Job Description

This position is responsible for the overall business management, staff supervision, and space and facilities organization for the Virginia Center for Coal and Energy Research (VCCER), reporting directly to the Center Director. Provides direct supervision of administrative personnel and works closely with faculty associated with the center to facilitate the center’s mission. Responsible for the management and control of all financial resources including salary budgets, operating and overhead funds, research and instructional grants and contracts, VT foundation funds, and payroll transactions. Coordinates funding of graduate assistantships and tuition waivers with the Department of Mining and Minerals Engineering (MME). Works closely with the Business Manager of MME and with other departments to coordinate faculty salary funding. Responsible for oversight and approval of procurement, travel expenditures, human resource management; development of sponsored project proposals in cooperation with Director and other faculty, sponsored project management, financial forecasting, report development, and relations with the center’s advisory board. Applies knowledge of Virginia Tech policies and of federal and state laws and regulations in all administrative and fiscal areas and establishes controls to ensure adherence to these. Position requires frequent interaction with other VT departments, the public, industry, state and federal government, and oversight of outreach activities.

Required Qualifications

Master's Degree or equivalent experience. Significant experience in accounting, auditing, or compliance. Strong written and oral communications skills. Experience supervising personnel and managing finances at the research center or department level, or equivalent. Functional in the use of MS Word, MS Excel, and Adobe Acrobat.

Preferred Qualifications

Knowledge of Virginia Tech business operations policies and procedures; familiarity with Virginia Tech online financial systems and reports; knowledge of Virginia Tech Foundation policies and procedures. Experience in developing and submitting complex sponsored project proposals (including budgets and budget justifications); experience managing sponsored projects (including subawards). Familiarity with the sponsored project proposal process, reporting and invoicing requirements for the U.S. Department of Energy, particularly the National Energy Technology Laboratory. Familiarity with Virginia Tech proposal approval process and requirements. Experience performing outreach activities and developing outreach materials. Familiarity with Quickbooks accounting software.
