Data and Performance Program Manager - Center for Government Excellence

The Center for Government Excellence (GovEx) is seeking aData and Performance Program Manager to lead its Executive Leadership Program, a new initiative integrating training and coaching to build the data use and management capacity of mayors and their c-suites to develop skills and deliver impact at scale and inform the practice of technical assistance support for governments. In partnership with the Academic Manager, the Program Manager will work to design and lead GovEx’s accelerated leadership program, including the development and implementation of a new data curriculum for 100 cities across the US, Canada, and Latin America.

The Program Manager will be responsible for leading a blended learning experience through specialized interactions (e-learning courses and workshops, coaching calls, peer-to-peer learning), expertise from some of the field's most accomplished practitioners, and non-partisanresearch to support evidence-based practices in governmentleading to measurable impact in the city. The Program Manager partners with relevant stakeholders and can build relationships at all levels, from residents to elected officials. Serves as CCI’s expert on data and performance management practices, proactively identifying opportunities to increase the effectiveness of city leaders through data training and champion the value of sustained leader learning.

The Program Manager will be responsible for embedding an equity framework and ensuring the successful integration of GovEx’s service delivery model into the curriculum design. The role will also work with the Deputy Director of GovEx to align the program with in-depth technical assistance and coaching to mayors and their staff to further develop their data practice skills, training provided to city leaders and human resource teams, city certification, and other technical assistance and training services provided through GovEx . In addition, the Program Manager is responsible for managing a team of mayoral fellows and instructors that are subject matter experts in data use and management.

The selected candidate must possess a proven track record of success in the public sector, have experiencedelivering coaching for mayors or c-suite leaders. We are seeking a highly skilled visionary with a strong knowledge and background in data use and performance management practices. In addition to real-world experience working in the public sector with mayors and c-suite leaders, the Program Manager must be a strong leader with excellent management and communication skills.

The position reports to the Deputy Director GovEx Executive Leadership Program, working closely with the applied research, training, and technical assistance teams and collaborating with subject-matter experts and staff responsible for technology and knowledge management.

Specific Duties & Responsibilities:

Program Development (15%)

  • Establish practice standards for trainings and technical assistance efforts.
  • Provide consultation to the Academic Manager to embed data use and management content development for the Executive Leadership Program.
  • Collaborate with the Academic Manager to lead the development of the Executive Leadership Program’s organizational goals, planning, and strategic development.
  • Lead the implementation, growth, and evaluation of the Executive Leadership Program’s curriculum for mayors and their c-suites.
  • Partner with the Monitoring and Evaluation Officer and Academic Manager to establish and monitor baseline measures and perform needs assessments in the form of surveys, focus groups, research, and/or interviews.
  • Lead and coach fellows and subject matter experts to promote demand-driven, customized training and educational services delivered for state, national, and international public and nonprofit organizations.
  • Work with subject matter experts from the Americas (United States, Latin America, and Canada) to develop a comprehensive program for government leaders.
  • Work closely with the learning management system lead and Monitoring and Evaluation Officer to regularly report on learning outcomes.
  • Collaborate with outside institutions and organizations to develop and implement approaches for training government leaders.
  • Promote innovative methods, technologies, and approaches in areas where traditional methods have been ineffective or not applicable.
  • Stay current with state-of-the-art developments, best practices, and trends in coaching government officials in leading and/or transforming the culture of data use and management across city governments.
  • Lead the center’s understanding of trends in coaching executive leaders about government data usage, performance management, and analytics.
  • Partner with the Academic Manager to provide insight into developing assessment methods and competencies for completion for data and performance practices.
  • Partner with Academic Manager and Monitoring and Evaluation Officer to develop and deploy program evaluation methods.
  • Use feedback and evaluations to inform fellows and subject matter experts.
  • Align team level goals with operational and company-wide goals and objectives.
  • Analyze previous course evaluations to enhance best practices in coaching city leaders.
  • Attend design sessions with the Director and Deputy Director of GovEx and other staff to align the Executive Leadership Program with in-depth technical assistance, coaching, training, certification and other services provided to city leaders and human resource teams through GovEx.

Staff Management (25%)

  • Manage and supervise fellows, instructors, and subject matter experts.
  • Hire, train, manage, supervise, and coach a team to set and achieve strategic goals and support a values-based organization and team culture.
  • Assign staff to projects appropriately and oversee their successful completion of these efforts.
  • Develops, recommends, and administers policies, procedures, and processes in support of programmatic operations.
  • Implements and monitors compliance with approved policies, procedures, and processes.
  • Managing all phases of the team and workflow.
  • In collaboration with the Deputy Director, serve as hiring manager, including development of job descriptions, onboarding, and evaluation plans.
  • Manage ongoing professional development of staff and career pathing to improve team talent, skills, and capacity.

Program Management (50%)

  • Manage the delivery of the Executive Leadership Program.
  • Partner with the Deputy Director to develop short-term and long-term data use and management practice strategies and objectives, and detail the progress and status of various priorities with partner organizations and funders.
  • Coordinate multiple executive level learners with GovEx staff, partner organizations, and philanthropic funders in collaboration with the GovEx Director.
  • Identify new opportunities to improve internal processes to allow successful delivery of the Executive Leadership Program.
  • Maintain regular tracking of the delivery of the Executive Leadership Program through Asana and provide updates to funders as needed.
  • Manage budgeting and spending for program delivery throughout the fiscal year.
  • Provide expert advice and leadership to define and continued enhancement of the program to reflect the current best practices for data use and management practices.
  • Partner with Deputy Director of GovEx to align the program with technical assistance focused on data use and management.

Internal and External Relations (10%)

  • Partner with the Deputy Director of GovEx to align the program with in-depth technical assistance, coaching, training, certification and other services provided to city leaders and human resource teams through GovEx
  • Build and maintain strong relationships with elected officials, city leaders, and other critical stakeholders
  • Partner with the Academy Manager to identify best practices and subject matter experts in data use and performance management to support the curriculum
  • Represent GovEx to external stakeholders including governments, philanthropic and nonprofit organizations, and academic and public sector leaders
  • Conduct outreach to government executives and senior staffers in support of the Executive Leadership Program
  • Communicate and attend meetings with internal and external partners regarding program logistics
  • Collaborate with internal and external evaluators to track and report program participation and demographics

Minimum Qualifications (Mandatory):

  • Bachelor's degree in related field.
  • Five years related experience.

Preferred Qualifications:

  • Master’s degree in public policy or related field.
  • At least two years experience in the field of public sector data use.
  • Knowledge of the field of government data and how it is used improve service delivery.
  • Experience managing diverse teams.
  • Additional education may substitute for experience, and additional experience may substitute required education to the extent permitted by the JHU Equivalency Formula.
  • Strong grasp of curriculum development, instructional design, and training adult practitioners.
  • Capacity to work independently and in a results-oriented workplace.
  • Experience in the creation or direction of performance management or data analytics curriculum or courses.
  • A record of strong professional achievements in public policy, public administration, or a related field.
  • Unique understanding of academic needs and use this knowledge to serve in a consultative capacity.
  • Conduct meaningful program evaluations, interpret data, and communicate results.
  • Proven ability to develop, manage, and thrive in relationships with public sector executives and senior staffers.
  • Seasoned personnel skills to manage a team of mid-level professionals.
  • Ability to work in and lead teams in a result-driven workplace.
  • Extensive familiarity with government, nonprofit, and philanthropic stakeholders.

JHU Equivalency Formula:  30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.  Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
