Chief Medical Officer (CMO) – WVU Medicine Wheeling Hospital

REPORTS TO: President & CEO – Wheeling Hospital
WVUHS Chief Medical Officer (CMO)

FLSA STATUS: Exempt
POSITION SUMMARY: The Chief Medical Officer (CMO) serves as the primary physician executive of WVU Medicine Wheeling Hospital with leadership responsibility of programs in relation to clinical care, patient safety, and quality for both inpatient and ambulatory care.
Provides executive leadership and direction in WVU Medicine’s pursuit of the highest possible standard of patient care, clinical effectiveness, and value. Ensures that clinical programs meet the needs of the educational programs and that the clinical environment fosters all missions of the organization.
Develops and expands the scope of services to meet the needs of the state and region, and to foster innovation and continuous performance improvement.
CMO will be required to work a minimum of 20% clinical duties.
MINIMUM QUALIFICATIONS:
EXPERIENCE:
1. Doctorate of Medicine or Doctor of Osteopathy from an accredited college of medicine or osteopathy.
2. Maintain current Board certification by a board recognized by the American Board of Medical Specialties or of specializing Boards of Osteopathic Medicine.
3. Ability to obtain and maintain unrestricted medical licensure in the state of West Virginia.
4. At least five years’ experience in a leadership or administrative role.
PREFERRED QUALIFICATIONS:
EDUCATION, CERTIFICATION, AND/OR LICENSURE:
1. Master’s Degree in business, management, public health, or equivalent experience preferred.
EXPERIENCE:
1. Experience in practice plan business and management is preferred.
2. Experience in oversight of quality and patient safety is preferred.

CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position. They are not intended to be construed as an all-inclusive list of all responsibilities and duties. Other duties may be assigned.
• Physician shall report to the President and CEO of Wheeling Hospital with responsibilities for assisting in business operations, and service to members on the Wheeling campus. Physician shall maintain a leadership role in the strategic planning and resource allocation processes of Wheeling and maintain a leadership role in representing Wheeling in public forums to include potential affiliations, philanthropic events, legal forums, and public awareness events.
• Physician shall also report to the CMO of WVU Health System. Physician will provide leadership and direction in WVU Health System’s pursuit of the highest possible standard of patient care, clinical effectiveness, and value.
• Physician will participate in the annual operating and capital budget preparation and will be responsible for integrating medical staff and clinical issues into the planning, budgeting, and marketing processes of Wheeling. Physician will investigate and study new developments in medical practice techniques and initiate medical staff and administrative discussion regarding the implementation of new patient care programs, and consideration of hospital medical staff ventures.
• Physician shall assist Wheeling Hospital and its affiliated entities meeting Joint Commission guidelines, licensure requirement, and in achieving quality improvement objectives. Physician will maintain an awareness of Joint Commission standards and guidelines, as well as clinical standards for federal programs and state licensure requirements, including proposed changes.
• Physician shall collaborate with appropriate Wheeling Hospital leaders to integrate the medical staff peer review functions with overall institutional quality goals. Physician will participate in information technology development to allow feedback to physicians regarding practice patterns, performance and resource utilization. Physician will ensure the proper analysis of such data to identify patterns and trends, and Physician will ensure reporting of the ongoing results of quality review to appropriate faculty physicians and clinical chairs.
Physician will work at minimum .2 FTE clinically in their respected specialty.
OTHER DUTIES AND RESPONSIBILITES:
• Utilization review
o Physician shall review inpatient stays with hospital utilization review nurse
o Physician shall contact/advise other physicians about utilization issues
o Physician shall, when necessary, order the relocation of patients to the appropriate level of care
o Physician shall assist with appeals of adverse coverage determinations by third party payers
• Quality Assurance
o Physician shall work with VP of Quality and Regulatory Affairs to improve processes of care
o Physician shall attend monthly Quality Council meeting and give reports to the Wheeling Hospital Board of Directors
o Physician shall review cases for determination of appropriateness of care, when requested

· Risk Management
o Physician shall review medico-legal issues, when requested by Wheeling President & CEO
· Automation
o Physician shall partner with CMIO in building clinical protocols for better disease management processes
o Physician shall provide support for integration of electronic medical records for physician offices and hospital-based physicians
· Physician recruitment
o Physician shall meet with interested candidates, when requested.
· Medical Staff/Administration
o Physician shall assist in implementing strategic planning for future of medical staff and hospital
o Physician shall serve as formal communication point for information distributed to the medical staff
o Physician shall assist in credentialing and reappointment procedures and follow-up for all medical personnel
