    Facilities Planning & Management is here to provide, maintain, and enhance the campus community in support of the University's mission. Facilities Planning & Management consists of two divisions whose combined scope encompasses all aspects of Facilities at California State University, San Bernardino: Facilities Management and Facilities Planning, Design & Construction.


    Job Summary

    Under general direction for support of the San Bernardino and Palm Desert Campus, Facility Controls Specialist (FCS) maintains, services, and repairs the automation systems that serve the heating, ventilation, air conditioning, refrigeration, water, and plumbing equipment both in the Central Heating and Air Conditioning Plant and in decentralized utility centers throughout the campus regularly and as listed on the CSU Classification Standards of a Facility Controls Specialist.

    HVAC EQUIPMENT AND SYSTEMS

    Under the direction of the Chief Engineer and/or Designee:
  • Maintain, service, repair, and inspect HVAC equipment systems and automation controls in the Central Heating and Air Conditioning Plant and in decentralized utility centers and pools throughout campus on a regular rotating duty basis, with the primary focus on the monitoring and maintenance of building automation.
  • Install, modify and adjust computer-based heating, ventilation, and air conditioning equipment and systems.
  • Fabricate and implement programs or building control strategies for digitally controlled or global supervisory controlled systems, troubleshoot, design, and modify programs for building automation systems.
  • Repair and maintain individual hardware and software components.
  • Perform major-to-minor overhauls which include disassembling and inspecting all parts, replacing worn and defective parts, reassembling all equipment and controls, and testing to ensure proper function.
  • Perform major-to-minor repairs of microprocessor-based automation systems.


TROUBLESHOOT, CALIBRATE, TEST, ADJUST AND REPAIR HVAC EQUIPMENT CONTROLS, AND SYSTEMS IN THE CENTRAL PLANT AND ON-CAMPUS BUILDINGS

Operate, maintain, troubleshoot and repair DDC Facility Control Networks which includes:
  • System front-end processors, hardware, software, field devices, and stand-alone controllers.
  • Monitor, troubleshoot, design, modify, calibrate and program system features, and respond to technical and mechanical problems, either remotely or on-site.

Be thoroughly conversant in the software operation of the applicable building automation systems to diagnose, repair, and maintain complex HVAC systems and their components.

Hot & Cold Calls:
  • Responds to heating and air conditioning trouble calls in campus buildings and takes appropriate corrective action.
  • The response shall be as assigned by Supervisors or in their absence as dictated by the nature and seriousness of the reported problem. Occupants shall be treated courteously and informed of the action taken. The Plant Operator shall be informed of adjustments that may affect HAC operations and a trouble log should be filled out promptly.
  • Respond to temperature calls generated from State & Non-State facilities as indicated by setting forth MOU's.


Maintenance & Repairs:
  • As assigned and scheduled or as necessitated by emergency conditions. Work shall be of journey-level quality and shall meet applicable building and safety standards. Supervisors shall be kept informed of progress on jobs. Employees shall be expected to determine necessary parts and materials. The status of equipment and/or abnormal conditions shall be communicated to the Central Plant Operator as well. All work shall be promptly and accurately documented on work orders and history cards other appropriated records as instructed.
  • Performs Reactive, Preventative, Predictive maintenance and repairs on HVAC equipment and automation control systems, including determining the root cause of failure, troubleshooting, and repairing equipment & or systems. Utilizes specialized equipment to make repairs to return the equipment into operations.
  • Installs OEM, aftermarket parts, and equipment, controls, and makes modifications and alterations to equipment with approval of Supervisor or Chief Engineer.
  • Perform preventative maintenance on HVAC equipment both in Central Plant and in decentralized facilities.
  • As scheduled per posted PM sheets and as scheduled by supervisors. All work shall be promptly documented on appropriate forms and records.
  • Calibrate, test, adjust and repair HVAC & equipment. DDC controls and ancillary systems in the Central Plant and on-campus buildings, as assigned and required to maintain safe proper operations and as necessitated by system upsets and/or emergencies.
  • Perform as assigned and scheduled or as necessitated by emergency conditions.
  • Work to be of journey-level quality and shall meet applicable building and safety standards.
  • Keep supervisors, and Chief Engineer informed of progress on jobs.
  • Determine necessary parts and materials.


Equipment Inspections:

Inspections shall normally be conducted daily or weekly basis. The purpose of the inspections is to determine the safe and functional operating conditions of the equipment. The use of journey-level trade knowledge is essential. Malfunctions and/or abnormal conditions which require additional corrective action shall be reported to your supervisor after completion of rounds and written on to the control room status board.
  • Equipment shall be inspected based on Manufacture recommendations or by the policy of the University based on factual data.
  • Promptly and accurately document work on "work orders” and other appropriate records as instructed.


Central Plant:
  • Perform routine shift duties by posted instructions and at times and frequencies specified.
  • Test and treat water by posted instructions and as necessary to ensure proper protection of all affected systems.
  • Maintain logs, charts, and records by posted instructions. Logs shall be neat, complete, and legible. Records shall be completed at times and frequencies specified.
  • Operate DDC Facility Control networks. Be able to access system terminal and do simple overrides, etc.
  • Operates and maintains Heating and Air Conditioning Plant machinery and systems in accordance with accepted "Good Engineering Practices" regarding methods, housekeeping and general practices and in accordance with posted instructions, memos and verbal orders.


House Keeping:

Maintains the inventory of materials and supplies and keeps supervisors informed of needs.
  • Keeps floors, equipment rooms, tunnels, and aisles clear and clean. Promptly cleans up debris from work processes. Keeps floors, tools, and equipment grease-free and clean to continually affect a safe and clean work environment. Uses all required safety devices and equipment, and follows all verbal and written safety instructions. Conducts fire safety practices such as storing oil rags in a covered metal container.

INVENTORY
  • Maintain inventory of materials and supplies.
  • Keep supervisors informed of needs.
  • Use appropriate materials or parts needed list for routine supplies
  • Document and keep supervisor informed when parts and supplies are received.
  • Put away parts and supplies neatly and in the proper place.


Other duties as assigned.

As mutually understood and as directed based on day-to-day conditions and needs of the campus.

Employment Status: Full-time, Probationary "Non-Exempt" position, with the possibility of converting to permanent.

Work Schedule

Monday through Friday from 7:00 am to 3:30 pm, weekends and evenings may be required.


Education and Experience
  • Four (4) or more years of progressively responsible skilled journey-level experience diagnosing, repairing and maintaining large, complex and sophisticated heating, ventilation, refrigeration and air conditioning and water treatment systems.
  • Experience installing, inspecting, servicing, repairing, replacing and calibrating building automation and contort systems.
  • Experience using programming features of building automation systems.

Salary:

Anticipated Hiring Range: $6,100 per month

Classification Salary Range: $6,034 - $7,651 per month
