Contract and Associate Contract Review Officer


Location: Off Campus Location - Eligible to work anywhere within or outside the state of Idaho.

Position Summary:
The Office of Research and Economic Development is seeking to fill two contract review positions.

The Contract Review Officer is within the Office of Sponsored Programs (OSP), and is responsible for protecting the university's legal interests and maintaining its externally sponsored research operations within the scope established by law through the review, evaluation, and negotiation of complex and high risk contracts and the preparation and placement of complex subcontracts. The Contract Review Officer must exercise sound decision-making and problem-solving skills in the negotiation of contracts and in the ongoing monitoring of contract activities. The Contract Review Officer is also responsible for the on-going review of regulations affecting governmental, foundation, and industry sponsored contracts and assisting in the development of administrative procedures to comply with such regulations. The Contract Review Officer supervises the Associate Contract Review Officer.

The Associate Contract Review Officer (ACRO) works under the direction of the Contract Review Officer. The primary function of the Associate Contract Review Officer is to ensure the University complies with state, federal, and internal regulations and policies in the contracts it executes with external parties. This is done by reviewing, negotiating, and drafting sponsored research contracts, subcontracts, sub-awards, and proposals between the University and the external parties in order to ensure compliance with those regulations and policies. The ACRO must also work with individuals from state agencies, industry, non-profits, foreign entities, and other universities as well as people within the University of Idaho. The position is expected to work independently.

Applicants will be considered for both positions. Salary Range, depending on education and experience:
  • Contract Review Officer - $69,000 or higher DOE
  • Associate Contract Review Officer - $55,000 or higher DOE



    Minimum Qualifications:
    Contract Review Officer:
    Master’s degree or J.D. with an emphasis in contract negotiation or research administration
    Associate Contract Review Officer:
    Bachelor’s Degree Contract Review Officer:
    • 5 years of experience negotiating and monitoring contracts and subcontracts
    • Experience resolving conflicts in a work environment.
    • Experience making and relaying management-level decisions
    • Experience editing and writing business correspondence using proper grammar and punctuation as demonstrated in application materials • Experience balancing multiple deadlines that require a high degree of attention to administrative details

    Associate Contract Review Officer:
    • Demonstrated experience in negotiating or conflict resolution.
    • Experience analyzing issues and recommending solutions.
    • Experience providing customer service.
    • Experience meeting deadlines or working in high pressure situations.
    • Experience working independently or with minimal supervision.

    Preferred Qualifications:
    Contract Review Officer:
    • Two years’ supervisory experience.• Three years’ experience in preparation and negotiation of contracts.
    • Three years’ experience in university research administration.
    • Strong service orientation.
    • Demonstrated knowledge of federal grant and contract administration.
    • Working knowledge of the Federal Acquisition Regulations, including knowledge of clauses that are applicable to educational institutions, those that are applicable but not acceptable, and those that are not applicable.
    • Demonstrated knowledge of federal policies governing the administration of contracts, grants, cooperative agreements, and subcontracts at educational institutions, including the Federal Acquisition Regulations (FAR), Uniform Guidance (2 CFR 200) and federal agency specific requirements.
    • Working knowledge of spreadsheet, database, and document creation software.

    Associate Contract Review Officer:
    • J.D., MBA, or MPA degree • Previous experience negotiating and/or drafting grants & contracts.
    • Experience using Adobe Pro to make forms and compile documents.
    • Strong service orientation.
    • Working knowledge of 2 CFR 200 and other federal grants regulations.
    • Working knowledge of the Federal Acquisition Regulations, including the ability to determine which clauses are apply to a situation and when a clause is unacceptable.
    • Working knowledge of Idaho State Board of Education policies.
    • Using word processing, spreadsheet and email software• Basic knowledge of intellectual property law.
