Mission or Goal of Unit
The primary mission of Virginia Commonwealth University ( VCU ) School of Dentistry is to educate practitioners in Dentistry who are capable of meeting the general oral health needs of the communities they serve. Integral parts of the mission are research, other scholarly activities, patient care, leadership in dental education as well as organized dentistry. Virginia Commonwealth University, School of Dentistry, is seeking applicants for a full-time faculty position to serve as the Executive Associate Dean for Finance. The primary purpose of this position is to support the missions and goals, with responsibility for the school’s financial management, budgeting, and administration. The position will collaborate with our leadership, serving strategically with deep integrity and an ability to be forward-thinking. The position reports to the Dean of the VCU School of Dentistry, VCU Dental Care Board of Directors, and builds relationships with colleagues in the School and across the University. The School of Dentistry reports to the VCU Senior Associate Vice President for Health Sciences. Position Responsibilities
Manage and lead the school’s finances, budgeting and month-end close processes
• Functions as Chief Financial Officer ( CFO ) for the VCU School of Dentistry and VCU Dental Care (the “Corporation”). Provide leadership in annual and long-range financial planning and management for current financial operations of the School and Corporation. Advises the Dean on all matters related to finance, budget planning, and resource allocation. Provides leadership and guidance in financial matters to the School’s and Corporation’s Board of Directors, department chairs, faculty, unit managers, and staff. Partners with department chairs to support their strategic initiatives and funding needs.

• Administration of funding sources, budget preparation and budget management to ensure adequate resources are available at all times to cover necessary expenditures for programmatic needs for the School. Leads scenario-planning analyses to model potential outcomes of the school’s strategic initiatives. Advises the Dean and the VCU Dental Care Board of Directors on the prudent use of school funds and predictive outcomes.

• Financially model and coordinate with University Central finance on tuition and student fee changes and provide a multi-year model of the impact. Coordinate presentations to the campus with the Dean and Academic Affairs. Communicate internally with key stakeholders to discuss the impact of changes and school budgetary needs.

• Oversight of Accounting and Clinical Finances to provide best practices and maintain school-specific financial policies and procedures to maintain or increase financial internal controls. Serves as the school’s expert on funding and accrual accounting practices and financial internal controls. Advises the Dean and the VCU Dental Care Board of Directors on the prudent use of funds in both global and specific capacities, as well as methodologies to strengthen internal controls.

• Serves as Compliance Assurance Officer in fiscal matters related to Federal, State, and University laws and policies. Ensure all School and Corporate financial operations are within complete compliance with laws and policies as well as billing compliance and sound audit practices.

• Collaborates with units of the School such as Facilities, Human Resources, and IT in supporting clinical, educational, and research efforts. The Executive Associate Dean will have a significant role in supporting the School’s need for a new campus building which will provide additional space capacity, state-of-the-art operatories, laboratories, and research space. Will project, plan and support strategic initiatives as directed by the Dean.

• Responsible for Finance, Continuing Education, Marketing and Information Technology staff with direct supervisory responsibility for the Directors of Finance for the School of Dentistry and VCU Dental Care, Marketing, CE, and the Chief IT Officer.

Responsible for Clinical Finance and Revenue Cycle Internal Controls
• Responsible for the Clinical Revenue Cycle including the management of VCU Dental Care Practice Managers. In cooperation with Clinic Chairs, will update and communicate clinical financial policies.

• Provides guidance to maximize revenue cycle clinical practices from front desk operations to billing and collections. Manages the School’s billing and accounts receivable processes to maximize patient collections which support clinical operations.

• Supports audit functions, internally and in support of university audits, external audits and payer audits.

• Serves as primary finance resource for financial modules and activities in the Electronic Patient Records system to ensure proper billing and accounting practices.

• Responsible for modeling payer contracts and the setting of contractual fees and terms. Collaborates with Virginia Commonwealth University VCU Dental Care and VCU Health Systems as well as legal organizations as needed to support the School of Dentistry’s contractual needs.

• Reviews material purchasing agreements for the school prior to forwarding to University Purchasing or University Legal for final review and signature by University officials. Examines purchasing practices of the school to best leverage supply economies of scale. Provides guidance on internal controls for inventory management purposes.

Ensures Timely, Accurate Administration and Financial Reporting
• Provides and reviews monthly or more frequent financial reports to the Dean, VCU Dental Care Board of Directors and the school’s leadership. Provides financial analyses as requested for specifically proposed initiatives. Prepares analytics trending data, comparing past performance, and making projections for the future.

• Oversight of daily financial activities of the School to ensure timely payment of all obligations, periodic balancing of all accounts with University records and rapid responses to all requests for information by University Administration. Ensure that monthly financial reports are prepared and distributed to the Dean and individual units. Supports the university’s month-end and year-end accounting closing processes. Review all contractual agreements, or delegate to finance staff as prudent, before submission to vendor or university procurement.

• Coordinates salary increase process in partnership with State and Corporate entities and VCU Dental Care Practice Managers. Assists with faculty and staff recruitment and retention efforts.

• Oversight of student tuition and fee setting processes for the VCU School of Dentistry along with associated payment processes. Coordinates activity with Associate Deans for Academic, Admissions, Clinical and Student Affairs.

• Assists in or prepares specific financial and administrative reports such as the budget planning document, school-based tuition proposals, faculty recruitment and retention and additional reports requested by the university or credentialing agencies. Oversee other reports and delegate to other members of the Finance staff as necessary and prudent.

• Responsible for oversight of dental school use of university financial systems and tools, technology solutions and financial aspects of the electronic patient record system. Develop an annual Medicaid reimbursement Cost Report to include time systems used by the university and the corporation.

• Work with the University and Corporate representation to coordinate malpractice insurance coverage as necessary for staff, students, residents and faculty. Periodically review the premiums for appropriateness. Assess periodically and institute corporate employee benefits plan.

• Comply with all EEOC guidelines. While supporting the Dean and School’s leadership, the Executive Dean will promote and strengthen diversity, equity and inclusion as integral to the mission and excellence of the School.

• Attend the School of Dentistry Executive Committee and other School leadership meetings and serve on campus committees at the discretion of the Dean.

• Attend VCU Dental Care Board of Directors meetings and provide Board leadership when necessary.

Teaching
All faculty members of the School of Dentistry are expected to teach in an integrated curriculum system that includes baccalaureate, graduate, and professional education. Teaching across traditional departmental lines and in multidisciplinary teams is required. The faculty member is expected to foster transformative learning that is informed by interdisciplinary and translational research, teaching, scholarship, and creative expression. As appropriate, the faculty member provides clinical and classroom teaching and supervision in both the predoctoral and postdoctoral clinics. Teaching duties shall include medical students, dental students, graduate students, allied health students, residents, fellows, and colleagues where appropriate. Teaching responsibilities also shall be considered to include preparation of instructional materials, evaluative materials, testing and maintenance of personal professional skills through continuing education, advising and mentoring trainees, and participation in academic reinforcement programs. Other teaching duties can be negotiated based on candidate qualifications.

Research
Research is not required for this position however advancement in rank will require presentations at national meetings and participation in appropriate academic organizations, and scholarly products. The percent research can be negotiated based on candidate qualifications.

Clinical
Participation and intramural private practice is available and can be negotiated based on candidate qualifications.

Service
All faculty members will be expected to serve the School of Dentistry and Virginia Commonwealth University by serving on committees and task forces as requested. In addition, participation in dentistry-related community and professional service activities is strongly encouraged. Participation in regional and national level professional service is also encouraged. Required Qualifications
Candidates will have a broad set of accounting and clinical finance skills, and should embody the following qualifications and attributes:

• Master’s degree in business administration or accounting/ finance, with a proven track record of successful leadership of accounting functions, clinical finance practices and support of academic, clinical and research missions.

• Extensive accounting experience directing month-end close processes, accrual accounting and year-end accounting closes.

• Considerable clinical finance experience, including oversight for the revenue cycle of a school or corporation including patient clinical support staff, billing staff, accounts receivable management and collections. Experience with student clinic and dental faculty practice plans and fund flows.

• Significant experience supporting payer contracting, negotiations of fees and payer contractual terms.

• Strong ability to build and deliver financial models and lead School’s/Corporation’s annual and long-term budgeting cycles. Ability to support multi-year planning and complex resource allocation methodologies. Proven ability to complete academic portfolio analysis, such as program revenues/ costs and credit hour analysis.

• Strong business acumen, with analytical ability to model and scenario plan, conduct trend analysis, and support complex challenges and strategic growth.

• Prior experience with research administration, start-up funding, and commitment tracking.

• Knowledge of academic and student affairs workflows, dental student recruitment, admissions and support. Experience with student dental clinics and their challenges.

• Experience supporting internal dental specialty clinics, and clinical service agreements with external parties.

• Ability to represent the school effectively and build relations with the VCU Health Systems, Campus Finance, internal and external constituents, to be an advocate for the School and a liaison to external stakeholders.

• Strong written and verbal communication skills, critical thinking skills.

• Ability to manage multiple projects and priorities, project plan large initiatives, mitigate risk and identify internal control and other risks.

• A high level of professionalism and demonstrated commitment to supporting the development and training of staff.

• Demonstrated experience working in and fostering a diverse faculty, staff, and student environment of learning or commitment to do so as a faculty member at VCU . Preferred Qualifications
• Experience with a patient electronic record system (electronic health record), including financial controls integral to the system, such as rate tables, payer setup, billing and clinical reporting. Knowledge of user roles and segregation of duties in clinical financial settings preferred.

• Prior experience working in a public university setting, preferably in a dental school financial leadership position.

• Knowledge of university General Ledger systems with an ability to use financial reporting tools.

• Knowledge of state funds flows and budgeting processes, and state and federal compliance policies.

• Experience with accrual accounting methods, Axium Dental Software, Responsibility Center Management ( RCM ) budget models, Ryan White and Medicaid funding.
