Job Description

Acts as the Authority Having Jurisdiction for NAU. Ensures the regulation of construction work and/or conditions involving the development, use, and maintenance of land and structures to secure compliance with pertinent state and/or city building mechanical, plumbing, energy and related codes. Perform building inspection and code enforcement activities of the city and review construction plans.

Manages, plans, and monitors building inspection, compliance, and code enforcement activities. Reviews all building and structural plans for code compliance. Administers and enforces provisions of state and local codes and laws required for plan review processing, permitting, supervision, and inspection of all building and maintenance projects.

Essential Position Responsibilities:

  • Plans, coordinates, supervises, and participates in the building, electrical, mechanical, plumbing, gas and fire inspection activities with responsibility for enforcing the laws, regulations, and codes relating to the construction and alteration of buildings.
  • Reviews and evaluates building and structural plans for compliance with applicable building, energy, life safety, and code enforcement; ensures plan reviews are completed and submitted in a timely manner.
  • Reviews building, plumbing, mechanical, energy, and state adopted codes. Provides interpretation and recommendations to permit applicants, university staff, and design professionals to ensure an understanding of construction code purposes and provisions, while assisting them in achieving code-compliant designs.
  • Performs field inspections of facilities construction and existing structures for compliance with physical safety requirements, building, plumbing, electrical, mechanical, and fire codes; issues warnings and stop work orders, if necessary.
  • Coordinates with architects, engineers, contractors, and vendors to obtain required code services for projects and permitting.
  • Responsible for issuing construction permits and certificates of occupancy, in coordination with the Fire Marshal.
  • Receives and responds to inquiries and complaints in regard to defective construction; handles complex enforcement issues.
  • Advises, consults, and prepares recommendations and all required analysis preferred on project planning, project status and all related issues, including building code interpretations.
  • Manages certified inspector program for NAU.
  • Keeping track of all certifications held by NAU staff.
  • Develops & provides technical training to inspection staff.
  • Manages area budget as needed.
  • Reviews and understands NAU Design Guidelines and Technical Standards and ensure adherence to them for design and construction teams, as well as provides regular input for improvement.
  • Creates and maintains records of plan review, building inspections, and related activities.
  • Inspects assigned construction projects to assure all structural and architectural components are in compliance with all building construction and fire codes. Provides assistance and recommendations of alternate methods of construction to meet the intent of each related code.
  • Driving is essential in order to perform essential job functions.
  • Timely bills customers for time using the TMA system.

Additional Position Responsibilities

  • Manages historical plan and drawing documents on university projects in the Vault storage room, as well as digitally.
  • Participates in and assists with ongoing divisional plans and activities to improve customer service, productivity and efficiency in the delivery of related services.
  • Performs other duties, as directed, of a similar nature.

Minimum Qualifications

  • Bachelor’s degree in engineering or a related field.
  • 3-5 years of relevant experience (a building official or lead building inspector at a municipality or higher education facility).
  • 2-4 years of management experience.
  • A combination of related education, experience, and training may be used as an equivalent.

Preferred Qualifications

  • More than 5 years of experience as a building official or lead building inspector at a municipality or higher education facility.
  • ICC Certification in all the following: Building Official, Building Inspector, Plans Examiner, and Mechanical Inspector.
  • IAPMO Plumbing Inspector Certification.
  • Building construction and site development experience.
  • Minimum of two (2) ICC Inspector Certifications in either Building, Plumbing, or Mechanical Codes.
