Job Summary

Reporting to the Executive Director of Human Resources, this position exists to support other administrators and department heads, helping them determine how to accomplish their objectives and providing a supportive foundation for organizational success. The incumbent provides collaborative oversight of daily operations for the assigned human resources functions.

This leadership position researches, analyzes, develops, edits, and formulates institutional personnel policies with college-wide significance and application. The incumbent collaborates with applicable stakeholders to ensure that the policy process flows according to adopted policy and procedures and integrates and manages College policy information in electronic and published formats. This position provides coordination for multiple policy development and related projects, as assigned.

The incumbent must be a detailed critical thinker and respond quickly in a fast-paced environment to meet the demands of multiple stakeholders. They will foster a team environment and a strong service culture that ensures engaging communications, timely and quality-driven service to internal customers and District stakeholders. The work’s volume, complexity, and unpredictable nature require excellent organization, problem-solving, and decision-making skills.

Essential Duties and Responsibilities

Performance Requirements*
• Assists the Executive Director with implementing human resources strategies
• Provides day-to-oversight of assigned human resources functions
• Participates in the development, implementation, and revision of core College policies, utilizing original policy research and analysis, review of federal, state, and College regulations, and comparisons with approaches to the resolution of known policy issues
• Participates in the development and performs maintenance, administration, and modification of the College policy websites; establishes template formats and logical structures for information posted online
• Establishes, implements, and maintains effective methods and processes relating to the communication of College policy issues
• Provides guidance and assistance to the internal and external stakeholders, as appropriate, in the understanding and interpretation of College policies
• Responds to inquiries regarding policies, procedures, programs, and compliance issues accurately and timely
• Establishes protocols to maintain up to date and relevant policy documentation and guidelines
• Communicates policy updates regularly through written communications, meetings, and training

Management Consultation
• Communicates and interprets TCCD policy and procedures internally and externally
• Liaises with the Texas Association of School Boards ( TASB ) regarding personnel policy responsibilities
• Collaborates with organizational supervisors to establish division, department, and position- specific training and development needed for improved productivity and retention in the workplace
• Partners with College leadership, management, and legal counsel regarding personnel policy development, revision, communication, and training

General Supervision and Management
• Responsible for the personnel management, evaluation, and development of assigned administrative and professional-level direct reports
• In concert with assigned teams, develops internal policies, procedures, and workflows for continuous improvement of HR organizational effectiveness and operations
• Leads and supervises a team of professional and administrative support employees responsible for collecting, disseminating, and analyzing personnel data

Service Excellence
• Ensures the development of rapport and relationship with human resources customers, internal and external stakeholders
• Completes all required training and professional development sessions as required and appropriate for the role
• Visibility requires maintaining a professional appearance and providing a positive image to internal and external customers/stakeholders
• Supports the values of the College: diversity, teaching excellence, student success, innovation and creativity, and service to the College
• Supports the mission, values, and three goals, and eight principles of the College
• Attends the workplace regularly; reports to work punctually, and follows a work schedule to keep up with the demands of the worksite

SUPERVISION – Works under the general supervision of the Executive Director of Human Resources

Required Education, Experience, Certifications, Licensures

• Bachelor’s degree in Higher Education Administration, Public Administration, Human Resources, Policy, or related field
• Five (5) years of progressively more responsible experience in public education organizations
• Three (3) years of supervising employees (e.g., managing and evaluation performance of others)
• Experience with personnel policy development, training, or dissemination

Desired Education, Experience, Certifications, Licensures

• Master’s degree in Higher Education Administration, Public Administration, Human Resources, Policy, or related field

Knowledge, Skills and Ability

• Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied and unpredictable in scope and volume
• Ability to analyze data and provide sound recommendations based on policy, procedure, practice, and existing regulations
• Ability to focus on tasks and handle frequent interruptions and changes in priorities
• Ability to work independently, after hours, holidays, and weekends when needed
• Intermediate skills in Microsoft Word, Excel, Outlook, and PowerPoint
• Ability to communicate effectively in both written and oral format
• Ability to establish collaborative relationships
• Ability to organize, analyze and prioritize work, and data of self and direct reports
• Skilled in policy and procedure interpretation, development, implementation, and training
• Able to exercise practical judgment, sensitivity, creativity to changing needs and situations
• Ability to effectively present complex information to diverse groups and individuals
• Ability to travel to the different district locations for problem resolution, meetings, training, etc.
