JOB SUMMARY: Reporting to the Assistant Vice President of Enrollment and Student Support Services, the Registrar, under limited supervision, is responsible for the core student records component of the university's academic and enrollment management operations. The Registrar is responsible for all functional duties related to the creation, maintenance, dissemination, verification and security of student academic records, and is the University official responsible for FERPA compliance. The Registrar acts as a central communication resource for academic and policy information related to student records management, academic programs, and enrollment data and reports. Additionally, the Registrar serves a key support function in the compliance process by maintaining the integrity of student academic records, developing enrollment reports and disseminating information across the University. This position requires a unique combination of strong leadership, technical ability, and interpersonal skills to create and maintain collaborative working relationships with institutional leadership, faculty, and staff to support University programs and policies as established; including those of federal, state, administrative, and academic entities. ESSENTIAL FUNCTIONS: Recordkeeping, Compliance and Data Integrity
  • Interpret and ensure compliance with recordkeeping standards, as well as university policies and procedures, and insure that all functions of the office are performed according to best practices and standards established by AACRAO, relevant accrediting agencies, and governing bodies.
  • Enforce provisions of the Family Education Rights and Privacy Act (FERPA) and General Data Protection Regulation (GDPR), overseeing the confidentiality of student records and dissemination of information. Academic Support Functions
  • Compile, format, and publish the academic catalog in accordance with the University's Curriculum Review process through collaboration with the faculty, academic administrators, and Provost's office.
  • Recommend and participate in the development, implementation, and enforcement of college policies and procedures regarding student registration, transfer credit, class schedules, instructional space scheduling, residency requirements, academic history, academic standing, degree audits, graduation requirements and other student records.
  • Provide analysis of enrollment data as needed for communication with varying constituencies. Collaborative Customer Support
  • Cultivate a student-centered environment to support student retention and success.
  • Confer regularly with the campus community and university personnel to plan, coordinate, formulate, administer, interpret and evaluate policies, systems, and activities.
  • Serve as a liaison with accrediting officials, professional organizations, alumni, parents, students and others outside the university on matters related to student records, policies and processes.
  • Provide training to University employees to ensure Registrar associated policies are communicated and applied accurately, efficiently, and consistently.
  • Serve on institutional committees relevant to the academic standards and records operation of the University.
  • Ensure compliance of and maintains curricular revisions approved by the Undergraduate Curriculum Committee, Graduate Committee, and Faculty Senate.
  • Represent the University locally, regionally, and nationally through membership and participation in appropriate professional organizations. Strategic Planning and Departmental Operations oversight
  • Provide strategic planning, direction, and supervision for the Office of the Registrar; establishing short and long-range department goals, objectives, policies, and operating procedures.
  • Monitor and evaluate department effectiveness effecting changes required for continuous improvement.
  • Supervise/manage functions and operations within the Office of the Registrar including overseeing the integrity and maintenance of student records including the student information system components, the University catalog, electronic records storage, registration, student academic records, recording transfer credit, degree audit and clearance, graduation certification, scheduling of courses and final exams, development of the academic calendar for approval by the faculty and administration, and creating and implementing relevant enrollment reports.   • Develop, train, and implement efficient technology-based solutions in efficient and effective support of academic and enrollment goals including Title III and other initiatives.
  • Manage and maintain the audit reporting and advising system, currently Degree Works.
  • Serve as the Institutional administrator for National Student Clearinghouse services.
  • Serve as the Data owner/controller of the Student Information System's (Banner) student information.
  • Collaborate with the Offices of Institutional Research and Assessment and Information Technology in developing reports related to enrollment data and student support services and maintenance of data services technologies. General Athens State University Expectations

    Required Qualifications:
    REQUIRED EDUCATION, EXPERIENCE, STANDARDS, AND TRAINING: • An earned Master’s degree from an accredited University required. Preference for management, information systems or higher education related program field. • Minimum 7 years’ progressive experience of successful planning, management, and administration of a comprehensive academic records office. Preference for experience in a higher education records and registration work environment and project and policy development at the Post-secondary level. • Experience in the high-end managed use of complex computerized student information systems required; experience with Banner strongly preferred. • Experience with the management of a degree-audit system, classroom scheduling tools and student records management software required. • Experienced in extracting data and writing operational student information reports. • Demonstrated leadership experience related to the functions of the registrar, including regulations, policies and procedures related to FERPA, GDPR, SACS COC and other regulatory agencies. • Evidence of effective administrative skills, with a capacity to develop staff and build teams within an organization focused on quality service to students, faculty and the campus community. • Proven and demonstrated commitment to equity, diversity and inclusion. • Record of ethical behavior and integrity with the confidential management of sensitive information. • A commitment to support and contribute to the mission of Athens State University.
