This a full-time, 40-hour per week position. This position is dependent upon grant funds. PURPOSE: The Community Engagement Worker's primary function is to provide critical outreach, case management, well checks, assessments, education, support, and referrals to medical and behavioral health providers, substance use treatment, housing programs, and other resources as appropriate to homeless individuals in Monterey County.
POSITION SUMMARY: The Community Engagement Worker is part of the Homeless Engagement and Response Team (HEART) and will participate in daily county-wide outreach to people experiencing homelessness in Monterey County. This position is under the oversight of the CHE Principal Investigator and the general supervision of the CHE Coordinator.
ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
  • Conduct daily county-wide outreach activities to develop relationships and build rapport with clients to assist them with finding a traditional home (apartment, house, room for rent, etc.) within the community of their choice.
  • Provide supportive counseling to individuals regarding the use and effect of alcohol and drugs.
  • Assist individuals to identify their need for treatment, provide substance use treatment referrals, and collaborate for individualized care
  • Conduct assessments to identify housing needs and referrals for social and housing services and work together with clients to identify housing needs, to identify potential barriers to maintaining housing, and develop strategies for maintaining housing.
  • Educate clients on different housing resources and options available to them. Work directly with clients to apply for and obtain appropriate services.
  • Develop and implement a community care plan for individuals enrolled in case management.
  • Provide information and instruction to participants regarding how to administer self-care and local resources available to them.
  • Follow-up with each participant at least weekly to ensure they are making progress towards their goals and provide backup documentation in the client's file.
  • Provide individualized support that helps participants develop a plan that identifies barriers to acquire and sustain housing and improve their health and wellness
  • Network and collaborate with Monterey County area housing resources and area homeless service providers.
  • Work directly with area homeless service providers to verify the homeless status of clients and to complete Continuum of Care/Homeless Certification paperwork.
  • Maintain accurate and timely documentation of progress notes, financial records, and other data necessary for client care and reporting goals/outcomes.
  • Maintain client-related data systems
  • Maintain confidential, professional boundaries with clients.
  • Conduct CARS/ VI-SPDAT (Vulnerability Index- Service Prioritization Decisions Assistance Tool), on all new clients in order to connect them to proper intervention and services. Document results, complete match initiation form.
  • Maintain documentation standards as set forth by CHE policies.
  • Ensure all program data is accurate and entered into the appropriate program documentation system as contractually required. (i.e. HMIS, internal spreadsheet, CARS, etc.)
  • Participate in staff meetings, collaborative case conferences, support team meetings, and other related meetings.
  • Must have own transportation, valid driver's license, and auto insurance to conduct job-related travel, and the ability to complete a web-based training in defensive driving.

PHYSICAL REQUIREMENTS: Ability to: operate a motor vehicle; climb stairs; possess good communication skills; meet the requirements of the classification and have mobility, vision, hearing and dexterity levels appropriate to the duties to be performed. Capable of the following extended activities: standing, sitting, climbing stairs. Capable of the following intermittent activities: lifting 25 pounds or more and bending in the performance of infrequently performed office duties.

This position requires working on campus with students, staff and faculty. The health and safety of our students, faculty, and staff remain our highest priority. Updated June 29, 2021: Corporation employees will be required to provide their vaccination status by mid-July through an on-line portal.

The department recognizes the possibility of airborne transmission of infection by bacteria that causes tuberculosis (TB) is high in settings supporting the homeless population and considers the prevention and control of TB as a high priority health issue, including identification, assessment, surveillance, and prevention of transmission.


All new employees, whose normal job duties require significant direct contact with the homeless population, will be required to obtain a TB testing at no cost to them prior to employment or complete an assessment. Those with a current or previous positive TB skin test will be referred to their health care provider for medical examination, including chest x-ray. The risk assessment will only be administered once. Persons may be asked to re-screened for new risk factors.

If you have started a COVID-19 vaccination regimen, a TB test cannot be placed until 4 weeks after your second dose of Moderna or Pfizer. A TB test cannot be placed between the first and second vaccine dose. Additional information on this is available from the CDC.

  • Ability to maintain regular and consistent attendance
  • Ability to obtain CPR/First Aid certification
  • Knowledge familiarity with Person-Centered and Solution-based approaches, Motivational Interviewing, Harm Reduction and Housing First models of service delivery


Minimum Qualifications:
  • A four-year college degree from an accredited institution is desired. A degree in Nursing, Social Work, and Public Health is preferred or enrolled in a four-year college with a concentration in social services, health and/or wellness field.
  • Minimum 2 years experience working with homeless or other marginalized populations.


Specialized Skills:
This position requires flexibility in hours that may include working evenings and weekends.

Preferred Qualifications:
  • Bi-lingual capabilities are helpful but not required
  • Demonstrated understanding of and commitment to CSUMB’s vision statement

Compensation and Benefits:

The hourly hiring range for this position is $22.00. This is a non-exempt position and as such is eligible for the overtime provisions of the Fair Labor Standards Act.
