Job Summary

Under the general direction of the Vice President for Student Affairs, the Director of Resource Management provides financial and workforce administration oversight, monitoring, compliance, analysis and guidance for the departments comprising Student Affairs. The Director of Resource Management has fiscal oversight for approximately $81M and more than 30 departments’ fiscal activities in the Division of Student Affairs. The division also includes two auxiliary units which receive guidance from the Director of Resource Management but maintain their own finances.

This position works in coordination with Associate Vice Presidents, division departments and colleagues in the Division of Administration and Finance as well as University Personnel. The Director of Resource Management is responsible for revenue projections and estimates; budget development; monitoring budget versus fiscal expenditures; developing and enforcing policies and practices related to fiscal management; ensuring adequate funding is available to meet division and strategic priorities; development of business plans; leading professional development activities within the division; advising department staff regarding courses of action and compliance with purchasing, accounts payable, accounts receivable and personnel actions; leading development of a workforce strategy; and serving as a liaison with University Personnel on HR matters.

This position must develop an understanding of the nature of operations, business cycles, financial trends and areas of financial risk for each fund type including CSU Operating Fund; Student Success, Excellence & Technology Fees; Professional & Continuing Education Fund, Research Foundation; Tower Foundation; Self-Support Units, Trust Accounts, and Auxiliaries as well as collective bargaining agreements and personnel policies, practices and processes.

The Director of Resource Management leads the division’s Financial & HR Committee and serves on a number of committees and leadership groups including but not limited to VPSA Council, Student Affairs Leadership Team, Finance Advisory Committee and University Personnel Advisory Council.

This is a position in the CSU - Management Personnel Plan (MPP), and serves at the pleasure of the President. This position will require adherence to University compliance training such as: Conflict of Interest and Ethics, AB 1825 Sexual Harassment Prevention, Information Security, and Injury and Illness Prevention Program. The person hired for this position may be required to complete an outside employment disclosure statement in accordance with Title V of the California Code of Regulations.

Knowledge, Skills & Abilities
  • Thorough knowledge of and demonstrated experience in budgetary procedures, accepted accounting principles and relevant software programs
  • Demonstrated experience in long-term forecasting as well as ability to identify short and long-term funding models
  • Demonstrated ability to analyze data and make accurate projections using business mathematics and basic statistical techniques
  • Demonstrated ability to work with mathematical concepts such as probability and statistical inference as well as apply concepts such as fractions, percentages, ratios and proportions
  • Demonstrated ability to interpret and apply financial guidelines, policies and procedures
  • Demonstrated experience in administering human resources functions including recruiting, hiring, supervising and evaluating staff as well as interpreting HR policy
  • Demonstrated verbal communication skills including the ability to make presentations
  • Demonstrated ability to work with spreadsheets and database programs
  • Demonstrated ability to read, analyze and interpret technical concepts, policies, procedures, practices, reports and legal documents as well as respond to inquiries or complaints from regulatory agencies and/or members of the campus community
  • Demonstrated ability to develop positive working relationships with administrators, staff, students, faculty and general public
Required Qualifications
  • Bachelor’s degree in business, accounting or other related area
  • Five years of progressively responsible fiscal administration responsibilities including budget development, budget monitoring, developing fiscal policies and procedures; budget forecasting; compliance; and training
  • Experience in overseeing human resources administration functions
  • Supervision experience
Preferred Qualifications
  • MBA or Master’s Degree in related area
  • University experience
  • Collective bargaining environment experience
  • PeopleSoft experience


Compensation

Classification: Administrator II
Hiring Range: Commensurate with experience
