Research Integrity and Compliance Analyst (AA/S Ex. II)

Classification Title: Administrative Analyst/Specialist - Exempt II

Job Summary:
The Analyst plays a central role in ensuring the responsible and ethical conduct of certain research across campus, in particular focusing on integrity and compliance in the following areas:
  • Research utilizing hazardous materials, or recombinant or synthetic nucleic acid molecules (IBC) administration
  • Centers and Institutes (C&I) policy and procedure refinement and administration
  • Financial conflict of Interest (FCOI) administration
  • Responsible Conduct of Research (RCR) training administration The Analyst in this position is charged with:
  • Serving as a primary point of contact for the Institutional Biosafety Committee (IBC), Centers & Institutes (C&I) policy compliance, Financial conflict of interest (FCOI) policy compliance, and Responsible Conduct of Research (RCR) training compliance;
  • Serving as the primary administrator for founding the Institutional Biosafety Committee (IBC), handling all protocol administration, review management, coordination with Chairs, minutes, correspondences, and interactions with members and campus researchers;
  • Serving as the secondary administrator for the IRB and IACUC as needed and able, including administrative and exempt reviews, protocol administration, review managements, minutes, correspondences, and interactions with committee members and campus researchers;
  • Working with the AVP and fellow compliance officer(s) on developing and refining policies and procedures and overall compliance strategies to meet applicable regulations and University policies while minimizing administrative burden on investigators;
  • Monitoring and analyzing current and proposed federal and state policies and regulations and recommending changes in campus policies and procedures to ensure compliance and appropriate reporting;
  • Developing and implementing and/or sustaining research integrity and compliance related educational and training programs for researchers via webinars, workshops, seminars and other outreach and training media in conjunction with existing and overlapping policy and regulation.
  • Maintaining relationships with CSU campuses and other entities to stay informed of system-wide practices and lead, contribute to, or follow system-wide discussions which apply to or affect the campus.

    FLSA: Exempt - This position is covered by health benefits, and is exempt, (not eligible for overtime compensation) according to the Fair Labor Standards Act.

    Minimum Qualifications:
    Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor’s degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

    Required Qualifications:
    1. Bachelor’s degree in a field relevant to research compliance or research administration and/or equivalent training and work experience; 2. Experience in research administration, regulatory compliance or Institutional Biosafety Committee (IBC), or an equivalent combination of education and experience; 3. Foundational knowledge of research administration principles and practices, for example, knowledge of federal and state regulations and policies regarding research involving biosafety, responsible conduct of research (RCR), financial conflict of interest (FCOI), or human and animal subjects; 4. Experience administering review, meetings, inspections, minutes, and education for an IBC, Animal Care and Use Committee (IACUC), Institutional Review Board (IRB), or other similar committee; 5. Experience reviewing faculty and student research protocols for IBC, IACUC, or IRB; 6. Ability to work independently to review, interpret, and analyze protocols; make appropriate determinations; and recommend specific protocol revisions needed to achieve approval; 7. Ability to work independently to administer campus policy and procedure surrounding Centers and Institutes (C&I) involving the conduct of annual audits, collection and creation of reports, operational mentoring, and make recommendations for closures when appropriate; 8. Demonstrated ability to analyze situations independently to determine when consultation is necessary and track large numbers of protocols and related documents through the review, revision and approval process for a review committee; 9. Excellent written and oral communication skills, including the ability to adapt communications style to varying audiences; excellent organizational skills and the ability to compose clear and detailed correspondence, reports and guidance to researchers as well as reports to Office of Research, Innovation, and Economic Development (ORIED) management; 10. Ability to interpret complex regulations and campus policies and also guide, train and be a resource to staff and others in their interpretation; ability to manage challenging situations with researchers on behalf of ORIED, IBC, IACUC, IRB, or other committees; 11. Ability to organize and plan workload and projects including the handling of multiple priorities while making independent decisions and exercising sound judgment; 12. Proficiency in balancing regulatory compliance requirements against practical needs and limitations; 13. Experience conducting training sessions and workshops; 14. Demonstrated ability to establish and maintain effective working relationships within/outside the work group and serve as an effective and professional liaison for ORIED with committees and governing federal agencies; 15. Proficiency using standard office software, such as MS Word, Excel, Access and research compliance software. Conditions of Employment - Ability to successfully pass a background check.

    Preferred Qualifications:
    16. Master’s degree; 17. Five years of administrative/program experience in research administration, research compliance and/or research ethics; 18. An in-depth understanding of operational requirements related to the management and implementation of IBC review processes with demonstrated ability to envision and articulate future direction, to develop and enhance systems for committee review, and ability to develop policies and procedures that are comprehensive and practical; 19. Advanced technical competence in a broad range of research administration and research compliance issues; 20. Advanced knowledge of risk management as applied to research with ability to formulate broad range of policy recommendations; 21. Highly experienced in program development and problem-solving techniques; 22. Completed the Collaborative Institutional Training Initiative (CITI) online course for human subjects, animal subjects, biosafety, responsible conduct of research, financial conflict of interest, or other research compliance course; 23. Certification in a research compliance field (i.e. Registered Biosafety Professional (RBP), Certified Biological Safety Professional (CBSP), Certified Professional in IACUC Administration (CIPA), Certified IRB Professional (CIP), etc.)
