This position is part-time, temporary, non-benefits eligible, working 19 hours per week. Continuation of the position is contingent upon the needs of the hiring department. Undergraduate degree in finance, accounting, business administration or other related field required. Master’s degree in related field preferred. Fifteen years of progressively responsible experience in accounting, budget, or finance in higher education required. Significant experience in Texas public higher education administration preferred. A combination of education, experience, and training that would produce the required knowledge and abilities may be considered. Nature & Purpose of Position
Responsible for assisting in the development and management of the University operating budget, capital budget, related financial forecasts, analysis and models. Primary Responsibilities
Provides financial planning and budget leadership to the University and directly supports the budget office and CFO . Provides leadership in advancing best-in-class budgeting, financial planning and analysis, personnel management, policy and procedure development and implementation. Responsible for the development and submission of the University’s annual operating budget as required by Texas State University System, ( TSUS ), Board of Regents, and state law. Prepares the Legislative Appropriation Request. Advises Division and/or College leadership about financial planning and budget matters, resource allocations, and business operations. Coordinates and implements new technology and/or technology enhancements to improve business processes. Works with complex data sets and analytics tools in support of the College/Division strategic plan, multi-year financial plan, and key performance metrics. Serves as primary contact with the Legislative Budget Board ( LBB ) and TSUS . Ensures compliance with applicable state and federal laws, University policy and divisional directives. Prepares reports as required. Performs other related duties as assigned. Other Specifications
Must exhibit a high level of professionalism, executive ability, and a keen understanding of protocol. Ability to organize work effectively and conceptualizes and prioritizes objectives. Ability to exercise discretion, excellent reasoning, and independent judgment. Demonstrates excellent financial analysis, financial modeling and data extraction and manipulation. Technology skills to develop solutions and recommendations. Knowledge of strategic planning and budget. Experience developing advanced business and financial models. Ability to integrate complex operational and financial considerations using critical thinking. Knowledge and understanding of budget planning tools and Enterprise Resource Planning ( ERP ) budget models to enhance operational effectiveness. Skilled in directing multiple tasks, setting priorities, and organizing operations. Ability to establish and maintain effective work relationships with administration, faculty, staff, and the public. Strong communication skills, both orally and written. Strong presentation skills including the ability to explain complex financial information to diverse employees. Interprets and applies complex directives, policies, regulations, statutes, and procedures, and/or written guidelines for a department or major work group.
