This position is:
    • On-campus full-time.
    • Subject to a background investigation, including criminal, financial, and motor vehicle records background check, polygraph, psychological evaluation, pre-employment physical, an Excluded Parties List System check, reference check, and a drug screening.

  • The salary range for this position is $85,149 - $92,387 annually.

What We Require
  • Bachelor's degree or equivalent combination of specialized education or training as described further below.
  • Possession of a current P.O.S.T. certification.
  • Five years of experience as a commissioned detective.
  • Law enforcement experience from:
    • An equivalent-sized agency (excludes correctional facilities experience).
    • A municipal, state, or county commissioned agency.
  • At least 21 years of age.
  • Possess a valid Colorado Driver's License.
  • None of the following:
    • Felony convictions.
    • Acquiring no more than seven points in the last year and/or more than 12 points within the last two years on a driver’s license.
    • Alcohol/drug-related traffic convictions in the last three years and repeat alcohol/drug convictions after the age of 18 within the last ten years.


What You Will Need
  • Education or training that meets the requirements for a bachelor’s degree; specific areas of advanced or specialized training include:
    • The Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act; the Family Educational Rights and Privacy Act (FERPA);
    • Health Insurance Portability and Accountability Act (HIPAA);
    • State of Colorado and municipal laws applicable to criminal offenses; state and local laws applicable to traffic and liquor offenses;
    • Understanding and application of U.S. constitutional law with particular emphasis on the 4th, 5th, 6th and 8th Amendments;
    • Federal classifications of controlled substances;
    • Identification of drug and alcohol intoxication and impairment; hazardous material identification and response;
    • Knowledge and application of the National Incident Management System and the Incident Command System;
    • Courtroom testimony and evidence handling;
    • Victim’s rights;
    • Laws applicable to juveniles and at-risk adults, sexual assault, persons crimes, cybercrimes, financial crimes, and property crimes within the State of Colorado;
  • Specialized training in conducting investigations and understanding and interpreting rules, regulations and criminal statutes, which are often complex and require a high level of analytical thinking.
  • Professional judgment and decision-making throughout an investigation.
  • Extensive knowledge of the University’s policies and rules, State and Local laws and procedures used by the University of Colorado Police Department.
  • Additional competencies:
    • Ability to accommodate the needs of the parties, which requires thorough knowledge of the resources on- and off-campus.
    • Understanding of the University infrastructure and its relationship to other State agencies.
    • Writing and research skills for writing reports.
    • Ability to assess many courses of action and determine the appropriate response.
    • Ability to face a variety of issues and experience dealing with investigations in a highly complex organization.
    • Professional, calm, empathetic approach.
