Job Summary:
Under the direction of the Director of Digital Learning & Technology Solutions and receiving lead work direction from the Lead Special Project ITC (Lead), the position is responsible for a broad range of assignments related to a broad spectrum of computer-based systems in the areas of application software, on-premise, hybrid and cloud-based technologies and systems, enterprise-wide systems, data and business intelligence analytics, database resources, web-based applications and related technologies, open source, networks, hardware support, information security practices.

FLSA: Exempt - This position is covered by health benefits, and is exempt, (not eligible for overtime compensation) according to the Fair Labor Standards Act.

Department Information:
The College of Continuing Education (CCE) has been offering workshops, courses, certificates, and degrees to adult learners since 1951. CCE has evolved over the years to meet regional and statewide needs through a variety of services for the community. Currently, CCE cultivates and maintains strong relationships with local and state government leaders and policy makers by offering innovative education, training, and workforce solutions. Additionally, CCE provides service and expertise to Californians through conferences, stakeholder engagement, and capacity building among diverse stakeholders to address complex issues that inform public policy and constituent groups.

Minimum Qualifications:
To enter this classification, a basic foundation of knowledge and skills in technical information systems and application program packages is a prerequisite. This foundation would normally be obtained through a bachelor’s degree in computer science, information systems, educational technology, communications, or related fields, or similar certified coursework in applicable fields of study. Foundation knowledge and skills for the Information Technology Consultant, depending on the nature of the position assignment, may include working knowledge of common software application packages, equipment platforms, reference database systems and sources, and training methods and a basic understanding of networks, data communication and multimedia systems.

Required Qualifications:
Experience with:
1. Data, database, data-driven business intelligence and related applications (SQL, Postgres, Mongo, SQL Server Microsoft Excel pivot tables and SQL integrations, Power Platform, and related technologies).
2. Cloud-based technologies (such as Azure, AWS).
3. Enterprise-wide systems in a Microsoft environment.
4. Web-based applications such as advanced HTML, CSS, XML, APIs, PHP and related frameworks.
5. Scripting languages (such as JavaScript)
6. Third-party application support with established web development frameworks such as ColdBox, and content management systems such as Canvas or Moodle.
Knowledge, Skills, Abilities:
7. General knowledge of data, database applications, relational and non-relational databases, data analytics and business intelligence reporting.
8. General knowledge of enterprise-wide systems, application systems, learning management systems and related technologies.
9. General knowledge of Agile methodologies and ITIL® service practices.
10. General knowledge of application programming, scripting, testing methods and related techniques.
11. General knowledge of information security practices and pair-programming quality assurance methods.
12. General knowledge of networks, data communication, multimedia systems, multi-platform working environments.
13. Ability to analyze problems, propose effective solutions, understand functional and procedural requirements.
14. Demonstrated ability to troubleshoot, isolate and repair application errors.
15. Ability to document application objects, processes and procedures utilizing tools such as Microsoft Project, Visio, Sharepoint, and related application and tools.
16. Ability to prioritize, organize, manage and implement tasks, maintain milestones and produce deliverables on time.
17. Ability to communicate effectively in a team-focused collaborative environment with management, staff, instructors and clients to develop work plans, troubleshoot and/or solve problems.

Preferred Qualifications:
19. Work experience with Scrum framework, DevOps culture and ITIL® service practices.
20. Work experience in a higher education setting, with customer service experience in a learning environment, working with students, staff, faculty, administrators, and external stakeholders.
21. Work experience documenting and creating workflows and processes related to the core functions of the position.
22. Earned industry certifications in cloud computing such as Azure and AWS, ITIL® certification, and related certifications such CompTIA A+, Network+, and/or Security+.
