    PRINCIPAL PURPOSE OF JOB:

    The person assists the General Counsel and CFO in establishing and implementing an effective compliance program that addresses regulatory requirements applicable to comprehensive research, a global land-grant university. This person coordinates the compliance program through consultative and constructive interaction with compliance throughout campus. The person conducts periodic risk assessments to identify potential areas of compliance vulnerability and risk and acts as an advisor to institutional compliance risk owners and decentralized compliance risk management leadership. This person, as supervised by the General Counsel, is responsible for drafting, reviewing, and revising contracts, MOAs, MOUs, and other contractual documentation and assists in contract negotiations on behalf of the university. This person is responsible for legal compliance, policy review, communication, training, and education outreach strategies to heighten awareness of the university’s compliance risks and disseminate campus information while collecting stakeholder feedback as appropriate.

    This is a hands-on position that liaises with a broad range of university professionals in a highly decentralized environment. This person must also exhibit independence and objectivity in reviewing and evaluating compliance policy, programs, processes, activities, and reported issues or concerns. The incumbent must also be detail, action, solution, results-oriented, and dedicated to continuous improvement.



    ESSENTIAL JOB FUNCTIONS:
  • Provide leadership and day-to-day management of the university’s institutional compliance program.
  • Maintain a working understanding of the contemporary compliance landscape.
  • Provide support and coordination of the university's compliance governance structure, including committees and other working groups.
  • Ensure ongoing evaluation of compliance efforts to identify vulnerabilities, coordinate periodic compliance risk assessments, quantify institutional risks of non-compliance, and coordinate development and implementation of mitigation plans through consultative interaction with the distributed university-wide compliance risk owners.
  • Initiate and monitor corrective action and process improvement as needed in conjunction with compliance risk owners.
  • Provide strategic advice regarding the incorporation of the university's core values into a culture of compliance, ethics, and integrity.
  • Identify and develop initiatives to address and resolve areas of compliance concerns or emerging risks.
  • Cultivate relationships with peers and subject matter experts to facilitate the anticipatory evaluation of new regulations, enforcement focus, or other compliance initiatives.

QUALIFICATIONS:
  • J.D. degree from an ABA-accredited law school.
  • Membership and good standing in a State Bar (KY membership required by date of hire) must be maintained throughout employment.
  • Minimum of 2 years of related experience preferred in areas of finance, employment, and/or higher education law.
  • Valid driver’s license.

  • Excellent judgment with the ability to manage highly sensitive and confidential information.
  • Skill in writing concise, logical analytical reports to convey complex issues. Ability to maintain neutrality and work under stress.
  • Ability to establish and maintain professional and productive working relationships with staff at all levels at the University.
  • Ability to read and interpret complex legal documents to evaluate their impact on University policy and procedures.
  • Working knowledge of higher education law including Title IX, due process protections as applicable to Student Conduct proceedings, the Clery Act, ADA, FERPA, etc.
  • Excellent organizational skills and attention to detail.
  • Excellent verbal and written communication skills.
  • Excellent customer service and interpersonal skills.
  • Ability to routinely and independently exercise sound judgment in making decisions.
SUPERVISORY RESPONSIBILITY:
  • This position does not have supervisory responsibilities.
PHYSICAL REQUIREMENTS :
  • No or very limited physical effort is required.
  • No or very limited exposure to physical risk.
  • Work is normally performed in a typical interior/office work environment.
