Description/Job Summary
This position manages and supports the Adult Basic Education and English Language Services Departments with the development and implementation of basic skills and community-based programs. Responsibilities/Duties
  • Coordinate and oversee the implementation of Adult Basic Education, alternative high school diploma and family literacy.
  • Coordinate activities including academic counseling, community relations and administrative matters related to grant budget monitoring;
  • Coordinate testing, placement, and monitoring activities;
  • Coordinate College relations with the Department of Labor, Licensing and Regulations and the foreign-born community;
  • Oversee grant funded activities to ensure alignment with the requirements of the grant.
  • Ensure student outcomes are assessed and monitored each quarter and as required by funding and grant requirements.
  • Oversee all aspects of these programs including, but not limited to, curriculum development, contract arrangements, staff, budget development, student assessments, retention and success.
  • Work in partnership with college credit department to collaborate program services to strengthen transition to post-secondary education for students.
  • Establish new partnerships with key community leaders and workforce training partners
  • Directs all Adult Basic Education, English Languages Services and high school diploma activities within the Workforce Development and Continuing Education Division deemed critical to achieving a measurable output or outcome directly related to one or more of the college’s strategic goals.
  • Develops and implements regulations, policies, procedures, and guidelines for the Adult Basic Education and monitors and evaluates their effectiveness.
  • Advises and makes recommendations to the Vice President or higher-level College official concerning the Adult Basic Education programs.
  • Develop new collaborate with Baltimore City Public Schools to market services and expand program needs for students.
  • Collect data and produce reports as requested or needed;
  • Monitor student success and program performance outcomes using data-based analysis;
  • Design and implement support services for Adult Basic Education and English Languages Services including volunteer programs, internships and cooperative programs;
  • Provide internal and external evaluation of Adult Basic Education program activities;
  • Design recruitment and retention initiatives;
  • Generate enrollment, revenue and FTE;
  • Develop strategic plans for the area;
  • Other related duties as assigned.
Required Qualifications
  • Bachelor’s degree in Education
  • 5 years of experience in developing and directing adult basic education programs or experience with K12 at the supervisory level
Preferred Qualifications
  • Master’s degree in Education
  • 10 years experience in developing and directing adult basic education programs.
