About the Position:
The Total Wellness team is here to assist university employees with CSU comprehensive and flexible benefits packages that are available to them and to provide programs aimed at maintaining and improving employee health and overall well-being, i.e. Financial, Emotional, Physical, Occupational and Intellectual Wellness. We are seeking an exceptional individual to join our team as the COVID-19 Leaves, ADA and Workers Compensation Manager. The ideal candidate in this role should have a positive attitude, an active, energetic mind, and a leadership style that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

The Manager of Leaves, Disability Accommodations and Workers' Compensation is responsible for COVID-19 Wellness and Self-care Re-Entry programs based on 5 Pillars: emotional, physical, financial intellectual and occupational. Also responsible for support the transition of employee's re-entry to campus, virtual wellness services and onsite counseling services along with developing related training, communications and reporting; interpreting and implementing applicable laws, guidelines, regulations and procedures governing COVID-19 CPAL/FFCRA leaves, Disability Accommodations, Workers' Compensation, and Return to Work Programs. Responsibilities also include facilitating the Interactive a Process, developing program guidance and procedures as necessary; and leave of absence log. Must work effectively with all employees, faculty, staff and student employees along with all University departments, other vendors; the University third-party administrator (TPA) and claims adjuster assigned to the University; staff in Environmental Health, Benefits, Payroll, Classification, Employment Services, and Labor/Employee Relations; University Counsel; outside legal counsel; medical providers; supervisors and employees as necessary to resolve claims, leaves, accommodations and achieve program goals. Works under general direction and broad goals set by the Director. Independently exercises considerable latitude in determining and achieving functional unit objectives on a day-to-day basis. Recommends modifications to departmental and campus policies as necessary. Plans and coordinates University programs and responsibilities to assure compliance with the Americans with Disabilities Act (ADA), Sections 503 and 504 of the Rehabilitation Act of 1973, and other federal and state laws and regulations pertaining to persons with disabilities. Manager will work in compliance with applicable internal and external requirements and bargaining agreements. Other duties as assigned.


Essential Qualifications:
Bachelor's degree from an accredited college/university in business administration, human resources, or a related field, or equivalent education and/or experience to successfully perform the aforementioned duties required. Several years of recent progressively responsible experience in human resources. Basic knowledge of applicable education-related regulations. Knowledge of benefits/payroll practices, policies and procedures; federal and state laws and regulations; and internal control practices. Understanding of complex benefits transactions, PeopleSoft systems, PIMS and internal controls. Demonstrated experience and knowledge of California leaves laws, American’s with Disabilities Act accommodations and/or integrated disability management work and experience with Workers’ Compensation claims handling that would enable the individual to successfully perform the functions of the position as described. Thorough knowledge and applicability of leave programs. Ability to develop, facilitate and manage training initiatives. Ability to address a wide variety of issues using excellent judgment for both individual situations and policy formation. Outstanding written and oral communication skills. Ability to work independently as a part of a team. Current knowledge of federal and state employment laws. Experience working with diverse populations. Experience working at or in collaboration with institutions of higher education. Experience in tenure-track faculty and temporary faculty appointments, faculty compensation, early faculty retirement programs, and Unit 3 and Unit 11 bargaining agreements, graduate assistants (GA), teaching associates (TA) and instructional support assistant (ISA) personnel processes. Assists the Director with faculty personnel related topics.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.


Preferred Qualifications:
Experience working with collective bargaining agreements and using PIMS/PeopleSoft. Demonstrated knowledge of State Payroll Procedures Manual, Personnel Information Management Systems and Procedures Manual, PERS Handbook, CSU Policies and Procedures, CSUF policy, Title S, Education Codes. Knowledge of occupational ergonomics.
