Job Description:

APPOINTMENT: January 3, 2022

RESPONSIBILITIES:

The Dean for University Libraries provides progressive and innovative leadership in managing all library operations on the Macomb and Quad Cities campuses including development and implementation of strategic initiatives consistent with the University's mission, vision, values, and strategic directions. The Dean is responsible for policy formation and implementation, budget, personnel, and grant administration. The Dean carries out the policies supporting the institution's educational mission with a commitment to excellent public service including enhancing student learning and advancing the research enterprise at Western Illinois University; the ongoing integration of electronic resources with traditional library collections, as well as services in curating and preserving various forms of research data such as data sets, 3D renderings and visualization, software artifacts and other materials emerging from today's technological landscape and services; the formulation, implementation, and delivery of library services. Duties and responsibilities include:

1. Lead library efforts to contribute to student enrollment, retention, graduation rates, and other indicators of student success;
2. Provide for the teaching, learning, research and practice needs of the University;
3. Lead in outreach/service and engagement by defining and communicating the role of Libraries within the broader academic community;
4. Advocate and collaborate, both inside and outside of the University, for resources necessary to achieve the library's mission and goals;
5. Manage and enhance existing resources, and support the functions and growth of library services as well as develop opportunities for growth in ways consistent with the mission of the library, including securing external grant funding or philanthropic funding;
6. Provide academic leadership for the Bachelor of Arts in General Studies degree program;
7. Ensure compliance with current federal and state regulations, as well as University policies and procedures;
8. Collaborate with academic colleges and schools, academic departments, programs, and centers to create, support, and manage successful partnerships across the institution;
9. Direct daily operations and supervise staff. Maintain budget, technology and planning for University Libraries.

Requirements:

REQUIRED QUALIFICATIONS:

• Either a Master's degree from an ALA accredited program or international equivalent and an additional advanced/professional degree OR a doctorate from an ALA accredited program or international equivalent
• A record of academic and professional achievement warranting tenure at the rank of full professor at Western Illinois University;
• Excellent written and oral communication skills;
• Experience planning and collaboration with diverse administration, faculty, student and community population;
• Effective fiscal management;
• Demonstrated ability to provide vision and leadership toward the achievement of a comprehensive university library's mission and goals;
• Demonstrated ability to establish and maintain cooperative working relationships with colleagues in a shared governance environment.
• A strong commitment to the support of teaching and scholarship.

PREFERRED QUALIFICATIONS:

• Experience working in a library environment.
• Demonstrated creative leadership in a dynamic and fluid teaching, learning, and information environment;
• Five plus years of administrative experience, including supervision of staff;
• Experience securing external grant funding or philanthropic funding;
• Experience with a multi-campus environment;
• Demonstrated experience in designing transformative workspaces;
• Demonstrated success in innovation.
• Experience in a collective bargaining environment.

For a degree to be considered, it must be conferred from a regionally accredited degree-granting institution of higher education (or equivalent from an international accrediting body). Unless otherwise stated, the degree must be "in hand" at the time of application.


Additional Information:

THE DEPARTMENT: WIU Libraries is comprised of the main Leslie F. Malpass Library, the Music Library, the Curriculum Library, and the WIU-Quad Cities Library in Moline, Illinois. WIU Libraries employs a dedicated group of 10 faculty and 20.5 civil service staff. Together the libraries house an extensive collection, deliver online access to thousands of journals, documents, and e-books, offer research assistance both in-person and virtually, and provide library instruction. WIU Libraries is a member of the Consortium of Academic and Research Libraries in Illinois, giving our users easy access to the collections of all 90 other libraries. In addition, WIU Libraries participates in the federal and Illinois depository programs and is a designated Patent and Trademark Resource Center. Archives & Special Collections is the official repository for university records and scholarship, and collects a wealth of materials that document the cultural, economic, and natural heritage of west-central Illinois.

THE UNIVERSITY: Since 1902, Western Illinois University has provided outstanding educational opportunities to individuals in west central Illinois and well beyond our region and state. WIU's traditional residential campus in Macomb, Illinois, is the educational, cultural and athletic center of the region, while the WIU-Quad Cities non-residential branch campus in Moline, Illinois, is the only public university in the immediate Quad Cities region.

Western is a comprehensive university offering 62 undergraduate and 41 graduate degree programs, which includes an Ed.D. in educational leadership and a Ph.D. in environmental science. The University's 442 full-time faculty members teach 94 percent of all undergraduate and graduate courses.

WIU-Macomb, IL: A traditional, residential four-year campus with distinctive undergraduate degrees and numerous graduate programs, including a doctorate in education, WIU-Macomb is located in the heart of west central Illinois in Macomb (population 20,000). Macomb is an Amtrak city with twice-daily service to Chicago.

WIU-Quad Cities: The only public university in the Quad Cities area, WIU-QC offers select undergraduate and graduate programs, including a doctorate in education and a doctorate in environmental studies, at its non-residential campus in Moline, IL (population 44,000).

WIU's Macomb campus is the educational, cultural and athletic center of the region. Annually, 12 major theatrical and dance productions and studio shows are performed, along with outstanding concerts, lectures, presentations, films, dance performances and more. The Gwendolyn Brooks and Casa Latina cultural centers offer programs and activities focusing on Black and Hispanic cultures, while the Women's Center promotes gender equity through education, support and advocacy. WIU's student organization for the lesbian, gay, bisexual, transgender, queer/questioning and ally (LGBTQ*A) community provides resources, support and programming. These cultural and resource centers promote WIU's goal of enhancing diversity, equity, and inclusion through educational programming and advocacy.

The University's athletics program, based on the Macomb campus, sponsors 17 NCAA Division I intercollegiate men's and women's varsity sports. Football competes in the NCAA Division I Football Championship Subdivision through the Missouri Valley Football Conference; all other varsity sports compete at the Division I level through The Summit League.
